Meeting No. 01-16

 

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 16th day of July, 2001, at 7:00 p.m.

Absent:                 None

 

 

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Farmers Savings Bank on July 13, 2001.  All proceedings here after shown were taken while the convened special meeting was open to the public.

 

Mayor Ihde called the meeting to order at 7:00 p.m.  Roll call was taken and a quorum was declared. 

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve the agenda as presented.  Roll Call: Cordes-Yes, Bailey-Yes, Valentine-Yes, Thomas-Yes, Williams-Yes.  Motion carried.

 

Motion made by Council Member Williams, seconded by Council Member Cordes, to approve the consent items consisting of the City Council Minutes of July 02, 2001, Polk County Aviation Authority Minutes of June 07, 2001, and the Claims Report.   Roll Call: Williams-Yes, Cordes-Yes, Valentine-Yes, Thomas-Yes, Bailey-Yes.  Motion carried.

 

Polk County Sheriff’s Department Representative Lt. Jorgenson gave an overview to Council of the monthly activity.

 

Bilbrey Insurance Representatives Ken and Val Bilbrey presented a donation of $500.00 to the City of Bondurant’s Park and Recreation Department to be used for the Playground Equipment Project.

 

Park and Recreation Chair Jan Hall gave an overview to the Council regarding the Playground Equipment Project and a presentation of a Grant Application to Prairie Meadows Racetrack and Casino.

 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 01-73, a Resolution approving the submittal of a Grant Application to  Prairie  Meadows  Racetrack

Fire Chief Brian Poffenberger and Fraser Transportation Services, LLC Representative Neil Fraser gave an overview of the Tiering Agreement between the City of Bondurant and Fraser Transportation Services, LLC.  The overview included:  fee schedule, billing, and response time.  Council Member Bailey requested Fraser adopt the city code for ambulance agreements.  Mr. Frazer agreed to do that.

 

Motion made by Council Member Valentine, seconded by Council Member Thomas, to approve Resolution No. 01-74, a Resolution approving the Tiering Agreement between the City of Bondurant, Polk County, Iowa and Fraser Transportation Services, LLC., as amended.  Roll Call: Valentine-Yes, Thomas-Yes, Cordes-Yes, Bailey-Yes, Williams-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Thomas, to approve Resolution No.  01-75, a Resolution approving the Des Moines Area Metropolitan Planning Organization Unified Planning Work Program and Budget for the Fiscal Year 2002.  Roll Call: Bailey-Yes, Thomas-Yes, Valentine-Yes, Cordes-Yes, Williams-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No.  01-76, a Resolution approving the Agreement for Maintenance and Repair of Primary Roads in Municipalities between the City of Bondurant, Polk County, Iowa and the Iowa Department of Transportation.  Roll Call: Bailey-Yes, Cordes-Yes, Valentine-Yes, Thomas-Yes, Williams-Yes.  Motion carried.

 

Motion made by Council Member Valentine, seconded by Council Member Thomas, to close regular City Council meeting and open public hearing pertaining to the City of Bondurant’s Municipal FY 2001/2002 Budget.  Roll Call: Valentine-Yes, Thomas-Yes, Cordes-Yes, Bailey-Yes, Williams-Yes.  Motion carried.  City Administrator Carlyle reported that no written or verbal comments have been received.  No verbal comments were received from the audience.  Motion made by Council Member Williams, seconded by Council Member Cordes, to close the public hearing and open the regular City Council meeting.  Roll Call: Williams-Yes, Cordes-Yes, Valentine-Yes, Bailey-Yes, Thomas-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Williams, to approve Resolution No. 01-77, a Resolution approving the FY 2001/2002 Municipal Budget for the City of Bondurant, Polk County, Iowa. Roll Call: Cordes-Yes, Williams-Yes, Thomas-Yes, Bailey-Yes, Valentine-Yes.  Motion carried.

 

Motion made by Council Member Valentine, seconded by Council Member Bailey, to approve Resolution No. 01-78, a Resolution approving the Application for Iowa Retail Cigarette Permit for Singh’s Self Service, 1111 Lincoln Street, Southeast, Bondurant. Roll Call: Valentine-Yes, Bailey-Yes, Thomas-Yes, Cordes-Yes, Williams-Yes.  Motion carried.

 

Motion made by Council Member Williams, seconded by Council Member Thomas, to approve Resolution No. 01-79, a Resolution approving the Progressive Payment Request No. 02, relating to  the

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 01-80, a Resolution approving Change Order No. 02, relating to the 2001 – 1st, 2nd, 3rd, 4th and Railroad Streets, Southeast Reconstruction Project.   Roll Call: Bailey-Yes, Cordes-Yes, Williams-Yes, Thomas-Yes, Valentine-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve Resolution No. 01-81, a Resolution approving Change Order No. 03, relating to the 2001 – 1st, 2nd, 3rd, 4th, and Railroad Streets, Southeast Reconstruction Project.  Roll Call: Cordes-Yes, Valentine-Yes, Bailey-Yes, Williams-Yes, Thomas-Yes.  Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Thomas, to approve Resolution No. 01-82, a Resolution approving the Supplement Agreement with Calhoun-Burns and Associates, Inc., to perform certain bridge inspections.  Roll Call: Bailey-Yes, Thomas-Yes, Williams-Yes, Cordes-Yes, Valentine-Yes.  Motion carried.

 

Fire Chief Poffenberger gave an overview of the Fire Department Equipment/Apparatus Purchase Project and presented to Council an application for a $10,000 Grant to Prairie Meadows Racetrack and Casino.  The grant would enable the Fire Department to purchase new equipment.

 

Motion made by Council Member Valentine, seconded by Council Member Thomas, to approve Resolution No. 01-83, a Resolution approving the submittal of a Grant Application to Prairie Meadows Racetrack and Casino.  Roll Call: Valentine-Yes, Thomas-Yes, Williams-Yes, Cordes-Yes, Bailey-Yes.  Motion carried.

·        Updated Council on H. Dean Courtney case

·        Updated Council on Donald and Kathleen Burnett case.

 

The following item(s) were discussed as part of Mayor Ihde’s comments:

 

ü      Gave an overview of the Yard Waste Committee Meetings.  The overview included:  looking at other alternatives to burning, assessing other community’s programs, and distributing a residential survey in the November Bondurant City Connection Newsletter.

 

The following item(s) were discussed as part of City Administrator Carlyle’s comments:

 

v      Informed Council Members that the City Engineer is looking into the drainage on 10th Court, Southeast, speed control signs on Second Street, Northwest, and parking on Main Street, Southeast between 2nd and 3rd Streets, Southeast and should have a response back by the August 6th Council Meeting.

v     Updated Council Members on the Street Construction Project.

v     Updated Council Members on the Fire Department’s Monthly Report.

v     Updated Council Members on the IMWCA Anniversary.

v     Informed Council Members of meter change-outs for Utility Billing Cycles 1 and 6.

§         Council Member Thomas – No comment.

§         Council Member Valentine – No comment.

§         Council Member Williams – Inquired if the bridge repairs on Northeast 62nd Avenue qualified for federal funding assistance.

§         Council Member Bailey – No comment.

§         Council Member Cordes – Requested an update on the bike trail meeting that was held on July 12th.

 

 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to adjourn said meeting at 8:00 p.m.  Roll call:  Ayes: 5.  Nays: 0.  Motion carried.
