Meeting No. 02-08

 

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 01st day of April, 2002, at 6:00 p.m.

 

Present: Mayor Allen G. Ihde

                        Council Member Terry F. Thomas

                        Council Member James M. Valentine

Absent:                Council Member Michele R. Bailey

 

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Legacy Bank on March 29, 2002.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor Ihde called the meeting to order at 6:00 p.m.  Roll call was taken and a quorum was declared.

 

Motion made by Council Member Williams, seconded by Council Member Cordes, to approve the agenda, as presented.  Roll call:  Ayes:  4.  Nays:  0.  Motion carried.

 

Council Member Bailey arrived at 6:02 p.m.

 

Joe Pirillo of Altoona introduced himself to Council as a candidate for the Iowa State Senate.

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve the consent items consisting of the City Council Minutes of March 18, 2002, Des Moines Area MPO Minutes of February 21, 2002, Council Roundtable Minutes of February 20, 2002, Metro Waste Authority Minutes of February 21, 2002, Library Board of Trustees Minutes of January 24, 2002, WRA Management Agency Minutes of February 19, 2002, Charter Commission Minutes of March 14, 2002 and the Claims Report.  Roll Call:  Cordes-Yes, Bailey-Yes, Valentine-Yes, Williams-Yes, Thomas-Yes.  Motion carried.

 

Polk County Sheriff’s Department Representative Lt. Jorgenson informed Council speed control continues to be enforced.

 

Mr. Michael R. Adams presented to Council the Final Plat for Deer Ridge Crossing Plat No. 03.

 

Motion by Council Member Bailey, seconded by Council Member Williams, to approve Resolution No. 02-42, a Resolution approving the Final Plat for Deer Ridge Crossing Plat No. 03.  Roll Call:  Bailey-Yes, Williams-Yes, Thomas-Yes, Cordes-Yes, Valentine-Yes.  Motion carried.

Chief Neil Schultz presented to Council an Addendum to the Law Enforcement Services Agreement between the City of Bondurant, Polk County, Iowa and Polk County, Iowa.  The Addendum represents an increase from 92 to 98 hours per week, effective July 01, 2002 through June 30, 2003.

 

Motion by Council Member Valentine, seconded by Council Member Cordes, to approve Resolution No. 02-43, a Resolution approving the Addendum to the Law Enforcement Service Agreement.  Roll Call: Valentine-Yes, Cordes-Yes, Bailey-Yes, Williams-Yes, Thomas-Yes.  Motion carried.

 

Mr. Robert Goldhammer, CEM, presented to Council a Certificate of Recognition for the City of Bondurant Multi-Hazard Mitigation Plan.

 

Motion made by Council Member Bailey, seconded by Council Member Valentine, to close the regular City Council meeting and open Public Hearing to Consider the Sale of Real Estate Property to certain individuals who submitted the highest offers for the purchase of certain Real Estate Property owned by the City of Bondurant, Polk County, Iowa.  Roll Call:  Bailey-Yes, Valentine-Yes, Williams-Yes, Thomas-Yes, Cordes-Yes.  Motion carried.  City Administrator Carlyle reported no written or verbal comments were received by his office.  No verbal comments were received during the public hearing.  Motion made by Council Member Cordes, seconded by Council Member Valentine, to close Public Hearing and open the regular City Council meeting.  Roll Call:  Cordes-Yes, Valentine-Yes, Bailey-Yes, Williams-Yes, Thomas-Yes. Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Thomas, to approve Resolution No. 02-44, a Resolution approving a Quit Claim Deed for the East 60 Feet of Lots 8 and 9, Block 5, now included in and forming a part of the City of Bondurant, Polk County, Iowa, to Susan J. Ugulini.  Roll Call:  Cordes-Yes, Thomas-Yes, Bailey-Yes, Williams-Yes, Valentine-Yes.  Motion carried.

 

Motion made by Council Member Thomas, seconded by Council Member Bailey, to approve Resolution No. 02-45, a Resolution approving a Quit Claim Deed for an area excluding the West 72 Feet of Lot 10, Block 5, now included in and forming a part of the City of Bondurant, Polk County, Iowa, to Jackie Kinney.  Roll Call:  Thomas-Yes, Bailey-Yes, Williams-Yes, Cordes-Yes, Valentine-Yes.  Motion carried.

 

Motion made by Council Member Williams, seconded by Council Member Thomas, to approve Resolution No. 02-46, a Resolution approving a Quit Claim Deed for the East 20 Feet of Lots 11 and 12, Block 5, now included in and forming a part of the City of Bondurant, Polk County, Iowa, to Carrol Uitermarkt.  Roll Call:  Williams-Yes, Thomas-Yes, Bailey-Yes, Cordes-Yes, Valentine-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Thomas, to suspend the first and second reading of Ordinance No. 02-202, and to approve Ordinance No. 02-202, an Ordinance amending the Code of Ordinances of the City of Bondurant, Polk County, Iowa, by Amending Provisions pertaining to Parking Where Prohibited in the City of Bondurant, Polk County, Iowa.  Roll Call:  Bailey-Yes, Thomas-Yes, Williams-Yes, Cordes-Yes, Valentine-Yes.  Motion carried.

Motion by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 02-37, a Resolution approving the Des Moines Area Metropolitan Planning Organization’s Fiscal year 2003 Unified Planning Work Program and Budget, for the period July 01, 2002 through June 30, 2003.

Roll Call:  Bailey-Yes, Cordes-Yes, Williams-Yes, Thomas-Yes, Valentine-Yes.  Motion carried.

 

Motion by Council Member Williams, seconded by Council Member Valentine, to approve Resolution No. 02-38, a Resolution approving the appointment of Mr. Chad Pohlmeier, 606 Grant Street, South, to the Bondurant Planning and Zoning Commission.  Roll Call:  Williams-Yes, Valentine-Yes, Bailey-Yes, Thomas-Yes, Cordes-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Valentine, to approve Resolution No. 02-39, a Resolution approving the Grant Application to the Federal Emergency Management Agency.  Roll Call:  Bailey-Yes, Valentine-Yes, Williams-Yes, Thomas-Yes, Cordes-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Williams, to approve Resolution No. 02-40, a Resolution approving the Grant Application to Project Mainstreet – KCCI News Channel 8.  Roll Call:  Cordes-Yes, Williams-Yes, Bailey-Yes, Thomas-Yes, Valentine-Yes.  Motion carried.

 

Motion by Council Member Cordes, seconded by Council Member Thomas, to approve Resolution No. 02-41, a Resolution approving the Joint Public Service Agreement between the City of Bondurant, Polk County, Iowa, and Polk County Board of Supervisors, Polk County, Iowa, relating to the routine and major maintenance responsibilities, including but not limited to construction, reconstruction, and repairs on Northeast 72nd Street / Grant Street, North / South.  Roll Call:  Cordes-Yes, Thomas-Yes, Bailey-Yes, Williams-Yes, Valentine-Yes.  Motion carried.

ü      Requested direction from Council concerning communication from the City of Clive.

ü      Highlighted the locations of the sirens.

ü      Gave an overview of the meter change out program.

¨      Council Member Williams –Suggested moving the flashing yellow school sign to the south.

¨      Council Member Bailey – No Comment.

¨      Council Member Thomas – No Comment.

¨      Council Member Cordes –Inquired to the status of moving the 55 mph speed sign on U.S. Highway 65 to the south.

¨      Council Member Valentine No Comment.
