Meeting No. 01-12

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 04th day of June, 2001, at 7:00 p.m.

                              Council Member Bruce N. Cordes

                              Council Member Terry F. Thomas

                              Council Member James M. Valentine

                              Council Member David O. Williams

                           City Administrator Darrel Steven Carlyle

Absent:                 Administrative/Utility Clerk Michelle Wells

 

 

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Farmers Savings Bank on June 02, 2001.  All proceedings here after shown were taken while the convened special meeting was open to the public.

 

Mayor Ihde called the meeting to order at 7:05 p.m.  Roll call was taken and a quorum was declared. 

 

Motion made by Council Member Williams, seconded by Council Member Valentine, to approve the agenda as presented.  Roll Call: Williams-Yes, Valentine-Yes, Cordes-Yes, Thomas-Yes, Bailey-Yes.  Motion carried.

 

Polk County Sheriff’s Department Representative Lt. Jorgenson gave an update to Council regarding their plans to cover the Summerfest celebration on June 27th and 28th.

 

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve the consent items consisting of the City Council Minutes of May 21, 2001, Planning and Zoning Commission Minutes of March 08, 2001 and April 26, 2001, Park and Park and Recreation Board Minutes of May 31, 2001, Tax Abatement Applications for Patricia Hormann, 305 Crossing Court, Northwest;  James A. and Lucy J. Tuttle, 202 Brick Street, Southeast;  David Van Arkel, 315 – 3rd Street, Northwest, Bondurant, Polk County, Iowa and the Claims Report.  Roll Call: Bailey-Yes, Cordes-Yes, Valentine-Yes, Thomas-Yes, Williams-Yes.  Motion carried.

 

Gjersvik & Associates Representative Eric Gjersvik presented to the Council the Site Plan for the Denning Development.  The presentation included:  the location, zoning, amount of land, proposed building use, description of the grounds, and entrance plans.  City Administrator Carlyle updated the Council regarding the Denning Development Site Plan:  the Site Plan has met all technical requirements and the Planning and Zoning Commission reviewed the Site Plan and made recommendation to Council for approval.  Motion made by Council Member Bailey, seconded by Council Member Valentine, to approve Resolution 01-58, a Resolution approving the Denning Development Site Plan.  Roll Call:  Bailey-Yes, Valentine-Yes, Cordes-Yes, Thomas-Yes, Williams-Yes.  Motion carried.

Motion made by Council Member Bailey, seconded by Council Member Williams, to approve Resolution 01-59, a Resolution approving the Agreement between the City of Bondurant, Polk County, Iowa and the Iowa Department of Transportation (IDOT), pertaining to the IDOT Agreement for Federal-Aid Highway Bridge Replacement and Rehabilitation Program Project.  Roll Call:  Bailey-Yes, Williams-Yes, Valentine-Yes, Cordes-Yes, Thomas-Yes.  Motion carried.

Mayor Ihde updated the Council on the Mid-Iowa Association of Local Governments Meeting to be held on June 13, 2001.

 

The following item(s) were discussed as part of Mayor Ihde’s comments:

 

ü      Asked Council Members for list of members for a Citizen Advisory Committee.

ü      Updated Council on the Metro Iowa Advisory Committee.

ü      Updated Council on the IDOT meeting with the City of Bondurant and the City of Altoona.

ü      Reviewed response to resident regarding the roadside ditch on Second Street, Northwest.

ü      Referenced communication from the MPO accepting the City of Bondurant as a voting memer.

ü      Referenced communication from ICAP crediting the City of Bondurant for low insurance claim activity.

ü      Updated Council Members on 1st, 2nd, 3rd, 4th, and Railroad Streets, Southeast Project.

 

The following item(s) were discussed as part of City Administrator Carlyle’s comments:

 

v     Referenced communication from IDOT regarding bridge deck overlay on Iowa Highway 945.

v     Referenced communication from Women’s Club regarding the use of the community room.

v     Referenced communication from City Attorney Brick regarding the terms of a development agreement with S. C. Stoner.

v     Informed Council the City has completed the staffing of seasonal workers.

v     Updated Council on schedule of ditch repairs on Second Street, Northwest.

v     Updated Council on Water Valve identification Project.

v     Informed Council of receiving weather radios for the city center, library, and soccer complex.

The following item(s) were discussed as part of Council Members’ comments:

 

§         Council Member Cordes – Asked Council to check out new basketball equipment at the City Park.

§         Council Member Valentine – Expressed concerns for speeding vehicles on Second Street, Northwest, City Staff responsibility for road sign weeds on Lincoln Street, Northeast and Lincoln Street, Southeast, and asked for an update on the Union 76 property.

§         Council Member Bailey – No comment.

§         Council Member Williams – Updated Council on the Metro Baseball Night and gave a name for the Yard Waste Disposal Committee.

§         Council Member Thomas – Asked current status of the Wolf Creek project.

 

Fire Chief Brian Poffenberger gave an update on resignation of the medical director, rural address marking, sharing services, radio communication concerns, and meeting with the Altoona Fire Department.

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to adjourn said meeting at 8:10 p.m.  Roll call: Ayes: 5.  Nays: 0.  Motion carried.
