Meeting No. 03-22

 

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 20th day of October, 2003, at 6:00 p.m.

 

 

 

Present:                Mayor Allen G. Ihde

                              Council Member Michele R. Bailey

                              Council Member Bruce N. Cordes

                              Council Member Terry F. Thomas

                                        Council Member James M. Valentine

                              Council Member David O. Williams

                              City Attorney Steven P. Brick

                              City Administrator Darrel Steven Carlyle

                              Deputy City Clerk Sandra Rhodes

 

Absent:                 Administrative / Utility Clerk Michelle Wells

                             

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Legacy Bank on October 17, 2003.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor Ihde called the  meeting to  order at 6:00 p.m.  Roll  call  was  taken and a quorum was declared.

 

Mayor Ihde noted a change to the agenda to include a Public Hearing for Item 7.  Motion made by Council Member Bailey, seconded by Council Member Valentine, to approve the agenda, as amended.  Roll Call:  Bailey-Yes, Valentine-Yes, Williams-Yes, Thomas-Yes, Cordes-Yes.  Motion carried.

 

Council Member Thomas asked about the Des Moines Area MPO minutes of September 18, 2003, with regard to page 14 of the minutes referring to funding of large, multi-year projects.  Mayor Ihde explained that this item deals with the MPO passing a procedure on funding, whereby  applications for funding would be changed from one year to two.

 

Motion made by Council Member Bailey, seconded by Council Member Thomas, to approve the consent items consisting of the City Council Minutes of October 06, 2003, Library Board of Trustees Minutes of September 04, 2003, Polk County Aviation Minutes of September 04, 2003, Des Moines Area MPO Minutes of September 18, 2003, WRA Management Agency Minutes of September 16, 2003, WRA Governance Committee Minutes of September 10, 2003, the Claims Report, Financial Reports and Tax Abatement Applications for Rick  and Ann Chalfant, 611 – 6th Court, Northwest; Mark  Schultz,

Polk County Sheriff’s Department Representative Lt. Jorgenson was not present.  Polk County Deputy Jeff Holliday had nothing to report.

 

Motion made by Council Member Valentine, seconded by Council Member Cordes,  to close the regular City Council meeting and open Public Hearing to consider granting a proposed natural gas franchise agreement to MidAmerican Energy Company.  Roll Call:  Valentine-Yes, Cordes-Yes, Bailey-Yes, Williams-Yes, Thomas-Yes.  Motion carried.  City Administrator Carlyle reported his office received no written or verbal comments; the Ordinance had been referred to City Attorney Brick and all objections worked out.  Mr. John Sehnert, Franchise Manager, MidAmerican Energy, 666 Grand Avenue, Des Moines, Iowa, was present and agreed that all objections had been addressed and was looking forward to working with the City of Bondurant again and in the future.  Motion made by Council Member Williams, seconded by Council Member Bailey, to close Public Hearing and open the regular City Council meeting.  Roll Call:  Williams-Yes, Bailey-
