Meeting No. 05-06

 

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 21st day of March, 2005, at 6:00 p.m.

 

 

Present:                Mayor Allen G. Ihde

                              Council Member Michele R. Bailey

                              Council Member Bruce N. Cordes

                              Council Member Gregory S. Schiermeister

                              City Administrator Darrel Steven Carlyle

                              Deputy City Clerk Betty J. Shea

                              Administrative / Utility Clerk Michelle Wells

 

Absent:                 Council Member Jeffrey A. Kromrie

                              Council Member James M. Valentine

                              City Attorney Steven P. Brick   

 

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Legacy Bank on March 18, 2005.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor Ihde  called the meeting to  order at 6:00 p.m.  Roll  call  was  taken and a quorum was declared. 

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve the agenda, as presented.    Roll  Call:  Cordes-Yes,  Bailey-Yes, Schiermeister-Yes.   Motion carried. 

 

Motion made by Council Member Bailey, seconded by Council Member Schiermeister, to approve the consent items consisting of the City Council Minutes of March 07, 2005, Polk County Aviation Authority Minutes of February 10, 2005, WRA Board Minutes of February 15, 2005, Metro Waste Authority Minutes of February 16, 2005, Des Moines Area MPO Minutes of February 17, 2005, the Claims Report and Tax Abatement Applications for Linn White, 306 – 15th Street, Southeast; Bruce J. Riesberg, 204 – 15th Street, Southeast; and Tommie J. Olson, 405 – 3rd Street, Northwest, Bondurant, Polk County, Iowa.  Roll Call:  Bailey-Yes, Schiermeister-Yes, Cordes-Yes.  Motion carried. 

 

Polk County Sheriff’s Department Representative Lt. Jorgenson reported on an upswing in car break-ins involving identity theft, and announced the “Pony Express” car rally will be driving through the City of Bondurant on Saturday, March 26, 2005.

 

Council Member Kromrie arrived at 6:10 p.m. 

 

Polk County Sheriff’s Department Chief Neil Shultz presented information regarding the Jail Referendum.  Chief Shultz stated that a new jail will be more efficient, less costly to operate, and Polk County will no longer spend money to house inmates out-of-county.

City Administrator Carlyle stated that for several months the city has positioned itself to purchase bulk water capacity from Des Moines Water Works.  This will enable the city to obtain lower wholesale rate(s) from Des Moines Water Works, creating a savings for future years.  In order to qualify for a state revolving loan fund, a cash flow analysis was prepared and it was determined that in order to meet the criteria needed for the state revolving loan fund, water rates need to be increased.

 

Motion made by Council member Bailey, seconded by Council Member Cordes, to waive the first and second reading of Ordinance No. 05-203, an Ordinance amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, by amending provisions pertaining to rates of service for water service provided by the City of Bondurant, and approve as the third and final reading.  Roll Call:  Bailey-Yes, Cordes-Yes, Schiermeister-Yes, Kromrie-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Schiermeister, to approve Resolution No. 05-22, a Resolution approving the appointment of Mr. Greg Hanson, 505 – 11th Court, Southeast, Bondurant, Iowa, to the City of Bondurant Board of Adjustment.  Roll Call:  Bailey-Yes, Schiermeister-Yes, Kromrie-Yes, Cordes-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve Resolution No. 05-23, a Resolution approving the Proposal from Environmental Services of Iowa, pertaining to the pick up and disposal of white goods for the City of Bondurant’s spring clean up.  Roll Call:  Cordes-Yes, Bailey-Yes, Schiermeister-Yes, Kromrie-Yes.  Motion carried.
