A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City  Center on the 18th day of December, 2006, at 5:00 p.m.

 

 

Present:                Mayor Marla McCoid

                              Council Member Mike Adams, Sr.

                              Council Member Michele R. Bailey

                              Council Member Bruce N. Cordes

Notice of the meeting was posted at the Bondurant City Center, Casey’s General Stores, Legacy Bank and the United States Post Office on December 15, 2006.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor McCoid called the meeting to order at 5:00 p.m.  Roll call  was  taken and  a quorum was declared.

 

Mayor McCoid asked that the word “Request For” be deleted in agenda item #15 and that item #18 be removed from the agenda.  Motion made by Council Member Bailey, seconded by Council Member Ryan, to approve the agenda, as amended.  Roll Call:  Bailey-Yes, Ryan-Yes, Adams-Yes, Cordes-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Adams, to approve the consent items consisting of the City Council Minutes of December 04 and December 11, 2006, Library Board of Trustees Minutes of November 02, 2006, the Claims Report and Tax Abatement Applications for David G. Bowers, 704 Cleveland Avenue, Southeast; C. Lyle and Janet Johnston, 405 Mallard Pointe Drive, Northwest; Mary Kim Peterson, 3204 Wolf Creek Road, Southwest and Josie Tarr, 3206 Wolf Creek Road, Southwest, Bondurant, Polk County, Iowa.  Roll Call:  Ayes: 4.  Nays: 0.  Motion carried.

 

Polk County Sheriff’s Department representative Lt. Peterman reported on the status of traffic ticket revenue.

 

Mr. Brad, Miller, General Manager, Des Moines Area Regional Transit (DART) gave a presentation on weekly bus service and answered questions from the Mayor and Council.

Mr. Thomas Stovie, Project Manager, Civil Design Advantage, L.L.C., 5501 Northwest 112th Street, Grimes, Iowa, and Mr. Thomas Hamm, 5829 Northeast 56th Street, Altoona, Iowa, presented the Site Plan for Cory’s Irish Pub and answered questions from the Mayor and Council. 

 

Motion made by Council Member Bailey, seconded by Council Member Adams, to approve Resolution No. 06-185, a Resolution approving the Site Plan for Cory’s Irish Pub.  Roll Call:  Bailey-Yes, Adams-Yes, Cordes-Yes, Ryan-Yes.  Motion carried.

 

Council Member Kromrie arrived at 5:55 p.m.

 

Mr. Joel Romey, Bishop Engineering, 3501 – 104th Street, Des Moines, Iowa, presented the Final Plat for Meadow Brook North Plat 11 and answered questions from the Mayor and Council. 

 

Motion made by Council Member Bailey, seconded by Council Member Adams, to approve Resolution No. 06-184, a Resolution approving the Final Plat for Meadow Brook North Plat 11.  Roll Call:  Bailey-Yes, Adams-Yes, Kromrie-Yes, Cordes-Yes, Ryan-Yes.  Motion carried.

 

Attorney Brad Skinner, Skinner Law Office, 204 – 8th Street, Southeast, Altoona, Iowa, and Mr. Derek Wachter, Operations Manager for Environmental Reclamation and Recycling, 1422 Scott Avenue, Des Moines, Iowa, presented a status report on the debris removal at 6003 Northeast 72nd Street, Bondurant, Polk County, Iowa, and answered questions from the Mayor and Council. 

 

Motion made by Council Member Bailey, seconded by Council Member Adams, to approve Resolution No. 06-186, a Resolution approving a proposal from Stanley Consultants, Inc., to conduct a sanitary sewer area study around the proposed school site, in an amount not to exceed $2,975.00.  Roll Call:  Bailey-Yes, Adams-Yes, Kromrie-Yes, Cordes-Yes, Ryan-Yes.  Motion carried.

 

Council Member Bailey asked that an additional clause be added to the Memorandum of Understanding Agreement pertaining to senior citizen snow and ice removal and be identified as #11, stating that the Contractor does not perform the service without authorization from the City Administrator or Street Superintendent Kenneth Grove.  Motion made by Council Member Bailey, seconded by Council Member Adams, to approve Resolution No. 06-187, a Resolution approving the Memorandum of Understanding Agreement pertaining to senior citizen snow and ice removal, between the City of Bondurant, Polk County, Iowa, and Jamie Olcott, as amended.  Roll Call:  Bailey-Yes, Adams-Yes, Kromrie-Yes, Cordes-Yes, Ryan-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Adams, to approve Resolution No. 06-188, a Resolution approving the employment agreement between the City of Bondurant, Polk County, Iowa, and Mark J. Arentsen.  Roll Call:  Bailey-Yes, Adams-Yes, Kromrie-Yes, Cordes-Yes, Ryan-Yes.  Motion carried.

Motion made by Council Member Adams, seconded by Council Member Cordes, to approve Resolution No. 06-189, a Resolution approving the appointment of Mark J. Arentsen as the Primary Representative and Marla McCoid as the Alternate Representative to the Des Moines Area Metropolitan Planning Organization and Lori Dunham as the Primary Representative and Mark J. Arentsen as the Alternate Representative to the Des Moines Area Metropolitan Planning Organization Transportation Technical Committee for calendar year 2007.  Roll Call:  Adams-Yes, Cordes-Yes, Kromrie-Yes, Bailey-Yes, Ryan-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Adams, to approve Resolution No. 06-190, a Resolution approving the proposal submitted by Legacy Bank on November 30, 2006, for banking services.  Roll Call:  Bailey-Yes, Adams-Yes, Kromrie-Yes, Cordes-Yes, Ryan-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Ryan, to approve Resolution No. 06-191, a Resolution approving the Final Payment for the 32nd Street, Southeast, Over Mud Creek Culvert Replacement Project in the amount of $11,903.89, payable to Peterson Contractors, Inc.  Roll Call:  Cordes-Yes, Ryan-Yes, Adams-Yes, Bailey-Yes, Kromrie-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Adams, to approve Resolution No. 06-192, a Resolution recommending to the Polk County Assessor and the Polk County Auditor that the Tax Abatement application for 601 – 14th Street, Southeast, Bondurant, Polk County, Iowa, be applied retroactive due to Special Circumstances.  Roll Call:  Bailey-No, Adams-No, Kromrie-No, Cordes-Yes, Ryan-No.  Motion denied.

Mayor McCoid called for a recess at 7:00 p.m.  Council reconvened at 7:10 p.m.

 

Mayor McCoid led a discussion concerning increasing Mayor and Council Member compensation.

 

There will be a special Council Meeting on Thursday, December 28, at 6:00 p.m.  Council will select the architect for the Bondurant Public Safety building and also hold a joint meeting with the Planning and Zoning Commission Members to discuss proposed Ordinance No. 06-204 – Chapter 179 – Architectural Standards.

 

Mayor McCoid led a discussion concerning the projected budget submitted by FEH Associates, for the Library Project.
