Meeting No. 02-13
A regular meeting of the City Council of the City of
Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant
City Center on the 19th day of June, 2002, at 6:00 p.m.

Notice of the meeting was posted at the Bondurant City
Center, Ampride Store, Casey’s General Store, and Legacy Bank on June 14,
2002. All proceedings hereafter shown
were taken while the convened meeting was open to the public.
Mayor Ihde called the meeting to order at 6:00 p.m. Roll call was taken and a quorum was
declared.
Mayor Ihde asked that item 13 be added to the agenda and
that said item will be defined as Resolution No. 02-71, directing the City
Administrator to Publish Notice of Hearing on the Adoption of the proposed
“Code of Ordinances of the City of Bondurant, Iowa, 2002”. Motion made by Council Member Cordes, seconded
by Council Member Valentine, to approve the agenda as amended. Roll Call:

Mr. Pat George of GTL Transportation, 250 Prairie Drive,
Southwest, Bondurant, Polk County, Iowa, and Mr. Jerry Bishop, 4050 Northeast
78th Avenue, Ankeny, Iowa, voiced their complaints concerning the drainage of
the nearby retention pond. Mayor Ihde
instructed City Administrator Carlyle to mediate a meeting between the
Developer and Engineers of Heartland Mini Storage, City, and the adjacent
property owners.
Motion made by Council Member Cordes, seconded by Council
Member Thomas, to approve the consent items consisting of the City Council
Minutes of June 03, 2002, Polk County Aviation Minutes of May 09, 2002, WRA
Management Agency Minutes of March 26, 2002, Metro Waste Authority Minutes

of May 15, 2002, the Claims Report and Financial Report, Tax
Abatement Application for Charles and Linda Hildreth, 302 Deer Ridge Drive,

Polk County Sheriff’s Department Representative Lt.
Jorgenson provided the Council with an overview of the activities for the month
of May.
Motion made by Council Member Valentine, seconded by Council
Member Thomas, to approve Resolution No. 02-65, a Resolution approving the
Renewal License for Off Premise Liquor, Wine or Beer and Sunday Sales for
Casey’s Marketing Company d/b/a Casey’s General Store #1861, 1455 Grant Street,
South, Bondurant, Polk County, Iowa.
Roll Call: Valentine-Yes,

Motion carried.
Motion made by Council Member Bailey, seconded by Council
Member Cordes, to approve Resolution No. 02-66, a Resolution waiving the right
to review the final plat for V & V Estates Plat 2, located in rural Polk
County. Roll Call: Bailey-Yes, Cordes-Yes, Thomas-Yes,
Valentine-Yes. Motion carried.
Motion made by Council Member Cordes, seconded by Council
Member Valentine, to approve Resolution No. 02-67, a Resolution waiving the
right to review the preliminary and final plat for Oak Estates Plat 2, located
in rural Polk County. Roll Call: Cordes-Yes, Valentine-Yes, Bailey-Yes,
Thomas-Yes. Motion carried.
Motion made by Council Member Bailey, seconded by Council
Member Thomas, to approve Resolution No. 02-68, a Resolution approving the City
of Bondurant municipal employee salary schedule for the Fiscal Year 2002 /
2003. Roll Call: Bailey-Yes, Thomas-Yes, Cordes-Yes,
Valentine-Yes. Motion carried.
After a lengthy discussion it was decided that Council
Member Bailey, Council Member Valentine and City Administrator Carlyle would
form a subcommittee to work through criteria as to how the city should pursue
the collection of future bad debt for emergency service.
Motion made by Council Member Valentine, seconded by Council
Member Cordes to approve Resolution No. 02-69, a Resolution granting and authorizing
the City Administrator to write-off certain emergency medical service accounts
as non-collectible. Roll Call: Valentine-Yes, Cordes-Yes, Bailey-Yes,
Thomas-Yes. Motion carried.
Motion made by Council Member Cordes, seconded by Council
Member Valentine, to approve Resolution No. 02-70, a Resolution granting and
authorizing the City Administrator to write-off certain utility accounts as
non-collectible. Roll Call: Cordes-Yes, Valentine-Yes, Bailey-Yes,
Thomas-Yes. Motion carried.
