REGULAR MEETING

Meeting No. 04-04

 

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 16th day of February, 2004, at 6:00 p.m.

 

 

Present:                Mayor Allen G. Ihde

                              Council Member Michele R. Bailey

                              Council Member Bruce N. Cordes

                              Council Member Jeffrey A. Kromrie

                                        Council Member Gregory S. Schiermeister

                              Council Member James M. Valentine

                              City Administrator Darrel Steven Carlyle

                              Deputy City Clerk Sandra Rhodes

                              Administrative / Utility Clerk Michelle Wells

 

Absent:                 City Attorney Steven P. Brick

 

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Legacy Bank on February 13, 2004.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor Ihde called the  meeting to  order at 6:00 p.m.  Roll  call  was  taken and a quorum was declared.

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve the agenda as presented.  Roll Call:  Cordes-Yes, Bailey-Yes, Valentine-Yes, Kromrie-Yes, Schiermeister-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Kromrie, to approve the consent items consisting of the City Council Minutes of February 02, 2004, Polk County Aviation Authority Minutes of January 08, 2004, Library Board of Trustees Minutes of January 08, 2004, the Claims Report and Financial Reports.  Roll Call:    Bailey-Yes,   Kromrie-Yes,   Schiermeister-Yes,   Cordes-Yes,   Valentine-Yes.     Motion carried.

 

Polk County Sheriff’s Department Representative Lt. Jorgenson announced Deputy Jeff Holliday will be transferring to downtown Des Moines in mid-March and his replacement will be appointed by March 14, 2004.  Council Member Kromrie thanked Deputy Holliday for his hard work and requested his replacement be familiar with the AED program.

 

Motion made by Council Member Bailey, seconded by Council Kromrie, to approve the third and final reading of Ordinance No. 04-201, an Ordinance amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, by amending provisions pertaining to Special Speed Restrictions.  Roll Call:  Bailey-Yes, Kromrie-Yes, Schiermeister-Yes, Cordes-Yes, Valentine-Yes.  Motion carried.

Mr. Gary L. Reed, P.E., Civil Design Advantage, LLC, 5501 Northwest 112th Street, Suite G, Grimes, Iowa, 50011, submitted a request for Re-Zoning and Conditional Re-Zoning, to an R-5 (Planned Unit Development), on approximately 72 acres of land located  along the west side of Grant Street, North; north of Second Street, Northwest; and a Presentation of a Planned Unit Development Plan for Arbor Ridge.  The Re-Zoning request would allow the development of multi-family housing on a portion of the property, in addition to some proposed  setback revisions within the single-family area.

 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to waive the first and second reading of Ordinance No. 04-203, an Ordinance amending the Official Zoning Map of the City of Bondurant, Polk County, Iowa, and approve as the third and final reading.  Roll Call:  Bailey-Yes, Cordes-Yes, Schiermeister-Yes, Kromrie-Yes, Valentine-Yes.  Motion carried. 

 

Motion made by Council Member Bailey, seconded by Council Member Schiermeister, to approve Resolution No. 04-16, a Resolution approving the Planned Unit Development Plan for Arbor Ridge.  Roll Call:  Bailey-Yes, Schiermeister-Yes, Kromrie-Yes, Cordes-Yes, Valentine-Yes.  Motion carried.

 

City Administrator Carlyle highlighted the proposed City of Bondurant, Polk County, Iowa, FY 2004 / 2005 Municipal Budget.  Council Member / Finance Committee Member Cordes thanked City Administrator Carlyle for the work he put in on the proposed budget and said he fully supports it.  Council Member / Finance Committee Member Schiermeister thanked City Administrator Carlyle and said that after hearing the horror stories from previous years, this proposed budget is fairly easy to follow and understand, and it is also a useful tool in projecting figures for the future.   Mayor Ihde added that this is the way it has been since Darrel came on staff, and he has done a great job.  He said the City has never been blessed with someone that knows the budget as well as Darrel does.  City Administrator Carlyle extended his thanks to staff.  

 

Motion made by Council Member Kromrie, seconded by Council Member Cordes, to approve Resolution No. 04-17, a Resolution setting a public hearing date of March 15, 2004, at 6:00 p.m. for the proposed City of Bondurant, Polk County, Iowa, FY 2004 / 2005 Municipal Budget.  Roll Call:  Kromrie-Yes, Cordes-Yes, Bailey-Yes, Schiermeister-Yes, Valentine-Yes.  Motion carried.
