Meeting No. 02-04
A regular meeting of the City Council of the City of
Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant
City Center on the 04th day of February, 2002, at 6:00 p.m.

Notice of the meeting was posted at the Bondurant City
Center, Ampride Store, Casey’s General Store, and Legacy Bank on February 01,
2002. All proceedings hereafter shown
were taken while the convened meeting was open to the public.
Mayor Ihde called the meeting to order at 6:01 p.m. Roll call was taken and a quorum was
declared.
Motion made by Council Member Williams, seconded by Council
Member Bailey to approve the agenda as presented. Roll call: Williams-Yes,
Bailey-Yes, Thomas-Yes, Cordes-Yes, Valentine-Yes. Motion carried.
City Administrator Carlyle gave an overview of the proposed Municipal FY 2002 / 2003 budget for the City of Bondurant.
Motion made by Council Member Cordes, seconded by Council
Member Williams, to set a public hearing date of March 04, 2002, to consider
the adoption the City of Bondurant FY 2002 / 2003 budget. Roll Call:
Cordes-Yes, Williams-Yes, Bailey-Yes, Thomas-Yes, Valentine-Yes. Motion carried.
Motion made by Council Member Cordes, seconded by Council
Member Valentine, to approve the consent items consisting of the City Council
Minutes of January 21, 2002, Metro Waste Authority Minutes of December 19,
2001, the Claims Report and Tax Abatement Application for First General, Inc.,
408 – 410 Second Street, Southeast, Bondurant, Polk County, Iowa. Roll Call:
Cordes-Yes, Valentine-Yes, Bailey-Yes, Williams-Yes, Thomas-Yes. Motion carried.
Mayor Ihde called a recess from 7:05 p.m. to 7:17 p.m.
Motion by Council Member Williams, seconded by Council Member Cordes, to close the regular City Council meeting and open Public Hearing pertaining to the disposal of properties owned by the City of

Bondurant, Polk County, Iowa. Roll Call: Williams-Yes, Cordes-Yes, Bailey-Yes, Thomas-Yes, Valentine-Yes. Motion carried.
City Administrator Carlyle informed Council that the three required notices have been published and outlined the proposed manner and time frame for disposing of said properties.
Motion made by Council Member Cordes, seconded by Council Member Thomas, to close Public Hearing and open the regular City Council meeting. Roll Call: Cordes-Yes, Thomas-Yes, Bailey-Yes, Williams-Yes, Valentine-Yes. Motion carried.
Motion by Council Member Thomas, seconded by Council Member Valentine, instructing the City Administrator to accept sealed bids for the three separate properties until 4:00 p.m. on February 27, 2002. The bids will be awarded by the City Council on March 04, 2002. Bid Forms will be available at the Bondurant City Center by week end. Roll Call: Thomas-Yes, Valentine-Yes, Bailey-Yes, Williams-Yes, Cordes-Yes. Motion carried.
Motion by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 02-14, a Resolution approving the Customer Contract between the City of Bondurant, Polk County, Iowa and Iowa Services, Inc., pertaining to street sweeping. Roll Call: Bailey-Yes, Cordes-Yes, William-Yes, Thomas-Yes, Valentine-Yes. Motion carried.
Motion by Council Member Cordes, seconded by Council Member Williams, to approve Resolution No. 02-16, a Resolution authorizing City Administrator Carlyle to terminate a Cash Farm Lease between the City of Bondurant and Friedrickson Farms, Inc. Termination notice to be sent prior to September 01, 2002. Roll Call: Cordes-Yes, Williams-Yes, Bailey-Yes, Thomas-Yes, Valentine-Yes. Motion carried.
Motion by Council Member Bailey, seconded by Council Member Williams, to approve Resolution No. 02-17, a Resolution authorizing the Substitution and Appointment of First American Bank as Successor Paying Agent, Transfer Agent and Registrar for Certain Outstanding Bonds and Approving and Authorizing the Execution of a Pay Agent, Transfer Agent and Registrar Agreement with First American
