A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City  Center on the 05th day of June, 2006, at 7:00 p.m.

Notice of the meeting was posted at the Bondurant City Center, Mobile Food Market, Casey’s General Store, and Legacy Bank on June 02, 2006.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor McCoid called the meeting to  order at 7:02 p.m.  Roll call  was  taken and  a quorum was declared.

 

Motion made by Council Member Kromrie, seconded by Council Member Cordes, to approve the agenda, as presented.  Roll Call:  Kromrie-Yes, Cordes-Yes, Bailey-Yes, Adams-Yes, Ryan-Yes.  Motion carried. 

 

Motion made by Council Member Bailey, seconded by Council Member Ryan, to approve the consent items consisting of the City Council Minutes of May 17, 2006, the Claims Report and Tax Abatement Applications for Dennis and Melissa Miller, 305 – 15th Street, Southeast; Jeff Buckley, 200 Mallard Pointe Drive, Northwest; Katherine A. Polk County Sheriff’s  Department Representative was present and had nothing to report.

 

Mr. Dale Clymens, Project Manager, Bondurant Mini-Storage, 400 Brick Street, Southeast, Bondurant, Polk County, Iowa, presented an amended Site Plan and answered questions from the Mayor and Council.  Bondurant Emergency Services Chief Kreuder reported that concerns pertaining to fire protection had been addressed.

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve Resolution No. 06-76, a Resolution approving the amended Site Plan for Bondurant Mini-Storage, 400 Brick Street, Southeast, Bondurant, Polk County, Iowa.  Roll Call:  Cordes-Yes, Bailey-Yes, Adams-Yes, Kromrie-Yes. Ryan-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Ryan, to approve Resolution No. 06-78, a Resolution approving the following Mayoral appointments to the City of Bondurant Residential Tax Abatement Program Committee:  Sue Ugulini, David Williams, Bill Elson, Brad Pfaltzgraff, Chris Poulson, Bruce Riesberg, Todd Omundson, Ken Grove, Jamie Olcott and Jeff Kromrie.  Roll Call:  Cordes-Yes, Ryan-Yes, Adams-Yes, Bailey-Yes, Kromrie-Yes.  Motion carried.

 

Motion made by Council Member Ryan, seconded by Council Member Kromrie, to approve Resolution No. 06-79, a Resolution approving certain street closures for the Summer Fest activities from June 26, 2006, at 10:00 a.m. to June 29, 2006, at 10:00 a.m.  Roll Call:  Ryan-Yes, Kromrie-Yes, Adams-Yes, Bailey-Yes, Cordes-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 06-80, a Resolution approving the Renewal License for On-Premise Liquor, Wine or Beer and Sunday Sales Privilege for Dennis D. Motion made by Council Member Cordes, seconded by Council Member Ryan, to approve Resolution No. 06-82, a Resolution establishing a Public Hearing for Monday, June 26, 2006, at 6:00 p.m., to receive public comment on the proposed City of Bondurant, Polk County, Iowa, Fiscal Year 2005 / 2006 Amended Municipal Budget.  Roll Call:  Cordes-Yes, Ryan-Yes, Adams-Yes, Bailey-Yes, Kromrie-Yes.  Motion carried.

The following item(s) were discussed as part of Council Member’s comments:

q       Council Member Bailey – The next RAGBRAI meeting will be Wednesday, June 14, 2006.

q       Council Member Kromrie – Would like to see the faded stop signs replaced and asked for an update concerning changing 10th Street, Southeast, to 12th Street, Southeast, in the C.O.V.E. development.

 

Mayor McCoid called for a recess at 7:56 p.m.

 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to close the regular City Council meeting and open the Public Hearing to consider authorizing and approving a Loan Agreement and providing for the issuance of a $350,000.00 General Obligation Property Acquisition Note and providing for the levy of taxes to pay the same, for the purpose of paying the cost, to that extent, of purchasing real property to serve as the site for the construction of a public library.  Roll Call: Bailey-Yes, Cordes-Yes, Adams-Yes, Kromrie-Yes, Ryan-Yes.  Motion carried.  Mary Newell, 100 Lincoln Street, Southeast, Bondurant, Iowa, asked if the City had conducted a feasibility study regarding buying an existing building or buying vacant land; questioned if the cost would be assumed by property taxes, bonding or if federal funds were available; if an appraisal had been done on both of the properties and is in favor of building a new library, but feels the property selected is the wrong location.  Amy Bogaards, 707 Brick Street, Southeast, Bondurant, Iowa, questioned how a loan can be obtained for more than the property was appraised and said that due to other problems the City is currently facing asked if this is the best place to take out a loan for.  Linda Wunn, 105 Lincoln Street, Southeast, Bondurant, Iowa, asked if the building on the property would be rented out; questioned the purchase price compared to the appraisal and asked the City to find a better way to communicate with the public to keep them informed.  Mayor McCoid gave an overview of the land acquisition process concerning purchasing a site for the construction of a public library.  She said that this particular project is a true testament of how well the Council, City Administrator and herself work together.  Motion made by Council Member Bailey, seconded by Council Member Cordes, to close the public hearing and open the regular City Council meeting.  Roll Call:  Bailey-Yes, Cordes-Yes, Adams-Yes, Kromrie-Yes, Ryan-Yes.  Motion carried.
