NOTICE IS HEREBY GIVEN that a Regular Meeting of the City Council will be held at 7:00 p.m. on Monday, May 07, 2001, at the Bondurant City Center, 200 Second Street, Northeast, Bondurant, Polk County, Iowa.  Said meeting is open and the public is encouraged to attend.

Meeting No. 01-10

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 07th day of May, 2001, at 7:00 p.m.

 

Present:                Mayor Allen G. Ihde

                              Council Member Bruce N. Cordes

                              Council Member Terry F. Thomas

                              Council Member James M. Valentine

                              Council Member David O. Williams

                              City Administrator Darrel Steven Carlyle

                              Deputy City Clerk Karen S. Meek

                             

Absent:                 Council Member Michele R. Bailey

 

 

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Farmers Savings Bank on May 04, 2001.  All proceedings here after shown were taken while the convened special meeting was open to the public.

 

Mayor Ihde called the meeting to order at 7:00 p.m.  Roll call was taken and a quorum was declared. 

 

Motion made by Council Member Valentine, seconded by Council Member Cordes, to approve the agenda as presented.  Roll Call: Valentine-Yes, Cordes-Yes, Thomas-Yes, Williams-Yes.  Motion carried.

 

Dr. Roger Ohde, owner of record for lots located at 307 and 309 Second Street, Northwest, addressed the Council with concerns regarding the condition of driveways.   The Mayor advised Dr. Ohde that the City did not have water main construction in front of his lots and further stated the City has dialogued with the person responsible and will continue to monitor the situation until the problem is resolved. 

 

Motion made by Council Member Thomas, seconded by Council Member Cordes, to approve the consent items consisting of the City Council Minutes of April 16, 2001 and April 26, 2001, Tax Abatement Applications for Michael and Brenda Beer, 107 – 7th Court, Southeast, James and Jill Moland, 7234 Northeast 80th Street, and Jo Ellen Savage, 314 – 3rd Street, Northwest, Bondurant, Polk County, Iowa and the Claims Report.  Roll Call: Thomas-Yes, Cordes-Yes, Valentine-Yes, Williams-Yes.  Motion carried.

 

Polk County Sheriff’s department had nothing to report.  City Administrator Carlyle stated the City and Sheriff’s department will meet to discuss the speeding issues on Lincoln Street, Southeast.

 

Des Moines Area Metropolitan Planning Organization Executor Director Thomas J. Kane gave an overview of the organization.  The presentation included:  the Transportation Planning Alliance,  Governments within Planning area, organization federally mandated since the 1960’s, and the long range transportation plan.

Motion made by Council Member Williams, seconded by Council Member Cordes, to approve Resolution 01-47, a Resolution approving the membership in the MPO and authorizing the Mayor to execute all necessary documents.  Roll Call:  Williams-Yes, Cordes-Yes, Valentine-Yes, Thomas-Yes.  Motion carried.

 

Motion made by Council Member Valentine, seconded by Council Member Thomas, to close regular City Council meeting and open public hearing pertaining to Amending the City of Bondurant’s Municipal FY 2000/2001 Budget.  Roll Call: Valentine-Yes, Thomas-Yes, Cordes-Yes, Williams. Motion carried.  City Administrator Carlyle provided an overview of the amended budget to the Council.  City Administrator Carlyle reported that no written or verbal comments have been received.  Mayor Ihde asked for comments from the audience.  None were voiced.  Motion made by Council Member Valentine, seconded by Council Member Thomas, to close the public hearing and open the regular City Council meeting.  Roll Call: Valentine-Yes, Thomas-Yes, Cordes-Yes, Williams-Yes.  Motion carried.

 

Motion made by Council Member Thomas, seconded by Council Member Cordes, to approve Resolution No. 01-48, a Resolution approving the Amending the City of Bondurant, Polk County, Iowa Municipal FY 2000/2001 Budget.  Roll Call: Thomas-Yes, Cordes-Yes, Valentine-Yes, Williams-Yes.  Motion carried.

 

Motion made by Council Member Valentine, seconded by Council Member Williams, to approve Resolution No. 01-49, a Resolution approving the request by the Bondurant Men’s Club to seek a permit to conduct a supervised display of fireworks.  Roll Call:  Valentine-Yes, Williams-Yes, Cordes-Yes, Thomas-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Thomas, to approve Resolution No. 01-50, a Resolution approving the closure of certain streets within the City of Bondurant, Polk County, Iowa, for Summerfest, 2001.  Roll Call:  Cordes-Yes, Thomas-Yes, Valentine-Yes, Williams-Yes.  Motion carried.

 

Motion made by Council Member Williams, seconded by Council Member Valentine, to approve Resolution No. 01-51, a Resolution approving the Bid Proposal from Phillips Watertower Demolition.  Roll Call:  Williams-Yes, Valentine-Yes, Cordes-Yes, Thomas-Yes.  Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Thomas, to approve Resolution No. 01-52, a Resolution approving the AT&T Broadband/Mediacom Pledge.  Roll Call:  Cordes-Yes, Thomas-Yes, Valentine-Yes, Williams-Yes.  Motion carried.

 

Motion made by Council Member Valentine, seconded by Council Member Williams, to table Resolution No. 01-53, a Resolution approving the Temporary Construction Easement(s) relating to the 2001 – 1st, 2nd, 3rd, 4th, and Railroad Streets, Southeast Reconstruction Project  until the design has been finalized.  Roll Call: Valentine-Yes, Williams-Yes, Cordes-Yes, Thomas-Yes.  Motion carried.

 

Council members accepted the resignation of Administrative/Utility Clerk Laura J. Adams, with regret and appreciation to Mrs. Adams.

The following item(s) were discussed as part of Mayor Ihde’s comments:

 

ü      Solicited input from the Council regarding the establishment a Citizen Advisory Committee for Burning Alternatives.

ü      Informed Council Member of next Metro Advisory Council meeting and agenda.

ü      Expressed concerns about one way traffic on Garfield Street, Southeast and 4th Street, Southeast.

 

 

The following were discussed as part of City Administrator Carlyle’s comments:

 

v     Informed Council Members of Public Forum meeting for the 1st, 2nd, 3rd, 4th, Railroad, Southeast Project.

v     Referenced correspondence from City Attorney Brick regarding the H. Dean Courtney case.

v     Advised Council of scholarship from GCMOA awarded to Karen Meek for Clerk’s Institute.

v     Referenced monthly Fire Department activity for the month of April.

v     Highlighted Metropolitan Advisory Council top priorities.

v     Referenced notes from the Pre-Construction Conference for the Street Project.

v     Referenced schedule for the Street Project.

 

The following item(s) were discussed as part of Council Members’ comments:

 

§         Council Member Valentine – Requested on the speed signs issue on 2nd Street, Northwest.

§         Council Member Thomas – Expressed concern for street dip on Grant Street, North and asked for update of serving notice to a resident when junk vehicles in yard.

§         Council Member Cordes – Asked for update on Wolf Creek Development Project.

§         Council Member Williams – No comment.

 

Fire Chief Brian Poffenberger gave Council Members an update on Fire Department.  The update included: presenting EMS class to children on May 15, 2001, FEMA Grant has been filed, and Southeast Polk Rural Water Meeting.

 

Bondurant resident Rita Rostenbach gave an update on different activities in the community.  The update included: the next Bondurant Trail Committee meeting will be May 22, 2001, construction of the city sign will be the middle of June, and the City-wide garage sale will be May 12, 2001.

 

Motion made by Council Member Cordes, seconded by Council Member Valentine, to adjourn said meeting at 8:30 p.m.  Roll call: Ayes: 4.  Nays: 0.  Motion carried.
