Meeting No. 01-25
A regular meeting of the City Council of the City of
Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant
City Center on the 03rd day of December 2001, at 6:00 p.m.
Present: Mayor Allen G. Ihde
Council Member Terry F. Thomas
Council Member James M. Valentine

Notice of the meeting was posted at the Bondurant City
Center, Ampride Store, Casey’s General Store, and Legacy Bank on November 30,
2001. All proceedings hereafter shown
were taken while the convened meeting was open to the public.
Mayor Ihde called the meeting to order at 6:00 p.m. Roll call was taken and a quorum was
declared.
Motion made by Council Member Williams, seconded by Council Member Bailey, to approve the agenda as presented. Roll call: Ayes: 4. Nays: 0. Motion carried.
Motion made by Council Member Valentine, seconded by Council Member Thomas, to approve the consent items consisting of the City Council Minutes of November 19, 2001, Keep Central Iowa Beautiful Minutes of November 15, 2001, Metro Waste Authority Minutes of October 17, 2001 and the Claims Report. Roll Call: Valentine-Yes, Thomas-Yes, Bailey-Yes, Williams-Yes. Motion carried.
Polk County Sheriff’s Department Representative Randy Toby, informed the Council that there is a strong effort to control speed and other violations, along U.S. Highway 65, within the Bondurant corporate limits, and that they have issued numerous citations.
Motion by Council Member Valentine, seconded by Council Member Thomas, to approve the first reading of Ordinance No. 01-206, an Ordinance amending the Code of Ordinances of the City of Bondurant, Polk County, Iowa, 1996, Chapter 62, pertaining to establishing motor vehicle noise levels and restricting the use of engine brakes and compression brakes within the Corporate Limits of the City of Bondurant, Polk County, Iowa. Roll Call: Valentine-Yes, Thomas-Yes, Bailey-Yes, Williams-Yes. Motion carried. The next reading of said Ordinance is scheduled for December 17, 2001.

Motion by Council Member Bailey, seconded by Council Member Thomas, to approve Resolution No. 01-124, a Resolution approving Final Payment Request No. 05, in the amount of $32,114.44, payable to The Underground Company, Ltd. Roll Call: Bailey-Yes, Thomas-Yes, Williams-Yes, Valentine-Yes. Motion carried.
The following item(s) were discussed as part of Mayor Ihde’s comments:
· Assigned Council Members Cordes and Valentine to a committee to review the proposed Code of Ordinances and upon completion present it to Council for final codification.
· Informed Council that as the next step for traffic control at the intersection of U.S. Highway 65 and Iowa Highway 945, he signed a document that directs the Iowa Department of Transportation to install flashing beacons on top of four speed control signs that will say 45 MPH. Placement will be two signs each on the north and south side of IA Highway 945 on U. S. Highway 65. They will be placed 600 feet apart (plus or minus a few feet). Expected completion to be around December 24, 2001.
· Explained the Board of Commissions appointment communication.
The following item(s) were discussed as part of City Administrator
Carlyle’s comments:
ü Highlighted response from the Iowa Department of Transportation regarding City Administrator Carlyle’s request to change the proposed frontage road coming in from the Zeigler Development. The original plan showed a rural road without curb and gutter.
ü Referenced a list of proposed services to be provided by Stanley Consultants, Inc., regarding the signalization design for the intersection of U.S. Highway 65 and Iowa Highway 945.
ü Referenced communication from Donald and Joanne Nielson.
ü Informed Council of a meeting with the Iowa Department of Transportation and the Bondurant Fire Department on December 13, 2001, at the fire station.

comments:

Council Member Bailey – Stated that the stop sign at
the corner of 2nd Street, Southwest and Garfield Street, Southwest, should
either be removed or re-covered.

Council Member Valentine – Asked whose responsibility
it is to provide street directional signs at Chateau at Wolf Creek.
Bondurant Fire Chief Brian Poffenberger asked if the fire hydrants at Chateau at Wolf Creek were live and if the homes can be occupied if they are not.
