NOTICE IS HEREBY GIVEN that a Regular Meeting of the City Council will be held at 6:00 p.m. on Wednesday, May 17, 2006, in the Bondurant City Center at 200 Second Street, Northeast, Bondurant, Polk County, Iowa.  Said meeting is open and the public is encouraged to attend.

Meeting No. 06-14

 

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City  Center on the 17th day of May, 2006, at 6:00 p.m.

 

 

Present:                Mayor Marla McCoid

                              Council Member Mike Adams, Sr.

                              Council Member Michele R. Bailey

                              Council Member Bruce N. Cordes

                              Council Member Jeffrey A. Kromrie

                              Council Member Keith Ryan

                              City Administrator Mark J. Arentsen

Absent:                 None        

 

Notice of the meeting was posted at the Bondurant City Center, Mobile Food Market, Casey’s General Store, and Legacy Bank on April 16, 2006.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor McCoid called the meeting to  order at  6:00 p.m.  Roll call  was  taken and  a quorum was declared.

 

Mayor McCoid announced a change to item #11.  The presenter of the Site Plan for Bondurant Assisted Living Facility will be Mr. Mark Takes.  Motion made by Council Member Bailey, seconded by Council Member Ryan, to approve the agenda, as amended.  Roll Call:  Bailey-Yes, Ryan-Yes, Adams-Yes, Cordes-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve the consent items consisting of the City Council Minutes of May 01, 2006, May 10, 2006, Planning and Zoning Commission Minutes of April 27, 2006, Bondurant Community Library Board of Trustees Minutes of April 06, 2006, the Claims Report and Tax Abatement Applications for Jillian Renner and Matt Carter, 402 Tailfeather Court, Northwest; Jeremy Oppedal, 804 Cleveland Avenue, Southeast; Justin and Rebekah Rogers, 600 Evergreen Circle, Northwest and David A. Ms. Michelle Meyer and Mr. Andy Nielsen, State Auditors, presented the Fiscal Year 2005 Audit Report.

Mr. Randy Pruismann, 8933 Northeast Morgan Drive, Bondurant, Polk County, Iowa, presented information concerning a softball tournament fundraiser to be held on July 08, 2006, sponsored by the Lions Club.

 

Mr. Dale Clymens, Project Manager, Bondurant Mini-Storage, 400 Brick Street, Southeast, Bondurant, Polk County, Iowa, presented an Amended Site Plan.  Due to concerns for fire protection, there was no action taken on Resolution No. 06-68, a Resolution approving the Amended Site Plan for Bondurant Mini-Storage, 400 Brick Street, Southeast, Bondurant, Polk County, Iowa.  This item will be brought back at a future meeting.

 

Mr. Ed Pelds, A. Leo Pelds Engineering Company, 2323 Dixon Street, Des Moines, Iowa, presented a Preliminary Plat for Hawthorne Crossing, located east of U.S. Highway 65, and west of Northeast 80th Street.

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve Resolution No. 06-69, a Resolution approving the Preliminary Plat for Hawthorne Crossing, located east of U.S. Highway 65, and west of Northeast 80th Street, within the corporate limits of the City of Bondurant, Polk County, Iowa.  Roll Call:  Cordes-Yes, Bailey-Yes, Adams-Yes, Kromrie-Yes, Ryan-Yes.  Motion carried.

 

Mr. Mark Takes, Vice President, Senior Housing Consultants, Inc., 208 – 35th Street Drive, Southeast, Cedar Rapids, Iowa, presented a Site Plan for the Bondurant Assisted Living Facility and answered questions from the Mayor and Council.

 

Motion made by Council Member Bailey, seconded by Council Member Ryan, to approve Resolution No. 06-70, a Resolution approving the Site Plan for the Bondurant Assisted Living Facility, located in Hawthorne Crossing, east of U.S. Highway 65, and west of Northeast 80th Street, Bondurant, Polk County, Iowa.  Roll Call:  Bailey-Yes, Ryan-Yes, Adams-Yes, Kromrie-Yes, Cordes-Yes.  Motion carried.

 

Council asked that the Farmers Elevator be contacted to discuss the closing of Main Street, Northeast, for the Summer Fest activities.  There was no action taken on Resolution No. 06-71, a Resolution approving certain street closures for Summer Fest.  This item will be brought back at a future meeting.

 

Motion made by Council Member Cordes, seconded by Council Member Ryan, to approve Resolution No. 06-72, a Resolution prohibiting vendors from selling products within the corporate city limits of Bondurant, Polk County, Iowa, during the RAGBRAI event on July 26, 2006.  Roll Call:  Cordes-Yes, Ryan-Yes, Adams-Yes, Bailey-Yes, Kromrie-Yes.  Motion carried.

 

Motion made by Council Member Kromrie, seconded by Council Member Ryan, to waive the first and second reading of Ordinance No. 06-203, an Ordinance amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, by adding Chapter 100 “Regulation of Industrial Wastewater, Commercial Wastewater and Hauled Waste” and approve as the third and final reading.  Roll Call:  Kromrie-Yes, Ryan-Yes, Adams-Yes, Bailey-Yes, Cordes-Yes.  Motion carried.

Motion made by Council Member Cordes, seconded by Council Member Ryan, to approve Resolution No. 06-73, a Resolution of appreciation to Ken McConnell for his dedicated service as a Planning and Zoning Commission Member to the citizens of the City of Bondurant, Polk County, Iowa.  Roll Call:  Cordes-Yes, Ryan-Yes, Adams-Yes, Bailey-Yes, Kromrie-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Kromrie, to approve Resolution No. 06-74, a Resolution setting the first meeting in the month of June as Monday, June 05, 2006, at 8:00 p.m.  Roll Call:  Cordes-Yes, Kromrie-Yes, Adams-Yes, Bailey-Yes, Ryan-Yes.  Motion carried. 

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve Resolution No. 06-75, a Resolution establishing a Public Hearing for Monday, June 05, 2006, at 8:00 p.m., to consider a loan agreement in a principal amount not to exceed $350,000.00 for the purpose of paying the cost, to that extent, of purchasing property to serve as the site for the construction of a public library.  Roll Call:  Cordes-Yes, Bailey-Yes, Adams-Yes, Kromrie-Yes, Ryan-Yes.  Motion carried.

 

Mayor McCoid called for a five-minute recess at 7:15 p.m.  Council reconvened at 7:20 p.m.

 

Mayor McCoid led a discussion regarding the City’s residential tax abatement program.  Committee members will be appointed to discuss this issue.

 

The following item(s) were discussed as part of Mayor McCoid’s comments:

 

v     Update on meetings she attended.

v     Attended Bondurant National Bank’s “Open House” on May 12, 2006.

v     Discussed the Washington D.C. trip in June, 2006.

v     Update pertaining to the WRA issue.

 

The following item(s) were discussed as part of City Administrator Arentsen’s comments:

 

ü      Update concerning the Mallard Pointe Neighborhood Park.

ü      Referenced the City’s new winter equipment vehicle that was available for viewing before the meeting.

ü      Working on the budget amendment.

ü      Met with two new individuals that are interested in developing in the City.

ü      Update regarding the Polk County Comprehensive Plan meeting.

ü      Will be meeting with residents on 14th Street, Southeast to discuss drainage issues.

q       Council Member Bailey – Announced the next RAGBRAI meeting will be Wednesday, May 24, 2006, and stated that the Polk County Sheriff’s Department needs to monitor the City Park shelter more often to help curb vandalism.
