CITY OF BONDURANT

PLANNING AND ZONING COMMISSION

MINUTES

 

 

A regular meeting of the City of Bondurant Planning & Zoning Commission was held in the Community Room at the Bondurant City Center on July 13, 2006, at 7:00 p.m.

Notice of the meeting was posted at the Bondurant City Center, Casey’s General Stores, Legacy Bank and the Bondurant Post Office on July 10, 2006. All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Commission Vice-Chair Bein called the meeting to order at 7:02 p.m.  Roll call was taken and a quorum was declared.  Motion made by Commission Member Mark, seconded by Commission Member Baker, to approve the agenda.  Roll call:  Ayes: 4.  Nays: 0.  Motion carried.

 

Motion made by Commission Member Mark, seconded by Commission Member Baker, to approve the Planning and Zoning Commission Minutes of June 22, 2006.  Roll call:  Ayes: 4.  Nays: 0.  Motion carried.

 

City Planner Mullenix presented Resolution PZ-06-18, a Resolution approving Ordinance 06-205, an amendment to Chapter 175 of the Code of Ordinances of the City of Bondurant that adds size limitations to decks.  Commission Members commented that they liked the revision to the Code and that it should be easy to enforce.  Motion made by Commission Member Baker, seconded by Commission Member Mark, to approve Resolution No. PZ-06-18, a Resolution approving Ordinance 06-205.  Roll call: Baker-Yes, Mark-Yes, Higgins-Yes, Bein-Yes.  Motion carried.

Mayor McCoid led a discussion regarding the revitalization of the City’s downtown area and presented materials from the state sponsored program Project Mainstreet.  Mayor McCoid explained that Project Mainstreet is a program that helps the revitalization of small towns by providing funding to help recruit new businesses.  She added that while this project may be a few years out, the City should start to address the revitalization by rezoning parts of Main Street, most likely from City Park to 1st Street, Southeast, from Multi-Family Residential to some sort of Commercial. 

 

Commission Member Bein commented that he liked the idea of doing something to revitalize the downtown area.  He stated that the Commission has addressed the issue before, but put it off to be addressed at a later time, and that this might be a good time to revisit the issue.  Commission Member’s Mark and Baker agreed that this would be something they are willing to look at more closely.  Commission Member Higgins said that he also likes the idea, but is concerned about what would happen to the single family homes that would then become non-conforming if the rezoning were to occur.  If something unexpected were to happen to those homes (i.e. a fire), they would not be able to rebuild a residence on that site.  Mayor McCoid responded that from talking with a number of the home owners, many home owners seem willing to sell their properties for commercial use under the right circumstances and that the issue may take care of itself.  Commission Members instructed City Administrator Arentsen to further investigate the issue, looking at similar efforts around the Metro area, such as Valley Junction.

·        Commission Member Bein – Thanked City Planner Mullenix for his service to the City, and that it has been a pleasure working with him. 

 

The following items were discussed as part of City Planner Mullenix’s comments:

 

ü      Announced that his last day would be July 14, 2006, and thanked the Commission Members for their work and support during his time there.

ü      Presented the minutes for the first Tax Abatement Study Committee Meeting that was held on June 29, and gave an overview of the committee’s purpose. 

 

Motion made by Commission Member Baker, seconded by Commission Member Mark, to adjourn the meeting.  Roll call:  Ayes: 4.  Nays: 0.  Motion carried.  Commission Vice-Chair Bein declared the meeting adjourned at 8:00 p.m.
