A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 20th day of March, 2006, at 6:00 p.m.

Notice of the meeting was posted at the Bondurant City Center, Mobile Food Market, Casey’s General Store, and Legacy Bank on March 17, 2006.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor McCoid  called  the meeting to  order at 6:07 p.m.  Roll call  was  taken and  a quorum was declared.

 

Mayor McCoid announced an address correction was made to item #14, Resolution No. 06-43.  Motion made by Council Member Kromrie, seconded by Council Member Cordes, to approve the agenda, as amended.  Roll Call:  Kromrie-Yes, Cordes-Yes, Bailey-Yes, Adams-Yes.  Motion carried. 

 

Motion made by Council Member Bailey, seconded by Council Member Kromrie, to approve the consent items consisting of the City Council Minutes of March 06, 2006, Planning and Zoning Commission Minutes of January 26 and February 23, 2006, Polk County Aviation Authority Minutes of February 09, 2006, Library Board of Trustees Minutes of February 02, 2006, the Claims Report and Tax Abatement Applications for Keith and Nicole Conners, 301 Walnut Drive, Northwest; Keith and Jean Beasley, 808 – 34th Street, Southwest and Eric D. Mr. James Elza, Polk County Planner, 5885 NE 14th Street, Des Moines, Iowa, gave a presentation about the Polk County 2030 Comprehensive Plan update.  Mr. Elza said that the update began in 2004, and the final draft will be printed in the next few weeks.  Copies of the Comprehensive Plan will be made available at the City Center for the Mayor and Council Members.  Mr. Elza highlighted the Land Use, Economic Development, Housing and Implementation of the Comprehensive Plan.  He stressed that Polk County supports growth in Bondurant.

 

Mr. William J. Ludwig, AIA, APA, Ludwig & Associates, 1444 Northwest 124th Court, Des Moines, Iowa, and Mr. Jeff Schug, P.E., McClure Engineering Company, 400 Southeast Delaware Avenue, Ankeny, Iowa, presented the Action Development Planning Workbook and answered questions from the Mayor and Council Members.  Mr. Ludwig stated the next step would be discussions with developers and property owners to determine if the ideas in the Action Plan are possible.  Council Member Kromrie asked why two of the proposed development areas that Mr. Ludwig highlighted were areas that were known to be unavailable for sale.  Council Member Adams questioned how the Action Plan tied in with the City’s current Comprehensive Plan.  Mr. Schug stated the two documents are viewed separately.  The Comprehensive Plan is a document where different land uses have been determined and the document basically is dormant until a developer purchases a piece of ground.  The Action Plan focuses on areas that are not actively being developed now and the City could possibly initiate development.  The City does not need to promote development in areas that have already been purchased by a developer.  Infrastructure needs are addressed early to help facilitate something to happen.  Mr. Schug said landowners should be shown the potential that their land has with a formal approach.  Council Member Bailey said she appreciates the time put into developing the Action Plan from the committee members, Council Member Cordes, Mr. Ludwig and Mr. Schug.  She said it shows different options for the City and it is a good basis to start with.  Council Member Cordes said he thinks the Comprehensive Plan and the Action Plan should both be continually reviewed and updated.

 

Ms. Amy Bogaards, 707 Brick Street, Southeast, Bondurant, Iowa, questioned why commercial development is not being promoted as much as residential development is.  Mayor McCoid said work is being done right now to bring sewer to the east diagonal corridor, which would allow development for possible strip mall activity.  She said the rail spur is more appropriate for heavy industrial and there is an opening on the interstate for heavy commercial.  Progress is being made with commercial development and listed 84 Lumber Company, an assisted living facility, a dentist office, a new business that will be located in the vicinity of Cenex-Ampride, and a commercial development in the area of Jerry’s Homes, as examples.

 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 06-37, a Resolution accepting the Action Development Planning Workbook, with the condition that a transportation infrastructure / corridor study be done before any part of the plan is implemented.  Roll Call:  Bailey-Yes, Cordes-Yes, Adams-Yes, Kromrie-Yes.  Motion carried.

Annexation of Property in Section 25 to the City of Bondurant, Polk County, Iowa.  Roll Call:  Cordes-Yes, Bailey-Yes, Adams-Yes, Kromrie-Yes.  Motion carried.  No verbal comments were received during the Public Hearing.  Council Member Bailey stated that all interested parties bringing matters before the City Council for approval should attend the Council Meetings.  Motion made by Council Member Bailey, seconded by Council Member Kromrie, to close the Public Hearing and open the regular City Council meeting.  Roll Call:  Bailey-Yes, Kromrie-Yes, Adams-Yes, Cordes-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve Resolution No. 06-38, a Resolution approving Applications for Voluntary Annexation of Property in Section 25 to the City of Bondurant, Polk County, Iowa.  Roll Call:  Cordes-Yes, Bailey-Yes, Adams-Yes, Kromrie-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 06-39, a Resolution approving a Public Hearing date for consideration of the re-zoning of approximately 153.45 acres (+/-), located in Section 25, north of 2nd Street, Northwest, west of Mallard Pointe Drive, Northwest, and east of Northeast 64th Street, Bondurant, Polk County, Iowa, to 144.49 acres (+/-) of R-2 (One-and Two-Family Residential) zoning district, and 8.96 acres (+/-) of C-2 (General Commercial) zoning district for the 03rd day of April, 2006, at 6:00 p.m., in the Community Room at the Bondurant City Center, Bondurant, Polk County, Iowa.  Roll Call:  Bailey-Yes, Cordes-Yes, Adams-Yes, Kromrie-Yes.  Motion carried. 

 

Motion made by Council Member Kromrie, seconded by Council Member Bailey, to approve Resolution No. 06-40, a Resolution accepting the bid for the Section 29 Urban Services Area Wastewater Project provided by Synergy Contracting in the amount of $1,349.432.00.  Roll Call:  Kromrie-Yes, Bailey-Yes, Adams-Yes, Cordes-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Kromrie, to approve Resolution No. 06-41, a Resolution approving the Supplemental Agreement with Calhoun-Burns and Associates, Inc., to perform certain bridge inspections.  Roll Call:  Bailey-Yes, Kromrie-Yes, Adams-Yes, Cordes-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 06-42, a Resolution authorizing the Mayor to execute a release agreement on behalf of the City of Bondurant, Polk County, Iowa, pertaining to Darrel Carlyle’s employment.  Roll Call:  Bailey-Yes, Cordes-Yes, Adams-Yes, Kromrie-Yes.  Motion carried.

 

City Planner Mullenix presented the amended Future Land Use Map of the City.  The map is being amended to change the locations of intersections along the proposed Northeast Polk County Beltway to Northeast 62nd Avenue, Northeast 78th Avenue and Northeast 94th Avenue.  It would also remove a proposed access highway with commercial and frontage roads, as well as all local commercial land uses.  Motion made by Council Member Bailey, seconded by Council Member Kromrie, to approve Resolution No. 06-43, a Resolution amending the Future Land Use Map.   Roll Call:  Bailey-Yes, Kromrie-Yes, Adams-Yes, Cordes-Yes.   Motion carried.

v     State Auditors are still here on a daily basis.

v     Recently attended a MIALG meeting.

v     Update on WRA issues.

v     Appreciated the additional efforts of City Staff in City Administrator Arentsen’s absence.

v     In the preliminary stages of devising a consistent plan or theme for the construction of commercial buildings in certain zoning classifications.   

 

The following item(s) were discussed as part of Council Member’s comments:

 

q       Council Member Bailey – Wanted to acknowledge City Administrator Arentsen and City Staff for stepping up to the plate in the last few months to get the City where it is today.  She appreciates all of their efforts, as she knows everyone worked very hard.

q       Council Member Cordes – MWA update.

q       Council Member Kromrie – Would like the address of 10th Street, Southeast removed in the C.O.V.E. development because it will be confusing for Emergency Services and would like to see the changes in the address grid completed.  Would like to keep the standards on new commercial building construction affordable.

q       Council Member Adams – Planning and Zoning Commission meeting update; commented on the RAGBRAI route and fire coverage during the daytime hours.

 

Ms. Amy Bogaards, 707 Brick Street, Southeast, Bondurant, Iowa, stated she agreed with Council Member Kromrie regarding keeping the standards on new commercial building construction affordable.

 

Motion made by Council Member Kromrie, seconded by Council Member Bailey, to adjourn the meeting at 8:02 p.m.  Roll Call:  Ayes:  4.  Nays:  0.  Motion carried.
