Meeting No. 02-03

 

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 21st day of January, 2002, at 7:00 p.m.

Absent:               City Attorney Steven P. Brick

 

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Legacy Bank on January 18, 2002.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor Ihde called the meeting to order at 7:00 p.m.  Roll call was taken and a quorum was declared.

 

Mayor Ihde asked that item 7a be added to the agenda and that said item will be defined as the Bondurant Fire Association donation presentation to the Bondurant Volunteer Fire Department.  Motion made by Council Member Valentine, seconded by Council Member Cordes, to approve the agenda as amended.  Roll call:  Ayes:  5.   Nays:  0.   Motion carried.

 

Motion made by Council Member Thomas, seconded by Council Member Valentine, to approve the consent items consisting of the City Council Minutes of January 07, 2002, Polk County Aviation Authority Minutes of December 06, 2001, Council Roundtable Minutes of December 19, 2001, Des Moines Area MPO Minutes of December 20, 2001, the Claims Report, Financial Reports, and Tax Abatement Applications for Adam N. Jacobs, 415 – 2nd Street, Southeast; Dig America, Inc., 400 Prairie Drive, Southwest; Radiant Wall Design/Orchard Coating, 1000 Second Street, Northeast, Bondurant, Polk County, Iowa.  Roll Call:  Thomas-Yes, Valentine-Yes, Bailey-Yes, Williams-Yes, Cordes-Yes.  Motion carried.

 

Polk County Sheriff’s Department Representative had nothing to report.  City Administrator Carlyle directed Council to the Polk County Sheriff’s Activity Summary for the month of December, 2001.

 

Mayor Ihde presented Bondurant Fire Chief Brian Poffenberger with a donation check from Mid-American Energy in the amount of $250.00.

 

Bondurant Fire Association President Dave Higgins, presented Bondurant Fire Chief Brian Poffenberger with an automatic, multi purpose blood pressure pulse-ox monitoring device.

Yard Waste Disposal Citizen Advisory Committee Chair Mike Harwood gave a presentation to the Council of the Committee’s recommendation related to Yard Waste Disposal.  The presentation included the Membership Roster, Meeting Dates and Agendas, Mission Statement, Goals and Objectives, Burning Complaints, Other City Ordinances, Resident Survey and Committee Recommendations.

 

Motion made by Council Member Bailey, seconded by Council Member Valentine,  to waive the first and second reading of Ordinance No. 02-200, and to approve Ordinance No. 02-200, an Ordinance amending the Code of Ordinances of the City of Bondurant, Polk County, Iowa, 1996, Chapter 24, pertaining to parking – where prohibited within the Corporate Limits of the City of Bondurant, Polk County, Iowa, as the third and final reading.  Roll Call:  Bailey-Yes, Valentine-Yes, Williams-Yes, Thomas-Yes, Cordes-Yes.  Motion carried.

 

Motion by Council Member Cordes, seconded by Council Member Williams, to approve Resolution No. 02-12, a Resolution approving the various representatives to Wastewater Reclamation Authority for calendar year 2002.  Roll Call:  Cordes-Yes, Williams-Yes, Bailey-Yes, Thomas-Yes, Valentine-Yes.  Motion carried.

 

Mayor Ihde gave an overview to the Council regarding the financial commitment of the City of Bondurant supporting the Iowa Events Center, beginning fiscal year 2003 / 2004.

 

Motion by Council Member Williams, seconded by Council Member Cordes, to approve Resolution No. 02-13, a Resolution approving the Agreement between the City of Bondurant, Polk County, Iowa and Polk County, Iowa, pertaining to the City Grant for the Iowa Events Center.  Roll Call:  Williams-Yes, Cordes-Yes, Bailey-Yes, Thomas-Yes, Valentine-Yes.  Motion carried.

 

The following item(s) were discussed as part of Mayor Ihde’s comments:

 

·        Announced beginning of city code re-codification meetings.

·        Informed Council of procedure regarding the sale of city property and the public hearing date of February 04, 2002.  Guidelines will be set and announced but bids will not be taken at that meeting.

·        Informed Council that the resident chosen to represent the City on the City/County Charter Commission has resigned his seat on another County Board in order to participate in the Charter Commission.

 

The following item(s) were discussed as part of City Administrator Carlyle’s comments:

 

ü      Referenced communication from Polk County Public Works Department regarding Design Services for the Proposed Traffic Signalization at the Intersection of U.S. Highway 65 and IA Highway 945.

ü      Informed Council that U.S. Highway 65 will receive asphalt widening and resurfacing in July, 2002.

ü      Highlighted the Bondurant-Farrar Scholarship Foundation.

ü      Referenced communication from the Bradshaw Law Firm.  

ü      Referenced communication from Barbara Birchmier regarding the fence project at the City Park.

ü      Referenced appreciation note to the Bondurant Fire Department from Ron Friedrickson.

ü      Referenced the In Touch Magazine from MPO.
