NOTICE IS HEREBY GIVEN that a Regular Meeting of the City Council will be held at 6:00 p.m. on Monday, June 19, 2006, in the Bondurant City Center at 200 Second Street, Northeast, Bondurant, Polk County, Iowa.  Said meeting is open and the public is encouraged to attend.

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City  Center on the 19th day of June, 2006, at 6:00 p.m.

                              City Administrator Mark J. Arentsen

Notice of the meeting was posted at the Bondurant City Center, Mobile Food Market, Casey’s General Store, and Legacy Bank on June 16, 2006.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor McCoid called the meeting to  order at 6:00 p.m.  Roll call  was  taken and  a quorum was declared.

 

Mayor McCoid asked that item #14 be moved between item #10 and item #11.  Motion made by Council Member Kromrie, seconded by Council Member Cordes, to approved the agenda, as amended.  Roll Call:  Kromrie-Yes, Cordes-Yes, Adams-Yes, Ryan-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Kromrie, to approve the consent items consisting of the City Council Minutes of June 05, 2006, the Claims Report and Tax Abatement Applications for Chad Carriveau, 1402 Adams Street, Southeast; Robert P. Hood, 704 – 33rd Street, Southeast; Nathan Dwyer, 705 Filmore Avenue, Southeast; Miranda Van Waus and Terry Patten, 805 Cleveland Avenue, Southeast and James and Stephanie Edenburn, 801 Cleveland Avenue, Southeast, Bondurant, Polk County, Iowa.  Roll Call:  Cordes-Yes, Kromrie-Yes, Adams-Yes, Ryan-Yes.  Motion carried.

 

Polk County Sheriff’s  Department Representative Lt. Jorgenson reported on speed control efforts on 2nd Street, Northwest; Polk County representation for the RAGBRAI meeting and Summer Fest.

 

Motion made by Council Member Cordes, seconded by Council Member Ryan, to approve Resolution No. 06-83, a Resolution approving the appointment of Judi Mendenhall, 7105 Northeast 62nd Avenue, Bondurant, Polk  County, Iowa, to  the Bondurant Planning and Zoning

Commission, for a term that will expire on December 31, 2009.  Roll Call:  Cordes-Yes, Ryan-Yes, Adams-Yes, Kromrie-Yes.  Motion carried.

 

Motion made by Council Member Kromrie, seconded by Council Member Cordes, to approve Resolution No. 06-84, a Resolution approving the Renewal License for Off-Premise Liquor, Wine or Beer for Casey’s Marketing Company, a privately held corporation, d/b/a Casey’s General Store #1861, 1455 Grant Street, South, Bondurant, Polk County, Iowa.  Roll Call:  Kromrie-Yes, Cordes-Yes, Adams-Yes, Ryan-Yes.  Motion carried.

 

Motion made by Council Member Kromrie, seconded by Council Member Cordes, to approve Resolution No. 06-85, a Resolution approving the Iowa Retail Cigarette Permits for Casey’s General Store #1373, 302 – 2nd Street, Northeast and Casey’s General Store #1861, 1455 Grant Street, South, Bondurant, Polk County, Iowa.  Roll Call:  Kromrie-Yes, Cordes-Yes, Adams-Yes, Ryan-Yes.  Motion carried.

 

Council Member Bailey arrived at 6:14 p.m.

 

Mayor Marty Glanz, De Soto, Iowa, Mr. Jay Byers, Greater Des Moines Partnership and Mr. Robert Josten, Dorsey and Whitney, LLP, presented Project Destiny and answered questions from the Mayor and Council.

 

City Administrator Arentsen arrived at 7:05 p.m.

 

No action taken on Resolution No. 06-86.

 

Motion made by Council Member Ryan, seconded by Council Member Cordes, to approve Resolution No. 06-87, a Resolution approving the first City Council meeting date for the first meeting in July for Monday, July 17, 2006, at 6:00 p.m., due to the Fourth of July holiday.  Roll Call:  Ryan-Yes, Cordes-Yes, Adams-Yes, Bailey-Yes, Kromrie-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve Resolution No. 06-88, a Resolution approving the agreement between Polk County and the City of Bondurant, Polk County, Iowa for the 15th Street, Southeast, Storm Sewer Project for an estimated amount of $17,007.00.  Roll Call:  Cordes-Yes, Bailey-Yes, Adams-Yes, Kromrie-Yes, Ryan-Abstain.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve Resolution No. 06-89, a Resolution approving the Submittal of a Planning and Design Loan Application to the Iowa Finance Authority pertaining to the WRA sewer connection.  Roll Call:  Cordes-Yes, Bailey-Yes, Adams-Yes, Kromrie-Yes, Ryan-Yes.  Motion carried.

 

Mayor McCoid called for a five minute recess at 7:25 p.m.  Council reconvened at 7:30 p.m.

v     Update on Washington D.C. trip.

v     The July newsletter is ready for printing.

v     Employee wages will be discussed at the July 17, 2006, Council Meeting

v     Will be meeting with a representative from the Census Bureau on Tuesday, June 20, 2006.

v     Update concerning annexation of the Stoll property.

v     Update concerning township fees for fire protection.

v     Recently met with a commercial development prospect.

v     Discussed the recent water main breaks.

v     Discussed the closing date for the bank property.

 

The following item(s) were discussed as part of Council Member’s comments:

 

q       Council Member Cordes – No Comment.

q       Council Member Ryan – Will continue to maintain the City’s website, but no longer has the time for the City’s computer systems support.

q       Council Member Adams – No Comment.

q       Council Member Bailey – The next RAGBRAI meeting will be Wednesday, July 05, 2006, at 6:30 p.m.; feels background checks should also be done for Library staff and Bondurant Emergency Services; and vandalism continues in Paine Heights.

q       Council Member Kromrie – No Comment.

 

The following item(s) were discussed as part of Mayor McCoid’s comments:

 

ü      Update on Washington D.C. trip.

ü      Recently met with a prospective developer.

ü      Will be meeting with FEH Architects and the Library Board of Trustees concerning the new public library building design.

ü      Highlighted code enforcement issues.

ü      The first Tax Abatement Committee meeting will be July 29, 2006, at 6:00 p.m.
