NOTICE IS HEREBY GIVEN that a Regular Meeting of the City Council will be held at 6:00 p.m. on Monday, October 01, 2007, in the Bondurant City Center at 200 Second Street, Northeast, Bondurant, Polk County, Iowa.  Said meeting is open and the public is encouraged to attend.

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 01st day of October, 2007, at 6:00 p.m.

Notice of the meeting was posted at the Bondurant City Center, Casey’s General Stores, Legacy Bank and the United States Post Office on September 28, 2007.  All proceedings hereafter shown were taken while the convened meeting was open to the public. 

Mayor McCoid called the meeting to order at 6:00 p.m.  Roll call was taken and  a quorum was declared.
 

Motion made by Council Member Cordes, seconded by Council Member Ryan, to amend the agenda by deleting item #11, Resolution No. 07-144, approving the Bid Award to DDVI, Albia, Iowa, in the amount of $1,210,000 for the general construction of the Bondurant Public Safety Building and item #12, Resolution No. 07-145 approving Change Order #1 pertaining to the Bondurant Public Safety Building project, in an amount not yet determined.  Roll Call:  Cordes-Yes, Ryan-Yes, Kromrie-Yes, Adams-Yes, Bailey-Yes.  Motion carried. 
 

City Administrator Arentsen introduced a new City Intern, Justin McAdams.
 

Motion made by Council Member Bailey, seconded by Council Member Adams, to approve the consent items consisting of the City Council Minutes of September 17, and September 25, 2007, the Claims Report and Tax Abatement applications for Nicole Bishop, 909 – 35th Street, Southwest; Aaron and Jana Kyle, 700 – 35th Street, Southwest; Patrick and Amanda Schroeder, 703 – 35th Street, Southwest; and Roderick Pipes, 704 – 35th Street, Southwest, Bondurant, Polk County, Iowa.  Roll Call:  Bailey-Yes, Adams-Yes, Cordes-Yes, Kromrie-Yes, Ryan-Yes.  Motion carried.
    

Polk County Sheriff’s Department representative Deputy Arcuri was present but had nothing to report.

Mr. Tom Hockensmith, Polk County 3rd District Supervisor, presented an update on Polk County activities. 

Motion made by Council Member Bailey, seconded by Council Member Adams, to waive the first and second reading of Ordinance No. 07-218, an Ordinance amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, by amending provisions pertaining to parking where prohibited, within the City of Bondurant, Polk County, Iowa, and approve as the third and final reading.  Roll Call:  Bailey-Yes, Adams-Yes, Kromrie-Yes, Cordes-Yes, Ryan-Yes.  Motion carried.
 

Motion made by Council Member Bailey, seconded by Council Member Adams, to waive the first and second reading of Ordinance No. 07-219, an Ordinance amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, by amending provisions pertaining to stop required, within the City of Bondurant, Polk County, Iowa, and approve as the third and final reading.  Roll Call:  Bailey-Yes, Adams-Yes, Cordes-Yes, Ryan-Yes, Kromrie-Yes.  Motion carried.
 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 07-143, a Resolution approving the appointment of Jason Greubel, 904 Pleasant Street, Southeast, Bondurant, Iowa, to the Polk County Aviation Authority Board.  This term is effective October 01, 2007, and will expire December 31, 2007.  Roll Call:  Bailey-Yes, Cordes-Yes, Ryan-Yes, Kromrie-Yes, Adams-Yes.  Motion carried. 
 

Motion made by Council Member Bailey, seconded by Council Member Adams, to close the regular meeting and open the Public Hearing for consideration of approving the proposed plans, specifications, and form of contract and cost pertaining to the construction of the Bondurant Public Safety Building.  Roll Call:  Bailey-Yes, Adams-Yes, Ryan-Yes, Kromrie-Yes, Cordes-Yes.  Motion carried.  The Public Hearing opened at 6:26 p.m.  Mr. Dave Harrison, Design Alliance said he will redesign the building to conform to the budget projected for the project, but would like to have clear direction from the City Council.  No verbal comments were received from the public during the Public Hearing.  Motion made by Council Member Bailey, seconded by Council Member Adams, to close the Public Hearing and open the regular City Council meeting.  Roll Call:  Bailey-Yes, Adams-Yes, Kromrie-Yes, Ryan-Yes, Cordes-Yes.  Motion carried.  The regular City Council meeting opened at 6:50 p.m.
 

City Attorney Brick arrived during the Public Hearing at 6:40 p.m.

82 building permits have been issued this year
·            Two Safe Route to Schools grant application were submitted to the IDOT.
·           
Library pre-construction meeting is October 02.
·           
There are water issues in Wolf Creek. 

The following item(s) were discussed as part of Council Member’s comments:
 

·            Council Member Bailey – No Comment.
·            Council Member Adams – Asked for update on 2nd Street, NE/NW sidewalk project.
·           
Council Member Ryan – Asked the policy concerning parking boats and trailers on city streets, asked for update on the junk issue at Bondurant Repair and Leasing and discussed sidewalk project concerns.
·           
Council Member Cordes – No Comment.
·            Council Member Kromrie – Asked for updates regarding the water issue at Courtyard Estates, possible annexation areas and the League of Cities meeting.
