Meeting No. 03-19

 

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 15th day of September, 2003, at 6:00 p.m.

                              Council Member Michele R. Bailey

                              Council Member Bruce N. Cordes

                              Council Member Terry F. Thomas

                                        Council Member James M. Valentine

                              Council Member David O. Williams

                              City Administrator Darrel Steven Carlyle

                              Deputy City Clerk Sandra Rhodes

                              Administrative / Utility Clerk Michelle Wells

 

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Legacy Bank on September 12, 2003.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor Ihde called the  meeting to  order at 6:00 p.m.  Roll  call  was  taken and a quorum was declared.

 

Mayor Ihde asked that item 7 be removed from the agenda.  Motion made by Council Member Williams, seconded by Council Member Thomas, to approve the agenda, as amended.  Roll Call:  Williams-Yes, Thomas-Yes, Bailey-Yes, Valentine-Yes, Cordes-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Thomas, to approve the consent items consisting of the City Council Minutes of September 02, 2003, Library Board of Trustees Minutes of August 18, 2003, Polk County Aviation Authority Minutes of August 07, 2003, Des Moines Area MPO Minutes of August 21, 2003, the Claims Report and Financial Reports and Tax Abatement Application for Dennis Wayne Monroe, 205 Deer Ridge Drive, Northwest and Charles and Tamara Russell, 505 Lincoln Street, Northeast, Bondurant, Polk County, Iowa.  Roll Call:  Bailey-Yes, Thomas-Yes, Williams-Yes, Cordes-Yes, Valentine-Yes.  Motion carried.

 

Polk County Sheriff’s Department Representative Lt. Jorgenson stated the Traffic Enforcement Program is in progress.

 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 03-107, a Resolution approving the Renewal License for Off-Premise Liquor, Wine or Beer for Singh’s Self Service, 1111 Lincoln Street, Southeast, Bondurant, Polk County, Iowa.  Roll Call:  Bailey-Yes, Cordes-Yes, Williams-Yes, Thomas-Yes, Valentine-Yes.  Motion carried.

Motion made by Council Member Thomas, seconded by Council Member Valentine, to approve Resolution No. 03-109, a Resolution approving the 2002 – 2003 City of Bondurant Road Use Tax Report.  Roll Call:  Thomas-Yes, Valentine-Yes, Bailey-Yes, Cordes-Yes, Williams-Yes.  Motion carried.

 

Motion made by Council Member Williams, seconded by Council Member Cordes, to approve Resolution No. 03-110, a Resolution Authorizing and Directing the City Administrator to Write-Off Certain Emergency Medical Service Accounts as Non – Collectible.  Roll Call:  Williams-Yes, Cordes-Yes, Bailey-Yes, Thomas-No, Valentine-Yes.   Motion carried.

 

Mayor Ihde highlighted the Letter of Intent to the Des Moines Area MPO  for FY 2007 MPO Surface Transportation  Program (STP) Funds, for the I-80 / (formerly) IA 945 Interchange Reconstruction Project.  The Letter of Intent was submitted by the communities of Altoona, Bondurant, Pleasant Hill and Polk County.  The estimated cost for the project is $14,000,000.00 with the funding sources identified as Iowa DOT Funds, Federal Highway Earmark Funds, City of Altoona Funds and City of Bondurant Funds.   The total cost leaves the project $1,000,000.00 short of the amount required, therefore, the need for funding assistance.  Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve Resolution No. 03-111, a Resolution approving the Letter of Intent to the Des Moines Area MPO, relating to the I-80 / (formerly) IA 945 Interchange Reconstruction Project.  Roll Call:  Cordes-Yes, Valentine-Yes, Bailey-Yes, Williams-Yes, Thomas-Yes.  Motion carried.

 

Motion made by Council Member Thomas, seconded by Council Member Cordes, to waive the first and second reading of Ordinance No. 03-223, an Ordinance amending the Code of Ordinances of the City of Bondurant, Iowa, 2002, pertaining to Nuisances Enumerated, and approve as the third and final reading.  Roll Call:  Thomas-Yes, Cordes-Yes, Bailey-Yes, Williams-Yes, Valentine-Yes.  Motion carried.
