City Center at 200 Second Street, Northeast, Bondurant, Polk
County, Iowa. Said meeting is open and
the public is encouraged to attend.

A regular meeting of
the City Council of the City of Bondurant, Polk County, Iowa, was held in the
Community Room at the Bondurant City Center on the 28th day of January, 2008,
at 6:00 p.m.

Notice of the meeting was posted at the
Bondurant City Center, Casey’s General Stores, Legacy Bank and the United
States Post Office on January 25, 2008.
All proceedings hereafter shown were taken while the convened meeting
was open to the public.
Mayor McCoid called the meeting to order at
6:00 p.m. Roll call was taken and a quorum was
declared.
Mayor McCoid asked that item #8 be moved
above item #7. Motion made by Council
Member Adams, seconded by Council Member Bailey, to approve the agenda, as
amended. Roll Call: Adams-Yes, Bailey-Yes, Boatwright-Yes,
Sullivan-Yes. Motion carried.
Motion made by Council Member Bailey, seconded by Council Member Boatwright,
to approve the consent items consisting of the City Council Minutes of January
07, 2008, Planning and Zoning Commission Minutes of December 17, 2007, Library
Board of Trustees Minutes of December 12, 2007, the Claims Report and Tax
Abatement Applications for Albert Hall, 603 Spruce Circle, Northwest; Dennis
Baer, 901 – 14th Street, Southeast; Jeff & Kris Henze,
307 Walnut Drive, Northwest; Jamie & Alexis Morrison, 3505 Maple Drive,
Southwest; ADCON Builders, LLC., 1309 Adams Street, Southeast; ADCON Builders,

Chief Neil Shultz, Polk County Sheriff’s Department, distributed the “call report” for January, 2008.
Mr. Brad Skinner, Skinner Law Office,
presented a Plat of Survey for Parcel “F” and Parcel “G”, NE 1/4 Section 1,
Clay Township, Bondurant, Polk County, Iowa, and answered questions from the
Mayor and Council. Motion made by
Council Member Bailey, seconded by Council Member Adams, to approve Resolution No.
08-12, a Resolution approving the Plat of
Survey for Parcel “F” and Parcel “G”, NE 1/4 Section 1, Clay Township,
Bondurant, Polk County, Iowa. Roll Call: Bailey-Yes, Adams-Yes, Boatwright-Yes,
Sullivan-Yes. Motion carried.
Motion made by Council Member Bailey,
seconded by Council Member Boatwright, to close the regular City Council
meeting at 6:10 p.m., and open the Public Hearing, to receive public comment
concerning adopting a Resolution of Necessity pertaining to the stop box
replacement at 9493 Northeast Timber Creek Drive, Bondurant, Polk County,
Iowa. Roll Call: Bailey-Yes, Boatwright-Yes, Sullivan-Yes,
Adams-Yes. Motion carried. No verbal comments were received during the
Public Hearing. Motion made by Council
Member Bailey, seconded by Council Member Adams, to close the Public Hearing at
6:11 p.m., and open the regular City Council meeting. Roll Call:
Bailey-Yes, Adams-Yes, Sullivan-Yes, Boatwright-Yes. Motion carried. Motion made by Council Member Bailey,
seconded by Council Member Boatwright, to approve Resolution No. 08-11, a
Resolution adopting a Resolution of Necessity, pertaining to the stop box
replacement at 9493 Northeast Timber Creek Drive, Bondurant, Polk County,
Iowa. Roll Call: Bailey-Yes, Boatwright-Yes, Sullivan-Yes,
Adams-Yes. Motion carried.
Mr. Brandon Huth,
Student Council President, Bondurant-Farrar Community School District,
requested certain street and intersection closures during a 5K Road Run/Walk Race, scheduled for May 03, 2008, and answered questions
from the Mayor and Council. Mayor McCoid
suggested that in the future, and this year if possible, serious consideration should
be given to re-routing the race to avoid using Grant Street, North/South and
2nd Street, Northeast/Northwest, due to the enormous amount of traffic. Motion made by Council Member Boatwright,
seconded by Council Member Adams, to approve Resolution No. 08-13, a Resolution
approving certain street and intersection closures on May 03, 2008, from 6:00
a.m., to 11:30 a.m., for a 5K Road Run/Walk Race. Roll Call:
Boatwright-Yes, Adams-Yes, Bailey-Yes, Sullivan-Yes. Motion carried.
Ms. Karen Pederson, Library Director,
Bondurant Community Library, presented a 2007 annual report and answered questions
and concerns from the Mayor and Council.
Motion made by Council Member Bailey,
seconded by Council Member Adams, to approve Resolution No. 08-14, a Resolution
approving the renewal license for Class C Beer and Sunday Sales permit
application for Kiran Lata Virk, a sole proprietorship, d/b/a Kiran
Lata, 1111 Lincoln Street, Southeast, Bondurant, Polk
County, Iowa. Roll Call: Bailey-Yes, Adams-Yes, Boatwright-Yes,
Sullivan-Yes. Motion carried.
Motion made by Council Member Bailey,
seconded by Council Member Adams, to approve Resolution No. 08-15, a Resolution
setting the second meeting date in February as Tuesday, February 19, 2008, due
to President’s Day. Roll Call: Bailey-Yes, Adams-Yes, Boatwright-Yes,
Sullivan-Yes. Motion carried.
Motion made by Council Member Boatwright,
seconded by Council Member Sullivan, to approve Resolution No. 08-16, a
Resolution approving the Contractor’s Application for Payment from Munro
Construction Company, Inc., 5530 N.W. Beaver Drive, Suite 100, Johnston, Iowa,
in the amount of $45,293.59 for the Bondurant Community Library project. Roll Call:
Boatwright-Yes, Sullivan-Yes, Adams-Yes, Bailey-Yes. Motion carried.
Motion made by Council Member Boatwright,
seconded by Council Member Sullivan, to approve Resolution No. 08-17, a
Resolution authorizing and directing the City Administrator to write-off
certain Emergency Medical Services accounts as non-collectible. Roll Call:
Boatwright-Yes, Sullivan-Yes, Bailey-Yes, Adams-Yes. Motion carried.
Mr. Donnie Daughenbaugh,
210 Walnut Drive, Northwest, Bondurant, Iowa, requested a certain street
closure concerning a benefit for disabled veterans and answered questions from
the Mayor and Council. Mayor McCoid
suggested amending the hours for the street closure to allow for set-up and
tear-down for the event. Motion made by
Council Member Bailey, seconded by Council Member Adams, to approve Resolution No.
08-18, a Resolution approving the request to close 1st Street, Southeast, from
Main Street, Southeast, to Grant Street, South, at 12:00 noon on Friday,
February 29, 2008, to 8:00 a.m., Saturday, March 01, 2008, for a benefit for
disabled veterans. Roll Call: Bailey-Yes, Adams-Yes, Boatwright-Yes,
Sullivan-Yes. Motion carried.
