Meeting No. 01-18

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 20th day of August, 2001, at 7:00 p.m.

 

Present:                Mayor Allen G. Ihde

                              Council Member Bruce N. Cordes

                              Council Member Terry F. Thomas

                              Council Member Michele R. Bailey

                              Council Member James M. Valentine

                              Council Member David O. Williams

                             City Attorney Steven P. Brick

                              City Administrator Darrel Steven Carlyle

                              Deputy City Clerk Karen S. Meek

                              Administrative / Utility Clerk Michelle Wells

 

Absent:                 None

 

 

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Farmers Savings Bank on August 17, 2001.  All proceedings here after shown were taken while the convened special meeting was open to the public.

 

Mayor Ihde called the meeting to order at 7:00 p.m.  Roll call was taken and a quorum was declared. 

 

Motion made by Council Member Williams, seconded by Council Member Cordes, to approve the agenda as presented.  Roll Call: Williams-Yes, Cordes-Yes, Bailey-Yes, Thomas-Yes, Valentine-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Thomas, to approve the consent items consisting of the City Council Minutes of August 06, 2001, Metro Waste Authority Board Minutes of July 25, 2001, Polk County Aviation Authority Minutes of July 05, 2001, Des Moines Area MPO Minutes of July 19, 2001, Claims Report and Financial Reports.  Roll Call:  Bailey-Yes, Thomas-Yes, Cordes-Yes, Valentine-Yes, Williams-Yes.  Motion carried.

 

Polk County Sheriff’s Department Representative Lt. Jorgenson gave an overview to Council of the monthly activity.

 

City Administrator Carlyle informed the Council of the recent rate increase for recycling services

 

Motion by Council Member Williams, seconded by Council Member Valentine, to suspend the first and second reading of Ordinance No. 01-205 and to approve Ordinance No. 01-205, an Ordinance amending the Code of Ordinances of the City of Bondurant, Polk County, Iowa, 1996, Chapter 105, pertaining to Recycling within the Corporate Limits, by adding a New Section, Rate for Service, as the third and final reading.  Roll Call:  Williams-Yes, Valentine-Yes, Bailey-Yes, Cordes-Yes, Thomas-Yes.  Motion carried.

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve Resolution No. 01-89, a Resolution approving Change Order 05, relating to the 1st, 2nd, 3rd, 4th and Railroad Streets, Southeast Reconstruction Project.  Roll Call:  Cordes-Yes, Bailey-Yes, Thomas-Yes, Valentine-Yes, Williams-Yes.  Motion carried.

 

Motion by Council Member Thomas, seconded by Council Member Valentine, to approve Resolution No. 01-90, a Resolution establishing the first City Council Meeting for September as Tuesday, September 04, 2001, at 6:00 P.M.  Roll Call:  Thomas-Yes, Valentine-Yes, Bailey-Yes, Cordes-Yes, Williams-Yes.  Motion carried.

 

The following item(s) were discussed as part of City Attorney Brick’s comments:

 

·        Updated Council on H. Dean Courtney case.

·        Updated Council on Donald and/or Kathleen Burnett case.

 

The following item(s) were discussed as part of Mayor Ihde’s comments:

 

ü      Referenced Communication to the Polk County Board of Supervisors regarding a rezoning issue in the rural West Des Moines area.

ü      Reminded Council Members to refer residents with city related complaints to City Administrator Carlyle at the City Center.

 

The following item(s) were discussed as part of City Administrator Carlyle’s comments:

 

v     Informed Council of a private water service line located at the City Park.

v     Informed Council that Council Member David O. Williams has received a donation in the amount of $1,384.50 from Metro Waste Authority for Keep Bondurant Beautiful.  Referenced a “Thank You” note written to Thomas B. Hadden III, Executive Director of Metro Waste Authority for said donation.

v     Updated Council that a Watch for Children Playing sign will be erected on Brick Street, Southeast.

v     Presented the DNR Inspection Report for Bondurant’s Wastewater Treatment Facility.

v     Referenced Communication from Mediacom regarding their cable service acquisition from AT&T Broadband.

§         Council Member Bailey – Reported garbage being dumped on NE 62nd Avenue.
