A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City  Center on the 02nd day of October, 2006, at 5:00 p.m.

 

 

Present:                Mayor Marla McCoid

Notice of the meeting was posted at the Bondurant City Center, Casey’s General Stores, Legacy Bank and the United States Post Office on September 29, 2006.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor McCoid called the meeting to order at 5:00 p.m.  Roll call  was  taken and  a quorum was declared.

 

Motion made by Council Member Ryan, seconded by Council Member Cordes, to approve the agenda, as presented.  Roll Call:  Ryan-Yes, Cordes-Yes, Adams-Yes, Kromrie-Yes.  Motion carried.

 

Mayor McCoid asked Mayor Pro Tem Cordes to read the consent items and call for the motion to approve.  Motion made by Council Member Kromrie, seconded by Council Member Ryan, to approve the consent items consisting of the City Council Minutes of September 18, 2006, Board of Adjustment Minutes of August 08, 2006, the Claims Report and Tax Abatement Applications for Craig T. Smith, 802 Cleveland Avenue, Southeast; Bev Mountsier, 401 – 14th Street, Southeast; Karl Wendt, 706 Cleveland Avenue, Southeast; Steve Heidebrink, 7242 Northeast 80th Street; Allen and Lynn Stromley, 503 – 14th Street, Southeast; Ryan Crain, 402 – 4th Street, Northwest and Marla McCoid, 14 Main Street, Southeast, Bondurant, Polk County, Iowa.

Polk County Sheriff’s Department Lt. Jorgenson reported on car prowls, curfew violations and running radar throughout the City.

Council Member Bailey arrived at 5:06 p.m.

 

Mr. Tom Hockensmith, Polk County 3rd District Supervisor presented an update on Polk County Government.  Mayor McCoid stated how much the City appreciates Polk County’s assistance with several of the City’s projects.

 

Motion made by Council Member Kromrie, seconded by Council Member Cordes, to approve Resolution No. 06-139, a Resolution of Appreciation to the RAGBRAI volunteers.  Roll Call:  Kromrie-Yes, Cordes-Yes, Adams-Yes, Bailey-Yes, Ryan-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Kromrie, to approve Resolution No. 06-141, a Resolution approving a proposal from Polk County for the 3rd Street, Southeast roadway extension, for an estimated amount of $23,657.94.  Roll Call:  Bailey-Yes, Kromrie-Yes, Adams-Yes, Cordes-Yes, Ryan-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Ryan, to approve Resolution No. 06-142, a Resolution declaring October 24, 2006, as “Arbor Day” in the City of Bondurant, Polk County, Iowa.  Roll Call:  Cordes-Yes, Ryan-Yes, Adams-Yes, Bailey-Yes, Kromrie-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Ryan, to approve Resolution No. 06-143, a Resolution declaring the week of October 02, 2006, “Homecoming Week” in the City of Bondurant, Polk County, Iowa.  Roll Call:  Cordes-Yes, Ryan-Yes, Adams-Yes, Bailey-Yes, Kromrie-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve Resolution No. 06-144, a Resolution granting permission to close the following streets and intersections on October 06, 2006, from 2:00 p.m. to 4:00 p.m., for the annual “Homecoming Parade”:  4th Street, Southwest from Garfield Street, Southwest to Main Street, Southeast; Main Street Southeast from 4th Street, Southeast to 2nd Street, Southeast and 2nd Street, Southeast from Main Street, Southeast to Garfield Street, Southwest.  Roll Call:  Cordes-Yes, Bailey-Yes, Adams-Yes, Kromrie-Yes, Ryan-Yes.  Motion carried.

 

Motion made by Council Member Kromrie, seconded by Council Member Cordes, to go into closed session, pursuant to Iowa Code Section 21.5c to discuss potential litigation with legal council.  Roll Call:  Kromrie-Yes, Cordes-Yes, Adams-Yes, Bailey-Yes, Ryan-Yes.  Motion carried.  Council went into closed session at 5:28 p.m.  Motion made by Council Member Bailey, seconded by Council Member Cordes, to close the closed session and open the regular  meeting.  Roll Call:  Bailey-Yes, Cordes-Yes, Adams-Yes, Kromrie-Yes, Ryan-Yes.  Motion carried.  The regular meeting opened at 5:59 p.m.

E., Stanley Consultants, Inc., presented the Design, Specifications and Bid Forms for the Lagoon Sludge Removal / Disposal Assistance Project and answered questions from the Mayor and Council.  City Administrator Arentsen reported his office received no written or verbal comments.  No verbal comments were received during the Public Hearing.  Motion made by Council Member Bailey, seconded by Council Member Cordes, to close the Public Hearing and open the regular City Council meeting.  Roll Call:  Bailey-Yes, Cordes-Yes, Adams-Yes, Kromrie-Yes, Ryan-Yes.

 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 06-145, a Resolution approving the Design, Specifications and Bid Forms for the Lagoon Sludge Removal / Disposal Assistance Project for the City of Bondurant, Polk County, Iowa.  Roll Call:  Bailey-Yes, Cordes-Yes, Adams-Yes, Kromrie-Yes, Ryan-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Ryan, to approve Resolution No. 06-146, a Resolution accepting the bid for the Lagoon Sludge Removal / Disposal Assistance Project for the City of Bondurant, Polk County, Iowa, provided by Nutri-Ject Systems, Inc., in the amount of $189,518.72.  Roll Call:  Cordes-Yes, Ryan-Yes, Adams-Yes, Bailey-Yes, Kromrie-Yes.  Motion carried.

v     The engineer selection for the WRA project will be released soon.

v     NIMS training is October 09, 2006, at 6:00 p.m. at the City Center.

v     May have a developer’s agreement with WilRon Properties for the next Council meeting.

v     Special Census update.

v     Received an extended building permit from 84 Lumber Company.

 

The following item(s) were discussed as part of Council Member’s comments:

 

q       Council Member Bailey – No Comment.

q       Council Member Ryan – No Comment.

q       Council Member Kromrie – Questioned annexation on Northeast 56th Street.

q       Council Member Adams – Concerned about the speeding on 15th Street, Southeast.

q       Council Member Cordes – Asked to discuss leasing the former bank building at the next Council meeting.

 

Council Member Bailey left at 6:22 p.m.

 

The following item(s) were discussed as part of Mayor McCoid’s comments:

 

ü      Census calculations should give the City an increase of approximately $82,500 per year for additional road use funding.

ü      Thanked City Administrator for all of his efforts and putting in late nights and week-end hours.
