The annual operating budget focuses on a single 12-month period. However, spending and revenue decisions made today have effects that extend beyond a 12-month period. The purpose of the policy is:

• Ensure ongoing financial sustainability beyond a single fiscal year;
• Achieve the City’s mission and vision; and
• Systematically link the annual budget to a multi-year master financial and capital plan that includes service and staffing levels.
