A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 01st day of March, 2004, at 6:00 p.m.

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Legacy Bank on February 27, 2004. All proceedings hereafter shown were taken while the convened meeting was open to the public.

Mayor Ihde called the meeting to order at 6:00 p.m. Roll call was taken and a quorum was declared.

Motion made by Council Member Cordes, seconded by Council Member Schiermeister, to approve the agenda as presented. Roll Call: Cordes-Yes, Schiermeister-Yes, Valentine-Yes, Kromrie-Yes, Bailey-Yes. Motion carried.

Motion made by Council Member Bailey, seconded by Council Member Valentine, to approve the consent items consisting of the City Council Minutes of February 16, 2004, Metro Waste Authority Minutes of January 28, 2004, WRA Management Agency Minutes of January 27, 2004, Planning and Zoning Commission Minutes of February 12, 2004, Des Moines Area MPO Minutes of January 15, 2004, Eastern Polk Regional Development Minutes of November 11, 2003, Bondurant Municipal Facility Minutes of February 01, 2004, the Claims Report and Tax Abatement Application for Tim and Roxanne Mussmann, 119 – 5th Street, Northeast, Bondurant, Polk County, Iowa. Roll Call: Bailey-Yes, Valentine-Yes, Schiermeister-Yes, Cordes-Yes, Kromrie-Yes. Motion carried.

Polk County Sheriff’s Department Representative Lt. Jorgenson reported arrests have been made pertaining to recent residential burglaries.

Mr. Robert Denson, President, Des Moines Area Community College gave an overview of positive contributions DMACC makes for communities in Central Iowa. The overview included a mission statement; future needs; being innovative to change; enrollment; funding; student growth; available programs; campus locations; business resources; scholarships and grants; employment surveys and financial goals.

Motion made by Council Member Cordes, seconded by Council Member Schiermeister, to approve Resolution No. 04-20, a Resolution approving the Voluntary Contribution Fee for the Metro Advisory Council. Roll Call: Cordes-Yes, Schiermeister-Yes, Bailey-Yes, Kromrie-Yes, Valentine-Yes. Motion carried.

City Administrator Carlyle described the parcels of land, of which the property owners signed a petition for voluntary annexation into the corporate city limits of Bondurant. The document demonstrated that it had exceeded the 80% requirement needed, of the land designated for annexation. Once the city goes through a Public Hearing, the request will go before the City Development Board for authorization. Notices will be sent to the adjacent and abutting property owners informing them of the action that will be taken.

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 04-21, a Resolution establishing a Public Hearing for April 19, 2004, at 6:00 p.m. on various Annexation Applications. Roll Call: Bailey-Yes, Cordes-Yes, Schiermeister-Yes, Kromrie-Yes, Valentine-Yes. Motion carried.

Motion made by Council Member Bailey, seconded by Council Member Schiermeister, to approve Resolution No. 04-22, a Resolution approving the City of Bondurant 2003 Financial Report for Fiscal Year Ended June 30, 2003. Roll Call: Bailey-Yes, Schiermeister-Yes, Kromrie-Yes, Cordes-Yes, Valentine-Yes. Mo
