NOTICE IS HEREBY GIVEN that a Regular Meeting of the City Council will be held at 6:00 p.m. on Monday, January 16, 2006, in the Bondurant City Center at 200 Second Street, Northeast, Bondurant, Polk County, Iowa.  Said meeting is open and the public is encouraged to attend.

Meeting No. 06-02

 

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 16th day of January, 2006, at 6:00 p.m.

 

 

Present:                Mayor Marla McCoid

                              Council Member Mike Adams, Sr.

                              Council Member Michele R. Bailey

                              Council Member Bruce N. Cordes

                              Council Member Jeffrey A. Kromrie

                              Council Member Keith Ryan

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Legacy Bank on January 13, 2006.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor McCoid  called  the meeting to  order at 6:03 p.m.  Roll call  was  taken and  a quorum was declared.

 

Council Member Bailey asked that item 14d be added to the agenda and that said item will be defined as Interim City Administrator’s Comments.  Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve the agenda, as amended.  Roll Call:  Bailey-Yes, Cordes-Yes, Adams-Yes, Kromrie-Yes, Ryan-Yes.  Motion carried. 

 

Polk County Sheriff’s  Department  was present and had nothing to report. 

 

Motion made by Council Member Bailey, seconded by Council Member Ryan, to approve the consent items consisting of the City Council Minutes of January 03,  2006, Polk County Aviation Authority Minutes of December 08, 2005, SCCIC Minutes of January 10, 2006, the Claims Report and Tax Abatement Applications for Luann A. Minish, 1308 Adams Street, Southeast; Josh Miller, 407 – 5th Street, Northwest; Rex A. and Patricia E. Smith, 3404 Oak Drive, Southwest; Julie McCain, 3405 Oak Drive, Southwest; and Jerry and Linda McCullough, 806 – 33rd Street, Southwest, Bondurant, Polk County, Iowa.  Roll Call:  Bailey-Yes, Ryan-Yes, Adams-Yes, Kromrie-Yes, Cordes-Yes.  Motion carried.

Mr. Steve Spade, Metro Transit Authority, 1100 MTA Lane, Des Moines, Iowa, highlighted a draft of the amended and restated agreement for Des Moines Regional Transit Authority and answered questions from the Mayor and Council.

 

Motion made by Council Member Bailey, seconded by Council Member Ryan, to approve Resolution No. 06-11, a Resolution approving the appointments of Pat Kaura and Eric M. Boatwright to the Board of Trustees of the Bondurant Community Library.  Roll Call:  Bailey-Yes, Ryan-Yes, Adams-Yes, Kromrie-Yes, Cordes-Yes.  Motion carried.

 

Motion made by Council Member Ryan, seconded by Council Member Bailey, to approve Resolution No. 05-12, a Resolution approving the appointments of Council Member Bruce N. Cordes as Primary Representative and Mayor Marla McCoid as Alternate Representative to the Metro Waste Authority Board for the calendar year 2006.  Roll Call:  Ryan-Yes, Bailey-Yes, Adams-Yes, Kromrie-Yes, Cordes-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve Resolution No. 06-13, a Resolution approving the Tree City USA Application for Recertification on behalf of the City of Bondurant Tree Board.  Roll Call:  Cordes-Yes, Bailey-Yes, Adams-Yes, Kromrie-Yes, Ryan-Yes.  Motion carried.

 

Council Member Bailey noted that in the first paragraph of Resolution No. 06-14, the word commercial should be changed to residential.  Motion made by Council Member Bailey, seconded by Council Member Ryan, to approve Resolution No. 06-14, a Resolution recommending to the Polk County Assessor and the Polk County Auditor that the Tax Abatement Application for 609 – 6th Court, Northwest, Bondurant, Polk County, Iowa, be applied retroactive due to special circumstances, as amended.  Roll Call:  Bailey-Yes, Ryan-Yes, Adams-Yes, Kromrie-Yes, Cordes-Yes.  Motion carried. 

 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 06-15, a Resolution approving the Bondurant City Council Procedural Policies / Rules.  Roll Call:  Bailey-Yes, Cordes-Yes, Adams-Yes, Kromrie-Yes, Ryan-Yes.  Motion carried.

 

Interim City Administrator Arentsen questioned the dates that service was provided pertaining to the Write-Off of certain Emergency Medical Accounts as non-collectible in Resolution No. 06-16.  Motion made by Council Member Kromrie, seconded by Council Member Ryan, to table Resolution No. 06-16, a Resolution authorizing and directing the Interim City Administrator to write-off certain emergency medical service accounts as non-collectible until the next regular Council Meeting.  Roll Call:  Kromrie-Yes, Ryan-Yes, Adams-Yes, Bailey-Yes, Cordes-Yes.  Motion carried. 

 

The following item(s) were discussed as part of Mayor McCoid’s comments:

 

§         Stated that during the time she was campaigning, there seemed to be a need for additional communication between Council Members and departments or boards to better inform Council of current developments and information.  Each Council Member has been informally assigned to a department, board, etc., and will regularly attend meetings and be in frequent contact with the chair of that particular committee.

§         Acknowledge Council Member Ryan for his tremendous amount of dedication in developing a new website for the City.  He will be linking the website to the Fire Department and posting meeting agendas and minutes of the various boards and commissions on the website.

§         Will be meeting with Interim City Administrator Arentsen about possibly revising the agenda.

The following item(s) were discussed as part of Council Member’s comments:

 

q       Council Member Bailey – Stated that she will be attending the Board of Adjustment and Library Board meetings and is very excited about our new City Administrator.

q       Council Member Kromrie – Stated he attended and will be attending future Bondurant-Farrar Community School District meetings and one of their main issues is lack of space.  He hopes the City can work as a partner with the school in the future.  Requested annual reports from various boards and committees; inquired about the possibility of another Mayor / Council retreat to discuss future goals and wondered if there could be an open discussion before Council meetings to discuss agenda items. 

q       Council Member Cordes – Stated he will be attending the Park and Recreation Board meetings and discussed information he has been gathering concerning a snow removal program for senior citizens. 

q       Council Member Adams – Stated he will be attending the Planning and Zoning Commission meetings.

q       Council Member Ryan – Stated he will be attending meetings with the Fire Department and discuss their needs; still working on the City’s website and the address is www.cityofbondurant.com; and will be linking the Planning and Zoning Commission, Board of Adjustment, the Fire Department, Library Board and various other committees to the website.

 

Mr. Justin Terwilliger, 609 – 6th Court, Northwest, Bondurant, Polk County, Iowa, inquired to Council’s decision on Resolution No. 06-14 and if Resolution No. 06-16 would be carried over to the next Council meeting. 

 

The following item(s) were discussed as part of Interim City Administrator Arentsen’s comments:

 

ü      Stated he is happy to be here and feels this will be a fun job, as there is no lack of projects in the City and he is looking forward to it.

ü      The budget will be an immediate focus of activity.

ü      Plans to look into conducting a special census for the City to increase revenue opportunity.
