Meeting No. 04-22

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 15th day of November, 2004, at 6:00 p.m.

Present: Mayor Allen G. Ihde

Council Member Michele R. Bailey

Council Member Bruce N. Cordes

Council Member Gregory S. Schiermeister

Council Member James M. Valentine

City Administrator Darrel Steven Carlyle

Deputy City Clerk Betty J. Shea

Absent: Council Member Jeffrey A. Kromrie

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Legacy Bank on November 12, 2004. All proceedings hereafter shown were taken while the convened meeting was open to the public.

Mayor Ihde called the meeting to order at 6:00 p.m. Roll call was taken and a quorum was declared.

Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve the agenda, as presented. Roll Call: Cordes-Yes, Valentine-Yes, Bailey-Yes, Schiermeister-Yes. Motion carried.

Motion made by Council Member Bailey, seconded by Council Member Valentine, to approve the consent items consisting of the City Council Minutes of November 01, 2004, Polk County Aviation Authority Minutes of October 07, 2004, Polk County Housing Trust Fund Minutes of October 01, 2004, Bondurant Community Library Board Minutes of October 07, 2004, WRA Board Minutes of October 28, 2004, the Claims Report and Tax Abatement Application for Kyle Pals, 402 – 15th Street, Southeast, Bondurant, Polk County, Iowa. Roll Call: Bailey-Yes, Valentine-Yes, Schiermeister-Yes, Cordes-Yes. Motion carried.

Polk County Sheriff’s Department Representative Lt. Jorgenson reported an arrest concerning area burglaries, enforcement of the burn ban and the speed monitor sign is currently being repaired. City Administrator Carlyle expressed the City’s appreciation for the department’s help pertaining to a situation on 2nd Street, Southeast, Bondurant.

Mr. Chuck Bishop, P.E., Bishop Engineering, Inc., 3501 – 104th Street, Urbandale, Iowa, presented the Final Plat for Meadow Brook North Plat No. 16. City Administrator Carlyle stated the Final Plat for Meadow Brook North Plat No. 16 has met the administrative review process.

Motion made by Council Member Valentine, seconded by Council Member Cordes, to approve Resolution No. 04-122, a Resolution approving the Final Plat for Meadow Brook North Plat No. 16. Roll Call: Valentine-Yes, Cordes-Yes, Bailey-Yes, Schiermeister-Yes. Motion carried.

Motion made by Council Member Bailey, seconded by Council Member Schiermeister, to approve Resolution No. 04-123, a Resolution approving the Renewal License for Off-Premise Liquor, Wine or Beer Application for G & V Enterprises, Inc. d/b/a Cenex Ampride, 6175 Henry Street, Southwest, Bondurant, Polk County, Iowa. Roll Call: Bailey-Yes, Schiermeister-Yes, Cordes-Yes, Valentine-Yes. Motion carried.

Motion made by Council Member Cordes, seconded by Council Member Schiermeister, to approve Resolution No. 04-124, a Resolution setting a Public Hearing date on Various Voluntary Annexation Applications. Roll Call: Cordes-Yes, Schiermeister-Yes, Bailey-Yes, Valentine-Yes. Motion carried.

Mayor Ihde led a discussion pertaining to the verbiage of proposed Ordinance No. 04-214.

Motion made by Council Member Cordes, seconded by Council Member Schiermeister, to approve the first reading of Ordinance No. 04-214, an Ordinance amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, by amending provisions pertaining to Open Burning Restricted. Roll Call: Cordes-Yes, Schiermeister-Yes, Bailey-Yes, Valentine-Yes. Motion carried.

Council Member Kromrie arrived at 6:21 p.m.
