A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 21st day of August, 2006, at 6:00 p.m.

Notice of the meeting was posted at the Bondurant City Center, Casey’s General Stores, Legacy Bank and the United States Post Office on August 18th, 2006. All proceedings hereafter shown were taken while the convened meeting was open to the public.
Mayor McCoid called the meeting to order at 6:02 p.m. Roll call was taken and a quorum was declared.
Motion made by Council Member Bailey, seconded by Council Member Ryan, to approve the agenda, as presented. Roll Call: Bailey-Yes, Ryan-Yes, Kromrie-Yes, Adams-Yes, Cordes-Yes. Motion carried.
Motion made by Council Member Ryan, seconded by Council Member Bailey, to approve the consent items consisting of the City Council Minutes of August 07, 2006, the Claims Report and Tax Abatement Applications for Eric Johnson, 310 – 14th Street, Southeast, and Eric and JoEllen Sloan, 302 – 14th Street, Southeast, Bondurant, Polk County, Iowa. Roll Call: Ryan-Yes, Bailey-Yes, Kromrie-Yes, Adams-Yes, Cordes-Yes. Motion carried.
Polk County Sheriff’s Department Lt. Jorgenson reported that vehicles and apartment buildings continue to be a target for theft in the entire metropolitan area.
Mr. Glenn Stoll, 8452 Northeast 80th Street, Bondurant, Polk County, Iowa, representing Stoll Subdivision, presented a Preliminary Plat and a Final Plat for Stoll Subdivision, Plat 1, located at Northeast 80th Street, Bondurant, Polk County, Iowa, and answered questions from the Mayor and Council. The Plats are being presented to allow the Stoll family to settle an estate and there are no plans for development at this time. Council asked that the approval be

contingent upon connecting to city sewer when it becomes available, the installation of sidewalks when development occurs south of the Stoll subdivision, and that the City Engineer conduct a drainage study.
Motion made by Council Member Kromrie, seconded by Council Member Bailey, to approve Resolution No. 06-124, a Resolution approving the Preliminary Plat for Stoll Subdivision, Plat 1, Northeast 80th Street, Bondurant, Polk County, Iowa, with the voluntary removal of the requested variances in the subdivision requirements and the addition of another 17 feet of right-of-way, as amended. Roll Call: Kromrie-Yes, Bailey-Yes, Adams-Yes, Cordes-Yes, Ryan-Yes. Motion carried.
Motion made by Council Member Kromrie, seconded by Council Member Bailey, to approve Resolution No. 06-125, a Resolution approving the Final Plat for Stoll Subdivision, Plat 1, Northeast 80th Street, Bondurant, Polk County, Iowa, as amended. Roll Call: Kromrie-Yes, Bailey-Yes, Adams-Yes, Cordes-Yes, Ryan-Yes. Motion carried.
Mayor McCoid asked Mayor Pro Tem Bruce Cordes to preside over the Council Meeting while discussion took place concerning Resolution No. 06-126, a Resolution approving a proposal from Stanley Consultants, Inc., to design a replacement watermain for 1st Street, Southeast, Bondurant, Polk County, Iowa. Ms. Marla McCoid, 14 Main Street, Southeast, Bondurant, Polk County, Iowa, requested that the proposal include a short storm sewer extension, which would connect to her property’s sump pump discharge. Motion made by Council Member Bailey, seconded by Council Member Ryan, to approve Resolution No. 06-126, a Resolution approving the proposal from Stanley Consultants, Inc., for Engineering Service Fees pertaining to the 1st Street, Southeast, Watermain Replacement Project in an amount not to exceed $1,990.21 for design services and $400.00 for optional bidding assistance, as amended. Roll Call: Bailey-Yes, Ryan-Yes, Adams-Yes, Kromrie-Yes, Cordes-Yes. Motion carried.
Mayor McCoid asked that Resolution No. 06-127, a Resolution amending Section 34 of the Bondurant Emergency Services Standard Operating Guidelines (SOGs) pertaining to age requirement be tabled. City Administrator Arentsen will research insurance coverage / liability and age restrictions pertaining to operating City vehicles.
Motion made by Council Member Cordes, seconded by Council Member Kromrie, to approve the second reading of Ordinance No. 06-207, an Ordinance amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, by adding Section 46.3 – Curfew. Roll Call: Cordes-Yes, Kromrie-Yes, Bailey-Yes, Adams-Yes, Ryan-Yes. Motion carried.
Motion made by Council Member Bailey, seconded by Council Member Ryan, to approve the first reading of Ordinance No. 06-208, an Ordinance amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, by adding Section 46.4 – Disorderly House. Roll Call: Bailey-Yes, Ryan-Yes, Adams-Yes, Kromrie-Yes, Cordes-Yes. Motion carried.
Mayor McCoid led a discussion concerning fences in an overland flowage easement. Council Members agreed the City’s current fencing Ordinance is correct.

Mayor McCoid led a discussion, which included Council Members, Emergency Services Chief Aaron Kreuder and City Administrator Arentsen, concerning a potential ambulance agreement with the City of Altoona. A draft agreement will be presented at the next Council meeting.
The following item(s) were discussed as part of City Administrator Arentsen’s comments:
v Update on the 3rd Street, Southeast, connection to Meadow Brook North Plat 11.
v Expecting the 2006 audit report in mid October.
v National Incident Management Systems (NIMS) training will be Monday, October 09, 2006, at 6:00 p.m.
v Bondurant Municipal Code Book updates were distributed to the Mayor and Council.
v New air lines will be installed at the lagoon in cell three this week.
v Tax Abatement Committee meeting will be September 21, at 6:00 p.m.
v Will be meeting with the downtown residents on August 22, at 6:00 p.m. concerning re-zoning.
v Planning and Zoning Commission will meet August 24, at 7:00 p.m. to discuss architectural standards.
