Meeting No. 02-02
A regular meeting of the City Council of the City of
Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant
City Center on the 07th day of January 2002, at 7:00 p.m.

Notice of the meeting was posted at the Bondurant City
Center, Ampride Store, Casey’s General Store, and Legacy Bank on January 04,
2002. All proceedings hereafter shown
were taken while the convened meeting was open to the public.
Mayor Ihde called the meeting to order at 7:00 p.m. Roll call was taken and a quorum was
declared.
Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve the agenda as presented. Roll call: Ayes: 5. Nays: 0. Motion carried.
Resident Mike Adams, Sr., 94 Grant Street, North, inquired as to when flashing lights would be installed on the Advisory Speed signs on U.S. Highway 65 and Iowa Highway 945. Mayor Ihde stated that work is currently being done to connect the electricity extending from the streetlights.
Council Member Bailey questioned the significance of the advisory speed signs and possible enforcement of speed signs on U.S. Highway 65 and Iowa Highway 945.
Motion made by Council Member Cordes, seconded by Council Member Thomas, to approve the consent items consisting of the City Council Minutes of December 17, 2001 and January 02, 2002, Eastern Polk Regional Development Minutes of November 08, 2001, WRA Management Agency Minutes of October 16, 2001, Des Moines Area MPO Minutes of November 15, 2001, the Claims Report, and Tax Abatement Applications for David L. Jones, 123 Paine Street, Southeast, Dan Sommers, 103 – 5th Street, Southeast, Bert S. and Jennifer S. Keeler, 601 Brick Street, Southeast, Bondurant, Polk County, Iowa. Roll Call: Cordes-Yes, Thomas-Yes, Bailey-Yes, Williams-Yes, Valentine-Yes. Motion carried.
Polk County Sheriff’s Department Representative gave an overview of the recent monthly activity. The overview included accidents, vandalism, speed control on U.S. Highway 65 and information on Crime

Stopper’s contacts. City Administrator Carlyle directed the Council to the Polk County Sheriff’s Activity Summary for the month of November 2001.
Bondurant Community Library Director Mary Lynn Carvour introduced Martha Carvour who gave a presentation to the Council regarding the Library Progress Report and City Council Proposal for FY 2002 / 2003 Budget.
The presentation included an Introduction, Statistics Report, Patron Traffic and Circulation, Open Access Use and BCL Circulation, Summer Statistics, Technology Use and Upgrades, Staff and Salary and Proposal Summary.
Motion by Council Member Valentine, seconded by Council Member Cordes, to approve Resolution No. 02-02, a Resolution appointing Jack Newell as the City of Bondurant’s Member to the City-County Consolidation Charter Commission. Roll Call: Valentine-Yes, Cordes-Yes, Bailey-Yes, Williams-Yes, Thomas-Yes. Motion carried.
City Auditor Stanley E. Siebke, C.P.A. gave an overview of the Financial Statements and Supplemental Data, for the Fiscal Year ending June 30, 2001.
Motion by Council Member Bailey, seconded by Council Member Valentine, to approve Resolution No. 02-03, a Resolution accepting the Financial Statements and Supplementary Data, for the Fiscal Year ending June 30, 2001. Roll Call: Bailey-Yes, Valentine-Yes, Williams-Yes, Thomas-Yes, Cordes-Yes. Motion carried.
Motion by Council Member Williams, seconded by Council Member Cordes, to approve Resolution No. 02-04, a Resolution approving the appointments to the various City of Bondurant Offices, Boards and/or Commissions. Roll Call: Williams-Yes, Cordes-Yes, Bailey-Yes, Thomas-Yes, Valentine-Yes. Motion carried.
Motion by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 02-05, a Resolution designating Altoona Herald – Mitchellville Index, Des Moines Register and Press Citizen as the official newspapers of record for the City of Bondurant, Polk County, Iowa, for the calendar year of 2002. Roll Call: Bailey-Yes, Cordes-Yes, Williams-Yes, Thomas-Yes, Valentine-Yes. Motion carried
Motion by Council Member Williams, seconded by Council Member Cordes, to approve Resolution No. 02-06, a Resolution approving Legacy Bank, IPAIT, Wells Fargo Bank and U.S. Bank as the official depositories for the City of Bondurant. Roll Call: Williams-Yes, Cordes-Yes, Bailey-Yes, Thomas-Yes, Valentine-Yes. Motion carried.
Motion by Council Member Williams, seconded by Council Member Thomas, to approve Resolution No. 02-07, a Resolution approving the annual payment in the amount of $3,692.00 to Eastern Polk Regional Development, Inc. Bondurant Fire Chief Brian Poffenberger gave an overview to Council regarding the Fire Department’s activity for calendar year 2001. The overview included: average time of calls, staff hours by activity code, years of service, average staff hours by activity type, call location, length of calls, and age / gender of patients.
