Meeting No. 02-06

 

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 04th day of March, 2002, at 7:00 p.m.

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Legacy Bank on March 01, 2002.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor Ihde called the meeting to order at 7:00 p.m.  Roll call was taken and a quorum was declared.

 

Mayor Ihde informed Council that the 6:00 p.m. start time on the Agenda was incorrect and should be

7:00 p.m.

 

Motion made by Council Member Cordes, seconded by Council Member Thomas, to approve the agenda, as amended.  Roll call:  Ayes:  5.  Nays:  0.  Motion carried.

 

Residents Raymond Sauer, 515 – 10th Court, Southeast, Linda Wunn, 105 Lincoln Street, Southeast, Carla Wallace, 7557 Northeast 108th Place, Bondurant and Russell Ragan, 107 – 10th Street, Southeast, Altoona, all had questions and concerns regarding the intersection of U.S. Highway 65 and Iowa Highway 945.  Questions and concerns included:  is Council trying to get a controlled intersection, current placement of 55 mph speed limit sign, dim lighting, flashing beacons too close to intersection, new development in area, could there be something in the Bondurant City Connection regarding status. 

Mayor Ihde stated that we are in the process of a six-month design phase, which should be complete by April, 2002.  After design is completed the goal is to phase in a traffic signal.  He urged everyone to write to the IDOT and Legislators about their concerns.

 

Motion made by Council Member Bailey, seconded by Council Member Thomas, to approve the consent items consisting of the City Council Minutes of February 18, 2002, Des Moines Area MPO Minutes of January 17, 2002, Council Roundtable Minutes of January 16, 2002, Metro Waste Authority Minutes of January 23, 2002, the Claims Report, and Tax Abatement Applications for Kris Klinker and Michell Klinker-Feld, 90 Grant Street, North and Machelle Godwin, 206 – 7th Court, Southeast, Bondurant, Polk County, Iowa.

Mayor Ihde introduced new Deputy City Clerk Sandra Rhodes to the Council.

 

Polk County Sheriff’s Department Representative Lt. Jorgenson gave an update to Council regarding activity for the month of January.

 

Motion by Council Member Williams, seconded by Council Member Cordes, to close the regular City Council Meeting and open Public Hearing pertaining to City of Bondurant Municipal Budget for Fiscal Year Ending June 30, 2003.  Roll Call:  Williams-Yes, Cordes-Yes, Bailey-Yes, Thomas-Yes, and Valentine-Yes.  Motion carried.

 

The Mayor asked the audience for comments.  No comments were received.  City Administrator Carlyle stated that his Office had received no written or verbal communication.

 

Motion by Council Member Valentine, seconded by Council Member Bailey, to close Public Hearing and open the regular City Council Meeting.  Roll Call:  Valentine-Yes, Bailey-Yes, Williams-Yes, Thomas-Yes, and Cordes-Yes.  Motion carried.

 

Motion by Council Member Williams, seconded by Council Member Cordes, to approve Resolution No. 02-28, a Resolution approving 2003 Fiscal Year Municipal Budget for the City of Bondurant, Polk County, Iowa.  Roll Call:  Williams-Yes, Cordes-Yes, Bailey-Yes, Thomas-Yes, and Valentine-Yes.  Motion carried. 

 

Motion by Council Member Cordes, seconded by Council Member Valentine, to approve Resolution No. 02-25, a Resolution authorizing the Mayor to attend the Greater Des Moines Partnership’s annual Washington, D.C. Trip.  Roll Call:  Cordes-Yes, Valentine-Yes, Bailey-Yes, Williams-Yes, and Thomas-Yes.  Motion carried.

 

Motion by Council Member Bailey, seconded by Council Member Thomas, to approve Resolution No. 02-26, a Resolution establishing the time for the Regular Meetings of the Bondurant City Council as 6:00 p.m., effective April 01, 2002.  Roll Call:  Bailey-Yes, Thomas-Yes, Williams-Yes, Cordes-Yes, and Valentine-Yes.  Motion carried.

 

Motion by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 02-27, a Resolution establishing the Fee(s) for the Purchase of a Plot in the Bondurant Municipal Cemetery.  Roll Call:  Bailey-Yes, Cordes-Yes, Williams-Yes, Thomas-Yes, and Valentine-Yes.  Motion carried.

 

Motion by Council Member Cordes, seconded by Council Member Thomas, to approve Resolution No. 02-29, a Resolution setting forth the City’s proposal to sell certain Real Estate formerly used by the City for the City Water Tower and Appurtinent Facilities.  Roll Call:  Cordes-Yes, Thomas-Yes, Bailey-Yes, Williams-Yes, and Valentine-Yes.  Motion carried.

ü      Applauded City Staff regarding the recent snow removal.

ü      Welcomed new Deputy City Clerk Sandra Rhodes to staff.

Motion by Council Member Bailey, seconded by Council Member Thomas, to adjourn said meeting at 8:14 p.m.  Ayes: 5  Nays: 0.  Motion carried
