A regular meeting of
the City Council of the City of Bondurant, Polk County, Iowa, was held in the
Community Room at the Bondurant City Center on the 19th day of November, 2007,
at 6:00 p.m.

Notice of the meeting was posted at the
Bondurant City Center, Casey’s General Stores, Legacy Bank and the United
States Post Office on November 16, 2007.
All proceedings hereafter shown were taken while the convened meeting
was open to the public.
Mayor McCoid called the meeting to order at
6:00 p.m. Roll call was taken and a quorum was
declared.
Motion made by Council Member Ryan, seconded
by Council Member Cordes , to approve the agenda as
presented. Roll Call: Ryan-Yes, Cordes-Yes, Bailey-Yes,
Kromrie-Yes. Motion carried.
Motion made by Council Member Bailey, seconded by Council Member Ryan,
to approve the consent items consisting of the City Council Minutes of November
05, 2007, Library Board of Trustees
Minutes of October 04, 2007, the Claims Report and Tax Abatement Applications
for Larry and Kristin Peters, 1013 – 14th Street, Southeast; Daniel and Jenny
Pertzborn, 821 – 35th Street, Southwest; Amanda Ramsey, 713 – 35th Street,
Southwest; Denise J. Parsons, 3407 Oak Drive, Southwest; John McMahan, 3321 Maple
Drive, Southwest; and Jeffrey and Jessica Bode, 704 – 35th Street, Southwest,
Bondurant, Polk County, Iowa. Roll

Polk County Sheriff’s Department representative Deputy Ballenger reported on recent incidents.
Mr. Ken Bilbrey, Bilbrey Insurance Services, presented a refund check in the amount of $1,301.61 for an accumulative reserve fund return from Iowa Community Assurance Pool.
Mr. David Harrison, Design Alliance, Inc., presented a bid from Huber Grading, Inc., 305 – 2nd Street, Northeast, Bondurant, Iowa, pertaining to the site work for the Bondurant Public Safety Building project and answered questions from the Mayor and Council. Motion made by Council Member Kromrie, seconded by Council Member Bailey, to approve Resolution No. 07-163, a Resolution approving the bid award submitted by Huber Grading, Inc., 305 – 2nd Street, Northeast, Bondurant, Iowa, in the amount of $55,000.00 to perform the site work for the Bondurant Public Safety Building project, subject to additions and deductions as provided in the contract documents. Roll Call: Kromrie-Yes, Bailey-Yes, Cordes-Yes, Ryan-Yes. Motion carried.
Motion made by Council Member Ryan, seconded by Council Member Bailey, to table discussion concerning Mr. Kent Sullivan’s request for the installation of sidewalk from Paine Heights to Grant Street, North, due to the absence of Mr. Sullivan. Roll Call: Ryan-Yes, Bailey-Yes, Cordes-Yes, Kromrie-Yes. Motion carried.
Mr. Chris Bogaards, Bondurant Emergency Services, provided an account of how the Department of Homeland Security Grant awarded to Bondurant Emergency Services in the amount of $96,493.00 will be utilized.
Motion made by Council Member Ryan, seconded by Council Member Cordes, to approve Resolution No. 07-164, a Resolution directing the Mayor to participate in the Iowa Department of Transportation Small Town Sign Replacement Program, and apply to receive traffic control signing materials from the Iowa Department of Transportation. Roll Call: Ryan-Yes, Cordes-Yes, Bailey-Yes, Kromrie-Yes. Motion carried.
Motion made by Council Member Ryan, seconded by Council Member Bailey, to approve Resolution No. 07-165, a Resolution approving the Right of First Refusal Land Purchase Agreement between the City of Bondurant, Polk County, Iowa, and Robert and Dorothy Stoll, pertaining to the location for a future recreational complex. Roll Call: Ryan-Yes, Bailey-Yes, Cordes-Yes, Kromrie-Yes. Motion carried.
Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 07- 166, a Resolution approving the transfer of $15,223.71 from the Emergency Fund to the General Fund. Roll Call: Bailey-Yes, Cordes-Yes, Ryan-Yes, Kromrie-Yes. Motion carried.
Motion made by Council Member Bailey, seconded by Council Member Ryan, to approve Resolution No. 07- 167, a Resolution approving the Contractor’s Application for Payment from Munro Construction Company, Inc., 5530 N.W. Beaver Drive, Suite 100, Johnston, Iowa, in the amount of $83,893.39 for the Bondurant Community Library project. Roll Call: Bailey-Yes, Ryan-Yes, Cordes-Yes, Kromrie-Yes. Motion carried.
Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 07-168, a Resolution approving the appointment of Jason Greubel, 904 Pleasant Street, Southeast, Bondurant, Iowa, to represent the City of Bondurant on the Polk County Aviation Authority Board, effective January 01, 2008 through December 31, 2008. Roll Call: Bailey-Yes, Cordes-Yes, Ryan-Yes, Kromrie-Yes. Motion carried.
Motion made by Council Member Bailey, seconded by Council Member Ryan, to approve Resolution No. 07-169, a Resolution setting a Public Hearing date of December 17, 2007, at 6:00 p.m., in the Community Room at the Bondurant City Center, for consideration of various voluntary annexation applications to the City of Bondurant, Polk County, Iowa. Roll Call: Bailey-Yes, Ryan-Yes, Cordes-Yes, Kromrie-Yes. Motion carried.
Motion made by Council Member Bailey, seconded by Council Member Ryan, to approve Resolution No. 07-170, a Resolution setting a Public Hearing date of December 17, 2007, at 6:00 p.m., in the Community Room at the Bondurant City Center, for consideration of proposed plans, specifications, and form of contract and cost, to build the Bondurant Public Safety Building. Roll Call: Bailey-Yes, Ryan-Yes, Cordes-Yes, Kromrie-Yes. Motion carried.
Discussion was held pertaining to potential action against Environmental Reclamation and Recycling, Inc., (ERR) 1422 Scott Avenue, Des Moines, Iowa, for the material deposited at 3507 Grant Street, South, Bondurant, Polk County, Iowa. A representative from ERR will attend the City Council meeting on December 17.
