Meeting No. 01-20
A regular meeting of the City Council of the City of
Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant
City Center on the 17th day of September, 2001, at 7:00 p.m.

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store,
Farmers Savings Bank on September 14, 2001. All proceedings hereafter shown were taken while the convened meeting was open to the public.
Mayor Ihde called the meeting to order at 7:00 p.m. Roll call was taken and a quorum was
declared.
Motion made by Council Member Williams, seconded by Council Member Bailey, to approve the agenda as presented. Roll call: Ayes: 5 Nays: 0. Motion carried.
Mr. Larry Thomsen, 404 Grant Street, North, addressed the Council regarding the status of open-burning. Mayor Ihde informed him that said matter was still being reviewed by a sub-committee and encouraged Mr. Thomsen to speak with any of the sub-committee members.
Motion made by Council Member Thomas, seconded by Council Member Cordes, to approve the consent items consisting of the City Council Minutes of September 04, 2001, Eastern Polk Regional Development, Inc. Minutes of August 09, 2001, Polk County Aviation Authority Minutes of August 09, 2001, Park and Recreation Board Minutes of August 30, 2001, the Claims Report and Financial Reports, and Tax Abatement Applications for Keith and Jody Barnett, 300 Deer Ridge Drive, Northwest; Bondurant Mini-Storage, 411 Brick Street, Southeast; Thomas J. Carroll, 310 Second Street, Northwest, Bondurant, Polk County, Iowa. Roll Call: Thomas-Yes, Cordes-Yes, Bailey-Yes, Williams-Yes, Valentine-Yes. Motion carried.
Polk County Sheriff’s Department Representative Lt. Jorgenson informed the City Council that the Department is now working with the Iowa Department of Transportation on securing a speed indicator device.
At the request of City Administrator Carlyle, Mayor Ihde asked that agenda item No. 13 be considered at this time.

City Administrator Carlyle presented (2) Proposals for Service relating to the 10th and 11th Court, Southeast Foot Drain Collector Line. Recommendation was make to award the project to C. E. Contracting LTD of Iowa of Hampton, Iowa, at a cost of $7,275.00. Discussion was held on the subject matter. Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 01-103, a Resolution approving the Proposal for Services from C. E. Contracting LTD of Iowa, relating to the 10th and 11th Court, Southeast Foot Drain Collector Line Project, as present and subject to the City Administrator discretion to enter into agreement with contractor, after he converses with the various property owners along 10th and 11th Court, Southeast. Roll Call: Bailey-Yes, Cordes-Yes, Williams-Yes, Valentine-Yes, Thomas-Yes. Motion carried.
Motion made by Council Member Williams, seconded by Council Member Valentine, to approve Resolution No. 01-97, a Resolution approving a Joint Public Service Agreement between the City of Bondurant and Polk County, relating to maintenance of certain roadways. Roll Call: Williams-Yes, Valentine-Yes, Bailey-Yes, Thomas-Yes, Cordes-Yes. Motion carried.
Motion by Council Member Cordes, seconded by Council Member Valentine, to approve Resolution No. 01-98, a Resolution declaring “Beggars Night” within the corporate limits of the City of Bondurant on October 30, 2001. Roll Call: Cordes-Yes, Valentine-Yes, Bailey-Yes, Thomas-Yes, Williams-Yes. Motion carried.
Motion by Council Member Valentine, seconded by Council Member Thomas, to approve Resolution No. 01-99, a Resolution approving Progressive Payment Request No. 01, in the amount of $92,661.10, relating to the 2001 Sanitary Sewer Around Anderson Elementary School. · Highlighted written communication from Polk County Drainage District No. 30 Administrator Carlyle pertaining to a Drainage District meeting scheduled for October 01, 2001.
· Referenced communication included in the Council Packets addressed to Mr. Gene Phillips, Chair of the Polk County Board of Supervisors, pertaining to the proposed re-districting of Polk County.

Carlyle’s comments:
ü Highlighted the August, 2001 – Bondurant Fire Department Monthly Report.
ü Reported that the scheduled meeting with Congressmen Oberstar and Boswell had been postponed from today and will be rescheduled sometime in the future.
ü Advised the Council that the City will be exercising a siren testing tomorrow morning at 9:30 a.m..
ü Thanked the Council for the opportunity to attend the League of Cities annual conference in Waterloo this past week.
ü Informed the Council that a vendor has been secured for the televising of the sanitary sewer mains project.
