The City Council discussed and continued to move forward with the Downstream Capacity Project (Stormwater), this project is also known as the Northeast Storm Sewer Improvements project.

November 2, 2020

Phase 1 of the Northeast Storm Water project has been discussed since 2018. The City Council approved the project parameters at the November 2nd meeting. The project includes the installation of a 48-inch stormwater pipe through Arbor Ridge, connecting to Mud Creek and connecting to the detention pond at Pleasant Grove.

NORTHEAST STORM SEWER IMPROVEMENTS, PHASE 1: Construct  Northeast  Storm  Sewer  Improvements,  Phase 1  including all labor, materials, and equipment necessary to construct approximately  1,450  linear feet of  48inch  storm sewer,  channel construction,  manholes,  intakes,  pavement replacement, surface restoration,  traffic control,  and miscellaneous associated work,  including cleanup. The work is contracted to e completed, including surface restoration, no later than September 30, 2021.

The timing of this project enabled the City to finish three other, related stormwater improvements prior to beginning this project. Those projects include the removal of the 15th Street bridge; the channel straightening at the abandoned sewer lagoons; and the addition of the relief box culvert under 2nd Street NW at Eagle Park.

The project also includes tree replacement/planting, removal of volunteer trees, and other, property-specific improvements as negotiated in the easements previously approved by the City Council.

This project held a pre-construction meeting with the contractor and some of the franchise utility providers in the area. Many topics were covered with the schedule being one of the topics with some variability due to weather. As of today, they are expecting to get started sometime in mid-January and would start on the west end of the project. City engineers are getting a letter together to send out to all the residents adjacent to the project with this information. Since the weather will be a huge factor for the first several months, it is impossible to say when phase 1 will be completed. There will be progress meetings during construction with updates being made available on the City’s website.

February 8, 2021

The project has experienced about a week delay due to a utility conflict and weather.

March 17, 2021

Early next week the contractor will be placing gravel on Deer Ridge to reopen traffic temporarily. The contractor will be responsible for maintaining the rock until it is paved. Shortly after this, Sycamore will be closed to through traffic and used as the contractors access in and out of the construction zone. Pipe laying will continue west towards Grant Street. Construction across Grant Street will not occur until after the school year ends in late May. Both Deer Ridge and Sycamore will be paved prior to Grant Street being shut down to traffic.
