Meeting No. 03-03

 

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 03rd day of February, 2003, at 6:00 p.m.

                              Council Member Michele R. Bailey

                              Council Member Bruce N. Cordes

                              Council Member Terry F. Thomas

                                        Council Member James M. Valentine

                              Council Member David O. Williams

                              City Administrator Darrel Steven Carlyle

                              Deputy City Clerk Sandra Rhodes

                              Administrative / Utility Clerk Michelle Wells

 

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Legacy Bank on January 31, 2003.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor Ihde  called the  meeting to  order at 6:00 p.m.  Roll call  was  taken and a quorum was declared.

 

Mayor Ihde asked that item 8 be added to the agenda and that said item will be defined as Resolution No. 03-13, a Resolution authorizing the Mayor and / or City Administrator to enter into a purchase agreement for (3) Department of Public Works vehicles from Karl Chevrolet, Inc., of Ankeny, Iowa.  Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve the agenda, as amended.  Roll Call:  Cordes-Yes, Valentine-Yes, Bailey-Yes, Williams-Yes, Thomas-Yes.  Motion carried.

 

Motion made by Council Member Valentine, seconded by Council Member Williams, to approve the consent items consisting of the Council Minutes of January 20, 2003, the Claims Report, and Tax Abatement Applications for Joseph Omundson, 803 – 9th Court, Southeast, and Judi Mendenhall, 7105 Northeast 62nd Avenue, Bondurant, Polk County, Iowa.  Roll Call:  Valentine-Yes, Williams-Yes, Bailey-Yes, Thomas-Yes, Cordes-Yes.  Motion carried.

 

Polk County Sheriff’s Department Representative Lt. Jorgenson had no issues to report for December, 2002.

 

Bondurant-Farrar Community School District Student Council Vice-President, Ms. Stef Barker presented information pertaining to a 5-K Road Run / Walk Race for Special Needs on April 19, 2003.  Ms. Barker asked Council to consider waiving the $25.00 Parade Fee.  City Administrator Carlyle stated that Bondurant Emergency Services, Polk County Sheriff’s Department, Iowa State Troopers and the Public Works Department would assist the school in the event.

Motion made by Council Member Williams, seconded by Council Member Valentine, to approve Resolution No. 03-11, a Resolution granting permission to close certain streets and intersections on April 19, 2003, within the City of Bondurant and to waive Bondurant-Farrar Community School District’s 5-K Road Run / Walk Race $25.00 Parade Fee.  Roll Call:  Williams-Yes, Valentine-Yes, Bailey-Yes, Thomas-Yes, Cordes-Yes.  Motion carried.

 

City Administrator Carlyle outlined his recommendation and  pay as we go” scenario for non-major capital improvements / projects for the City of Bondurant and the proposed purchase of (3) Department of Public Works vehicles from Karl Chevrolet, Inc., of Ankeny, Iowa.

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve Resolution No. 03-13, a Resolution authorizing the Mayor and / or City Administrator to enter into a purchase agreement for (3) Department of Public Works vehicles from Karl Chevrolet, Inc., of Ankeny, Iowa.  Roll Call:  Cordes-Yes, Bailey-Yes, Williams-Yes, Thomas-Yes, Valentine-Yes.  Motion carried.

ü      Referenced communication from Bondurant Community Library.

ü      Referenced communication from Prairie Meadows Racetrack and Casino which included a $4,000.00 grant to Bondurant Development, Inc., a $10,000.00 grant to Bondurant Emergency Services and a $10,000.00 grant to Bondurant Park and Recreation Department.

ü      Referenced communication from Polk County Public Works Department.

ü      Updated Council regarding Iowa Municipalities Worker’s Compensation Association Discount Rating Plan for Fiscal Year 2004.

City Administrator Carlyle highlighted the proposed City of Bondurant, Polk County, Iowa, FY 2003 / 2004 Municipal Budget.  Council Member / Finance Committee Member Cordes thanked City Administrator Carlyle for his hard work and expertise in the preparation of the budget.

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve Resolution No. 03-12, a Resolution setting a Public Hearing Date of March 03, 2003, at 6:00 p.m., for the Proposed
