A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 17th day of April, 2006, at 6:00 p.m.

Notice of the meeting was posted at the Bondurant City Center, Mobile Food Market, Casey’s General Store, and Legacy Bank on April 14, 2006. All proceedings hereafter shown were taken while the convened meeting was open to the public.
Mayor McCoid called the meeting to order at 6:02 p.m. Roll call was taken and a quorum was declared.
Mayor McCoid asked that item #10 be removed from the agenda, and said item will be on the April 20, 2006, City Council meeting agenda. Motion made by Council Member Kromrie, seconded by Council Member Ryan, to approve the agenda, as amended. Roll Call: Kromrie-Yes, Ryan-Yes, Adams-Yes, Cordes-Yes. Motion carried.
Motion made by Council Member Cordes, seconded by Council Member Ryan, to approve the consent items consisting of the City Council Minutes of April 03, 2006, Planning and Zoning Commission Minutes of March 23, 2006, Bondurant Community Library Board of Trustees Minutes of March 02, 2006, the Claims Report and Tax Abatement Applications for Linda Stracke, 605 Evergreen Circle, Northwest and Fred Dornburgh, 402 – 5th Street, Northwest, Bondurant, Polk County, Iowa. Roll Call: Cordes-Yes, Ryan-Yes, Adams-Yes, Kromrie-Yes. Motion carried.
Polk County Sheriff’s Department Representative Lt. Jorgenson reported that even though Polk County has budget concerns, the City’s patrolling needs will be fulfilled. Lt. Jorgenson also reported on vandalism and theft.
Ms. Sheri Kyras, Des Moines Regional Transit Authority presented an update and answered questions from the Mayor and Council.

Ms. Karen Pederson, Library Director, presented the Bondurant Community Library Annual Report. The presentation included Programming; Interlibrary Loans; Circulation and Library Visits; Rural Usage and Funding; Electronic Usage; Collection and Median Age; Registered Borrowers; Volunteers; Accreditation and Photographs.
City Administrator Arentsen asked that the time and date be changed in Resolution No. 06-52, due to scheduling conflicts. Motion made by Council Member Cordes, seconded by Council Member Kromrie, to approve Resolution No. 06-52, a Resolution establishing a Public Hearing date for Wednesday, May 10, 2006, at 6:00 p.m. to receive public comment on the proposed City of Bondurant, Polk County, Iowa, FY 2006 / 2007 Municipal Budget. Roll Call: Cordes-Yes, Kromrie-Yes, Adams-Yes, Ryan-Yes. Motion carried.
Motion made by Council Member Cordes, seconded by Council Member Ryan, to approve the second reading of Ordinance No. 06-200, an Ordinance amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, by amending provisions pertaining to Chapter 181 – Sign Code. Roll Call: Cordes-Yes, Ryan-Yes, Adams-Yes, Kromrie-Yes. Motion carried.
Motion made by Council Member Kromrie, seconded by Council Member Ryan, to approve Resolution No. 06-54, a Resolution approving the Easement Agreement between the City of Bondurant, Polk County, Iowa, and MidAmerican Energy Company. v Would like to establish a capital campaign drive for a new library.
The following item(s) were discussed as part of City Administrator Arentsen’s comments:
ü The Code Enforcement Officer will be on staff on Thursday, April 20, 2006.
ü Will be accepting applications for the position of Finance Director through May 01, 2006.
ü Will be meeting with participants of the Urban Services Area Wastewater Project and the engineers of the assisted living facility concerning the gravity sewer.
The following item(s) were discussed as part of Council Member’s comments:
q Council Member Cordes – Will be attending the Park and Recreation Board meeting on Tuesday, April 25, 2006, at 7:00 p.m.
q Council Member Ryan – Received monthly reports from Bondurant Emergency Services for the website.
q Council Member Adams – Expressed his appreciation to Mayor McCoid for all of her hard work and efforts.
