A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 15th day of August, 2005, at 6:00 p.m.

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Legacy Bank on August 12, 2005.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor  Ihde called  the meeting to  order at 6:06 p.m.  Roll call  was  taken and  a quorum was declared. 

 

Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve the agenda, as  presented.   Roll Call:   Cordes-Yes,  Valentine-Yes,  Bailey-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve the consent items consisting of the City Council Minutes of August 01, 2005, Polk County Aviation Authority Minutes of July 07, 2005, WRA Board Minutes of July 19, 2005, Library Board of Trustee Minutes of July 07, 2005, Polk County Emergency Management Board Minutes of July 20, 2005, Eastern Polk Regional Development Minutes of June 23, 2005, Metro Waste Authority Minutes of June 15, 2005, the Claims Report and Tax Abatement Applications for Douglas K. Moon, 602 Spruce Drive, Northwest; John R. Titus, 510 Mallard Pointe Drive, Northwest; Legacy Bank, 1201 Grant Street, South, Bondurant, Polk County, Iowa.  Roll Call:  Bailey-Yes, Cordes-Yes, Valentine-Yes.  Motion carried.

 

Accounting Clerk Baker left at 6:11 p.m.

 

Polk County Sheriff’s Office Representative Lt. Jorgenson was present and had nothing to report.

 

Mr. Vic Piagentini, Project Manager, Associated Engineering Company of Iowa, 2917 Martin Luther King, Jr., Parkway, Des Moines, Iowa, presented the Preliminary and Final Plat for Paired Homes PUD, located within the corporate limits of the City of Bondurant, Polk County, Iowa.  City Administrator Carlyle stated the Preliminary Plat has met the administrative review process and has been approved by

the Planning and Zoning Commission.  He recommended approval of the Final Plat by the City Council, subject to his final approval.

 

Motion made by Council Member Bailey, seconded by Council Member Valentine, to approve Resolution No. 05-87, a Resolution approving the Preliminary Plat for Paired Homes PUD, located within the corporate limits of the City of Bondurant, Polk County, Iowa.  Roll Call:  Bailey-Yes, Valentine-Yes, Cordes-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Valentine, to approve Resolution No. 05-88, a Resolution approving the Final Plat for Paired Homes PUD, located within the corporate limits of the City of Bondurant, Polk County, Iowa, subject to the City Administrator’s final approval.  Roll Call:  Bailey-Yes, Valentine-Yes, Cordes-Yes.  Motion carried.

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve Resolution No. 05-89, a Resolution approving the Site Plan for Paired Homes PUD, located at 1005 Grant Street, South, Bondurant, Polk County, Iowa.  Roll Call:  Cordes-Yes, Bailey-Yes, Valentine-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Valentine, to approve Resolution 05-82, a Resolution setting the City Council meeting for the first meeting in September for Tuesday, September 06, 2005, at 6:00 p.m., due to the Labor Day holiday.  Roll Call:  Bailey-Yes, Valentine-Yes, Cordes-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve Resolution No. 05-83, a Resolution approving the appointment of Tammy Vander Bloemen, 209 – 1st Street, Northwest, Bondurant, Polk County, Iowa, to the Bondurant City Tree Board.  Roll Call:  Cordes-Yes, Valentine-Yes, Bailey-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve Resolution No. 05-84, a Resolution approving the MPO Bylaws and 28E Agreement, as amended.  Roll Call:  Cordes-Yes, Valentine-Yes, Bailey-Yes.  Motion carried.

 

Bondurant Emergency Services Chief Brian Poffenberger presented a Prairie Meadows Grant Application on behalf of Bondurant Emergency Services in the amount of $10.000.00, to be put towards the purchase of a Bullard T3MAX Thermal Imager.  Mr. Jim Jones, Hiland Fire Equipment, presented an informative demonstration of a Thermal Imager and answered questions from the Mayor and Council.  The Thermal Imager expands emergency services to victims locked in a burning house and / or victims thrown from a vehicle.

Motion made by Council Member Valentine, seconded by Council Member Cordes, to approve Resolution No. 05-85, a Resolution  approving  the  Prairie Meadows Grant Application on behalf of Bondurant  Emergency  Services.   Roll Call:   Valentine-Yes,  Cordes-Yes,  Bailey-Yes.  Motion carried.

 

City Administrator Carlyle presented a Prairie Meadows Grant Application on behalf of the City of Bondurant in the amount of $10,000.00, to put towards the purchase of a brush chipper.  He said the purchase of a brush chipper will serve many functions for the community.

 

Motion made by Council Member Bailey, seconded by Council Member Valentine, to approve Resolution No. 05-86, a Resolution approving the Prairie Meadows Grant Application on behalf of the City of Bondurant.  Roll Call:  Bailey-Yes, Valentine-Yes, Cordes-Yes.  Motion carried. 

 

City Administrator Carlyle gave an update concerning the speed limit issue on 15th Street, Southeast.  He stated that the City has retained the services of McClure Engineering Company, 400 Southeast Delaware Avenue, Ankeny, Iowa,  to perform an analysis of the speed study, from the 100 block to the 600 block on 15th Street, Southeast.  Mark Crawford, P.E., is conducting the analysis and at the request of the City, will also be communicating with the residents.  The residents will be invited to a neighborhood meeting, which will be held Wednesday, August 24, 2005, at 6:00 p.m. at the Wolf Creek Club House.  The purpose of the meeting is to gather feedback and recommendations from the residents of 15th Street, Southeast, pertaining to the speed limit.  The Polk County Sheriff’s Department will be collecting data over several timeframes with an unmarked vehicle.  The speed study and the recommendation will be presented at the September 06, 2005, City Council meeting.  Mr. Carlyle also answered  questions  pertaining  to “No Parking” and “Children at Play” signs for 15th Street, Southeast. 

 

The following item(s) were discussed as part of Mayor Ihde’s comments:

 

§         Announced obtaining funding in the amount of $1,000,000.00 for the purchase of a rail spur from Des Moines to Bondurant.  The sole purpose of his Washington D.C. in June, 2005, was to introduce this project to our Congressmen, hoping to secure funding in the future, but instead they chose to fund it this year.  This is extremely important for future industrial development in the City.

§         Referenced communication from the Iowa Municipal Clerks’ Institute Academy and thanked City Administrator Carlyle for his participation.

ü      Highlighted a card of appreciation for Bondurant Emergency Services from the Carney family.

ü      Announced there will be a tobacco violation hearing at the September 06, 2005, Council Meeting.

q       Council Member Cordes – Asked the dates for the City’s Fall Clean-up and if there will be any other option than Compost It! for the disposal of leaves.

q       Council Member Valentine – Voiced dissatisfaction with the railroad whistle in the middle of the night.
