Meeting No. 02-17
A regular meeting of the City Council of the City of
Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant
City Center on the 05th day of August, 2002, at 6:00 p.m.

Notice of the meeting was posted at the Bondurant City
Center, Ampride Store, Casey’s General Store, and Legacy Bank on August 02,
2002. All proceedings hereafter shown
were taken while the convened meeting was open to the public.
Mayor Ihde called the meeting to order at 6:00 p.m. Roll call was taken and a quorum was
declared.
Mayor Ihde asked that item 7 be removed from the agenda and
that said item will be heard in closed session at a future meeting at the
request of Mr. Carroll’s legal council and item 14 be added to the agenda and
that said item will be defined as the Grant Application to Prairie Meadows
Racetrack and Casino on behalf of the City of Bondurant Emergency Services
Department.
Motion made by Council Member Valentine, seconded by Council
Member Cordes, to approve the agenda as amended. Roll Call: Ayes: 5.
Nays: 0. Motion carried.
Motion made by Council Member Bailey, seconded by Council
Member Valentine, to approve the consent items consisting of the City Council
Minutes of July 15, 2002, Planning and Zoning Commission Minutes of July 25,
2002, the Claims Report, Tax Abatement Application for Chad Greene, 503 Deer
Ridge Drive, Northwest, Bondurant, Polk County, Iowa, and an Order Assessing
Penalty for the Second Violation for Casey’s General Store, 302 Second Street,
Northeast, Bondurant, Polk County, Iowa.
Bailey-Yes, Valentine-Yes, Williams-Yes, Thomas-Yes, Cordes-Yes. Motion carried.
Polk County Sheriff’s Department Representative Lt.
Jorgenson highlighted the Polk County Citizen’s Academy, stated he is in the
process of supplying Supervisors and patrol cars with the City’s Municipal Code
Book and informed Council the Department had applied for a grant to purchase an
electronic speed monitoring sign.
Ms. Rosanne M. Bell, 502 Brick Street, Southeast, Bondurant,
Polk County, Iowa asked Council to consider
an Ordinance to

Southeast, to Lincoln

Southeast, Bondurant, Polk County, Iowa, citing poor
visibility due to a Recreational Vehicle parked in the area, street parking is
a danger to children playing in the area, Recreational Vehicles should be
stored elsewhere and if parking is not eliminated would like time limits placed
on Recreational Vehicles.
Mr. David Haines, 403 – 2nd Street, Southeast, Bondurant,
Polk County, Iowa, told Council he didn’t feel vehicle parking on 502 Brick Street,
Southeast, should be eliminated and if Council changed the Ordinance it would
effect many areas in the City.
Mrs. Marsha Jones, 503 Brick Street, Southeast, Bondurant,
Polk County, Iowa, told Council it is difficult to park Recreational Vehicles
in the town home driveways, therefore, requesting the City not to change the
Parking Ordinance, and the vehicle in question is not parked for long periods
of time.
Mr. Todd Ross, 807 Grant Street, South, Bondurant, Polk
County, Iowa did not appear before Council.
Motion made by Council Member Cordes, seconded by Council
Member Bailey, to approve Resolution No. 02-78, a Resolution approving a
Proclamation declaring “Responsible Gaming Education Week.” Roll Call:
Cordes-Yes, Bailey-Yes, Williams-Yes, Thomas-Yes, Valentine-Yes. Motion carried.
Motion made by Council Member Williams, seconded by Council
Member Thomas, to approve Resolution No. 02-79, a Resolution approving the
Grant Application to Prairie Meadows Racetrack and Casino on behalf of the City
of Bondurant-Park and Recreation Board.

Motion made by Council Member Bailey, seconded by Council
Member Valentine, to approve Resolution No. 02-80, a Resolution approving the
Mayoral appointments to the City of Bondurant Emergency Response Plan Steering
Committee. Roll Call: Bailey-Yes, Valentine-Yes, Williams-Yes,
Thomas-Yes, Cordes-Yes. Motion carried.
Motion made by Council Member Cordes, seconded by Council
Member Williams, to approve Resolution No. 02-81, a Resolution approving a
sub-committee comprised of Mayor Ihde, Council Members Bailey and Valentine,
and City Administrator Carlyle, to draft a “Request for Proposals” for the
Collection of Residential Solid Waste, Bulky Waste, Yard Waste, and Special

Carroll he had been placed on this evening’s Agenda, but Mr. Carroll’s Attorney
had requested a closed meeting, which will occur at a later date.
