A regular meeting of
the City Council of the City of Bondurant, Polk County, Iowa, was held in the
Community Room at the Bondurant City Center on the 17th day of March, 2008, at
6:00 p.m.

Notice of the meeting was posted at the
Bondurant City Center, Casey’s General Stores, Legacy Bank and the United
States Post Office on March 14, 2008.
All proceedings hereafter shown were taken while the convened meeting
was open to the public.
Mayor Pro Tem Adams called the meeting to
order at 6:01 p.m. Roll call was taken
and a quorum was declared.
Motion made by Council Member Ryan, seconded
by Council Member Bailey, to approve the agenda, as presented. Roll Call:
Ryan-Yes, Bailey-Yes, Sullivan-Yes, Adams-Yes. Motion carried.
Mr. Don Coates, Eastern Polk Regional
Development, presented an update pertaining to economic development issues.
Motion made by Council Member Ryan, seconded by Council Member Bailey,
to approve the consent items consisting of the City Council Minutes of March 03,
2008, Library Board of Trustees Minutes of February 07, 2008, the Claims Report
and Tax Abatement Applications for
Rex A. Smith, 1005 Grant Street, South, Unit #3; Christian and Mary Kloster, 901 – 35th Street, Southeast; Michael and Nicole
Webb, 3304 Maple Drive, Southwest; Andrew N. Grimes, 3400 Maple Drive,
Southwest; Adam Mittower, 3312 Maple Drive,
Southwest; Michael L. Clark, 1200 Michael Street, Southeast; and Matt Crane,
3301 Maple Drive, Southwest, Bondurant, Polk County, Iowa. Roll Call: Ryan-Yes, Bailey-Yes, Sullivan-Yes, Adams-Yes. Motion carried.
Mayor McCoid arrived at 6:15 p.m.
Motion made by Council Member Adams, seconded by Council Member Ryan, to
approve the third and final reading of Ordinance No. 08-203, an Ordinance
amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, Chapter
99, Section 99.02, pertaining to rates for sanitary sewer service, effective
July 01, 2008. The increase will be 0 to
1300 gallons at a minimum of $6.13. All
consumption over 1300 gallons will be $6.63 per 1,000 gallons. Roll Call:
Adams-Yes, Ryan-Yes, Bailey-Yes, Sullivan-Yes. Motion carried.
Motion made by Council Member Ryan, seconded by Council Member Adams, to
approve the third and final reading of Ordinance No. 08-204, an Ordinance
amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, Chapter
15, Section 15.04, pertaining to Mayor Compensation. The salary for the Mayor is sixty-two hundred
dollars ($6,200.00) per year, payable annually and will become effective no
earlier than January 01, 2010. Roll
Call: Ryan-Yes, Adams-Yes, Bailey-Yes,
Sullivan-No. Motion carried. City Administrator Arentsen announced that
Council Member Boatwright asked that the record show he does not support this
Ordinance.
Mayor McCoid asked Mayor Pro Tem Adams to preside over the meeting at
6:20 p.m., citing a conflict of interest.
Motion made by Council Member Ryan, seconded by Council Member Sullivan,
to approve the third and final reading of Ordinance No. 08-206, an Ordinance
amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, Chapter
37, Section 37.05, pertaining to False Alarm Service Charges. Roll Call:
Ryan-Yes, Sullivan-Yes, Adams-Yes, Bailey-Yes. Motion carried.
Motion made by Council Member Ryan, seconded by Council Member Sullivan,
to approve Resolution No. 08-40, a Resolution approving the Contractor’s
Application for Payment request from Munro Construction, in the amount of $40,506.31,
pertaining to the Library project. Roll

Bailey-Yes, Adams-Yes. Motion carried.
Motion made by Council Member Adams, seconded by Council Member
Sullivan, to approve Resolution No. 08-41, a Resolution approving the bid award
to Visu-Sewer Clean & Seal, Inc., for sanitary
sewer televising inspection. The cost
amount will be $.97 per linear foot for tv inspection
and light cleaning; $195.00 per hour for heavy cleaning; $195.00 per hour for
root removal; and $1,900.00 for heavy clean mobilization. Roll Call:
Adams-Yes, Sullivan-Yes, Bailey-Yes, Ryan-Yes. Motion carried.

adjourn the meeting at 6:55 p.m. Roll
