Structurally Balanced Budget/Revenues/Expenditures

The budget shall be balanced for each budgeted operational fund. The City considers the budget balanced when total expenditures are equal to, or less than, total revenues. However, there are instances when the City might plan to spend fund balances from previous years on one-time or non-routine expenditures. The City considers the budget to be balanced in this case also, provided the funding from previous years is available, and a plan is in place to ensure ongoing revenues fund ongoing expenditures and one-time revenues are applied to the one-time expenditures. This type of balanced budget is especially prevalent when capital projects are budgeted using proceeds from the issuance of bonds. The City has a goal of budgeting operating expenditures equivalent to no more than 98% of revenues.
