NOTICE IS HEREBY GIVEN that a Regular Meeting of the City Council will be held at 7:00 p.m. on Monday, December 17, 2001, in the Bondurant City Center at 200 Second Street, Northeast, Bondurant, Polk County, Iowa.  Said meeting is open and the public is encouraged to attend.

Meeting No. 01-26

 

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 17th day of December 2001, at 7:00 p.m.

 

Present:                Mayor Allen G. Ihde

                              Council Member Terry F. Thomas

                              Council Member James M. Valentine

                              Council Member David O. Williams

                              Council Member Michele R. Bailey

                                       Council Member Bruce N. Cordes

                             City Attorney Steven P. Brick

                              City Administrator Darrel Steven Carlyle

                              Deputy City Clerk Karen S. Meek

 

Absent:                 Administrative / Utility Clerk Michelle Wells

 

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Legacy Bank on December 14, 2001.  All proceedings hereafter shown were taken while the convened meeting was open to the public.

 

Mayor Ihde called the meeting to order at 7:00 p.m.  Roll call was taken and a quorum was declared.

 

Motion made by Council Member Valentine, seconded by Council Member Bailey, to approve the agenda as presented.  Roll call:  Ayes:  5.   Nays:  0.   Motion carried.

 

Motion made by Council Member Williams, seconded by Council Member Thomas, to approve the consent items consisting of the City Council Minutes of December 03, 2001, Polk County Aviation Authority Minutes of November 08, 2001, the Claims Report and Financial Reports, and Tax Abatement Applications for Laura and Mike Adams, 303 Crossing Court, Northwest and Rollie and Melanie Weston, 305 Deer Ridge Drive, Northwest, Bondurant, Polk County, Iowa.  Roll Call:  Williams-Yes, Thomas-Yes, Bailey-Yes, Cordes-Yes, Valentine-Yes.  Motion carried.

 

Polk County Sheriff’s Representative Lt. Jorgenson gave an overview of the recent activity in the City of Bondurant.   The overview included:  number of vehicle violation citations, thefts, and vandalism.  City Administrator Carlyle asked the Polk County Sheriff’s Department to coordinate an effort with the Iowa Department of Transportation to obtain a speed trailer for those areas still showing a high number of infractions.

 

City Attorney Brick administrated the oath of office to Mayor Ihde.  Mayor Ihde administrated the oath of office of Council Member to Council Member Bailey and Council Member Valentine.

Motion made by Council Member Bailey, seconded by Council Member Valentine, to suspend the second reading of Ordinance No. 01-206 and to approve Ordinance No. 01-206, an Ordinance amending the Code of Ordinances of the City of Bondurant, Polk County, Iowa, 1996, Chapter 62, pertaining to establishing motor vehicle noise levels and restricting the use of engine brakes and compression brakes within the Corporate Limits of the City of Bondurant, Polk County, Iowa, as the third and final reading.  Roll Call: Bailey-Yes, Valentine-Yes, Cordes-Yes, Thomas-Yes, Williams-Yes.  Motion carried.

 

Mayor Ihde gave an overview regarding a City/County consolidated alternative form of county government and City of Bondurant participation to study establishing an alternative form of consolidated government.  The overview included:  information from the Metro Advisory Group and City of Des Moines Mayor Daniels, consequences of the City of Bondurant participating in the study commission, final plan deadline to the Polk County Supervisors, the election ballot items that might be presented at the November 2002 election, number of study commission members per community based on population, the City of Bondurant can choose not to participate in the study commission and still choose to merge with the Des Moines/Polk County alternative county government after the study commission dissolves, and advantages of keeping in touch with legislators for updates of direction of study commission.

 

Council Members comments and concerns regarding the City/County consolidated alternative form of county government and the impact on the City of Bondurant included: electing to participate in study commission commits the City of Bondurant to be on the ballot for election in November 2002, study commission members, deadline for the proposed plan to the Polk County Board of Supervisors, determining the number of commission members from each community, ability for the community to grow through annexation, and affect on unincorporated areas.

 

Motion by Council Member Bailey, seconded by Council Member Valentine, to approve Resolution No. 01-126, a Resolution against participation in the Charter Commission established to study a City/County consolidated alternate form of County Government.  Roll Call:  Bailey-Yes, Valentine-Yes, Cordes-Yes, Thomas-Yes, Williams-Yes.  Motion carried.

 

Motion by Council Member Williams, seconded by Council Member Bailey, to approve Resolution No. 01-127, a Resolution approving the mileage rate for City Employees.  Roll Call:  Williams-Yes, Bailey-Yes, Valentine-Yes, Cordes-Yes, Thomas-Yes.  Motion carried.

 

The following item(s) were discussed as part of City Attorney Brick’s comments:

 

·        Informed Council of analysis of City of Bondurant controlling the citation administrative fees.

·        Updated Council on H. Dean Courtney case.

 

The following item(s) were discussed as part of Mayor Ihde’s comments:

 

·        Gave Council an overview of the report on joint purchasing for Des Moines Metropolitan Area Governments.

·        Informed Council of property owner interest in purchasing vacant lot once occupied by the water tower.

·        Referenced support letters from other Des Moines area local governments to Iowa Department of Transportation regarding intersection at U.S. Highway 65 and Iowa Highway 945.

·        Updated Council on the activities of the Yard Waste Committee.

·        Announced to Council special joint meeting with the Bondurant Library Board on January 03, 2002.

·        Updated Council on a meeting with the Iowa Department of Transportation and the Bondurant Fire Department regarding the intersection at U.S. Highway 65 and Iowa Highway 945.

·        Updated Council on signage installed at the intersection of U.S. Highway 65 and Iowa Highway 945 and the future installation of signalization.

 

¨       Northeast is related to the Drainage District 30.

 

Motion by Council Member Valentine, seconded by Council Member Thomas, to adjourn said meeting at 8:20 p.m.   Roll Call:  Ayes: 5.  Nays: 0.  Motion carried.
