Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant
City Center on the 05th day of
September, 2006, at 6:00 p.m.

Notice of the meeting was posted at the Bondurant City Center, Casey’s General Stores, Legacy Bank and the United States Post Office on September 01, 2006. All proceedings hereafter shown were taken while the convened meeting was open to the public.
Mayor McCoid called the meeting to order at 6:00 p.m. Roll call was taken and a quorum was declared.
Mayor McCoid asked that item #16 be deleted from the agenda. Motion made by Council Member Kromrie, seconded by Council Member Cordes, to approve the agenda, as amended. Roll Call: Kromrie-Yes, Cordes-Yes, Adams-Yes, Bailey-Yes. Motion carried.
Motion made by Council Member Kromrie, seconded by Council Member Bailey, to approve the consent items consisting of the City Council Minutes of August 21, 2006, Planning and Zoning Commission Minutes of July 27, and August 10, 2006, Bondurant Community Library Board of Trustees Minutes of July 06, and July 19, 2006, the Claims Report and Tax Abatement Applications for Jennifer Rafdal, 409 Tailfeather Court, Northwest; Joshua and Cheyenna Irwin, 608 Evergreen Circle, Northwest; Michelle Fine, 404 – 3rd Street, Northwest; John Korkie, 505 Mallard Pointe Drive, Northwest and Doug Hamilton, 1005 Grant Street, South, #8, Bondurant, Polk County, Iowa. Polk County Sheriff’s Department Lt. Jorgenson reported vehicle and garage prowls are still occurring in the area. Mayor McCoid voiced her dissatisfaction about the length of time the crossing arms are blocking the railroad tracks.

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 06-128, a Resolution of Appreciation to the Polk County Board of Supervisors, the Polk County Sheriff’s Department, the Polk County Public Works Department and other Polk County officials and employees, who continue to provide significant assistance to the City of Bondurant and its residents. Roll Call: Bailey-Yes, Cordes-Yes, Adams-Yes, Kromrie-Yes. Motion carried. Mayor McCoid presented the Resolution of Appreciation to Mr. Tom Hockensmith, Polk County 3rd District Supervisor.
Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 06-129, a Resolution approving the Joint Service Agreement relating to road maintenance between the City of Bondurant, Polk County, Iowa, and Polk County, Iowa. Roll Call: Bailey-Yes, Cordes-Yes, Adams-Yes, Kromrie-Yes. Motion carried.
Mr. Edwin Slattery, P.E., Stanley Consultants, Inc., presented the 1st Street, Southeast, Watermain Replacement Project and answered questions from the Mayor and Council. Mr. Arentsen stated that the City Staff would proceed with bidding this project.
Motion made by Council Member Cordes, seconded by Council Member Kromrie, to approve Resolution No. 06-136, a Resolution re-approving Various Voluntary Annexation Applications in Section 30 of the City of Bondurant, Polk County, Iowa. Roll Call: Cordes-Yes, Kromrie-Yes, Adams-Yes, Bailey-Yes. Motion carried.
Motion made by Council Member Kromrie, seconded by Council Member Bailey, to approve Resolution No. 06-130, a Resolution appointing Larry Snavely as the Des Moines Area Metropolitan Planning Organization Technical Committee representative for the City of Bondurant, Polk County, Iowa, in the calendar year 2006. Roll Call: Kromrie-Yes, Bailey-Yes, Adams-Yes, Cordes-Yes. Motion carried.
Motion made by Council Member Kromrie, seconded by Council Member Cordes, to approve Resolution No. 06-131, a Resolution approving the Supplemental Agreement with Calhoun-Burns and Associates, Inc., for bridge inspections. Roll Call: Kromrie-Yes, Cordes-Yes, Adams-Yes, Bailey-Yes. Motion carried.
Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve the first reading of Ordinance No. 06-206, an Ordinance amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, by adding Section 135.14 “Utility Permit”. Roll Call: Cordes-Yes, Bailey-Yes, Adams-Yes, Kromrie-Yes. Motion carried.
Motion made by Council Member Bailey, seconded by Council Member Kromrie, to waive the first and second reading of Ordinance No. 06-209, an Ordinance amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, by amending Chapter 106 – Section 106.09D – Recycling Fee and approve as the third and final reading. This ordinance reduces the monthly recycling fee stated in the Municipal Code from $2.55 to $2.40. Roll Call: Bailey-Yes, Kromrie-Yes, Adams-Yes, Cordes-Yes. Motion carried.

Motion made by Council Member Cordes, seconded by Council Member Kromrie, to approve Resolution No. 06-132, a Resolution approving an Amendment to Section 34 of the Bondurant
Emergency Services Standard Operating Guidelines (SOGs) pertaining to age requirement, for all applicants subsequent to September 05, 2006. Roll Call: Cordes-Yes, Kromrie-Yes, Adams-Yes, Bailey-Yes. Motion carried.
Motion made by Council Member Kromrie, seconded by Council Member Adams, to approve Resolution No. 06-134, a Resolution declaring Monday, October 30, 2006, between the hours of 6:00 p.m. and 8:00 p.m. as “Beggars Night” within the corporate limits of the City of Bondurant, Polk County, Iowa. Roll Call: Kromrie-Yes, Adams-Yes, Bailey-Yes, Cordes-Yes. Motion carried.
Motion made by Council Member Kromrie, seconded by Council Member Adams, to approve Resolution No. 06-135, a Resolution granting the residents of Snyder Street, Southeast, to close First Street, Southeast, on Saturday, September 16, 2006, between the hours of 4:00 p.m. and midnight, for a neighborhood block party. Roll Call: Kromrie-Yes, Adams-Yes, Bailey-Yes, Cordes-Yes. Motion carried.
Motion made by Council Member Kromrie, seconded by Council Member Bailey, to approve the third and final reading of Ordinance No. 06-207, an Ordinance amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, by adding Section 46.3 “Curfew”. Council Member Cordes led a discussion concerning the possibility of the City providing sidewalk snow removal for senior citizens. Information will be included in the October newsletter.

Arentsen’s comments:
v The special census will begin Thursday, September 7.
v Acknowledged the excellent job by City Staff in maintaining the cemetery.
City Administrator Arentsen left at 6:47 p.m. to attend the Des Moines MPO meeting.
Mayor McCoid announced that the Greater Des Moines Partnership Government Policy Council will meet September 20, 2006, to consider issues for the 2007 State Legislative Agenda.
