Member Schiermeister, to approve the agenda, as presented. Roll Call:

Minutes of October 27, 2004, the Claims Report and Tax Abatement Applications

Polk County Sheriff’s Department Representative Lt.
Jorgenson reported on “Beggar’s Night” and will continue to monitor the speed
on
Yard Waste Disposal Citizen Advisory Committee Chair Barb Westling, gave a presentation of findings and committee
recommendations. The presentation
included the membership roster; committee meeting dates; mission statement; and
goals and objections. The committee
reviewed the services offered by surrounding communities; provided input for a
brochure; discussed funding possibilities to purchase a chipper; discussed the
cost associated with a leaf clean-up service; and Compost It! information. The committee recommended to prohibit open
burning starting January 01, 2005; establish (2) annual clean-up events for the
last (2) weekends of April and the first (2) weekends of November; have the
City provide a chipping service on the first Monday of May, June, July, August,
September and

October, for curb side pick-up; promote the MWA Compost It!
program; hold “Town Hall” meetings to educate the public on the “No Burn”
Ordinance and distribute the educational brochure to all residents. Mayor Ihde stated the first reading of the
“No Burn” Ordinance would be on the agenda for the

Member Valentine, to approve Resolution No. 04-119, a Resolution approving the
