A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 16th day of April, 2001, at 7:00 p.m.

 

Present:                Mayor Allen G. Ihde

                              Council Member Bruce N. Cordes

                              Council Member Terry F. Thomas

Absent:                 Council Member Michele R. Bailey

 

 

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Farmers Savings Bank on April 13, 2001.  All proceedings here after shown were taken while the convened meeting was open to the public.

 

Mayor Ihde called the meeting to order at 7:00 p.m.  Roll call was taken and a quorum was declared. 

 

Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve the agenda as presented.  Roll Call: Cordes-Yes, Valentine-Yes, Thomas-Yes, Williams-Yes.  Motion carried.

 

Council Member Bailey arrived at 7:02 p.m.

 

Motion made by Council Member Thomas, seconded by Council Member Williams, to approve the consent items consisting of the City Council Minutes of April 02, 2001, Library Board of Trustees Minutes of February 02, 2001 and March 01, 2001, Tax Abatement Applications for Kurt and Katrina Irlmeier, 902 Filmore Avenue, Southeast, Bondurant, Polk County, Iowa and the Claims Report.  Roll Call: Thomas-Yes, Williams-Yes, Bailey-Yes, Cordes-Yes, Valentine-Yes. Motion carried.

 

Polk County Sheriff’s Department Lt. Jorgenson updated the Council on speed control on Lincoln Street, Southeast.  Council Member Valentine asked for speed control on Second Street, Northwest.

City Administrator Carlyle thanked Polk County Sheriff’s Department for their assistance with a dead animal situation.

 

Bondurant-Farrar School Board Member Warren Nielsen presented to the Council the Site Plan for the Anderson Elementary School Expansion and Remodeling Project.  The new 51,475 square feet addition was designed by Neumann Monson, P.C. of Iowa City, Iowa and the General Contractor will be Denis Della Vedova, Inc. of Albia, Iowa.    Some of the  highlights  include:   24  new  classrooms,  new  media

center, new front entrance, new nursing station, middle school gym, full size serving kitchen, restrooms in each pod, skylights and geo-thermal heating and air conditioning.

 

Motion made by Council Member Williams, seconded by Council Member Bailey, to approve Resolution No. 01-37, a Resolution approving the Site Plan for the expansion of Anderson Elementary School. Roll Call: Williams-Yes, Bailey-Yes, Thomas-Yes, Cordes-Yes, Valentine-Yes.  Motion carried.

 

Bishop Engineering Representative Chuck Bishop, P.E., presented to the Council the Final Plat for Meadow Brook North Plat No. 14.  This plat includes 18 lots along Filmore Avenue, Southeast.

 

Motion made by Council Member Cordes, seconded by Council Member Thomas, to approve Resolution No. 01-38, a Resolution approving the Final Plat for Meadow Brook North Plat No. 14.  Roll Call: Cordes-Yes, Thomas-Yes, Bailey-Yes, Valentine-Yes, Williams-Yes. Motion carried.

 

Motion made by Council Member Valentine, seconded by Council Member Bailey, to approve Resolution No. 01-39, a Resolution establishing a Public Hearing date to Amend the Current Budget for the City of Bondurant, Polk County, Iowa.   Roll Call: Valentine-Yes, Bailey-Yes, Cordes-Yes, Williams-Yes, Thomas-Yes.  Motion carried.

Motion carried.

 

Motion made by Council Member Cordes, seconded by Council Member Bailey, to close the regular City Council meeting and open a Public Hearing in consideration of awarding contract for the 2001 – 1st, 2nd, 3rd, 4th, and Railroad Streets, Southeast Reconstruction Project.  Roll Call: Cordes-Yes, Bailey-Yes, Thomas-Yes, Williams-Yes, Valentine-Yes. Motion carried.  City Administrator Carlyle reported no written or verbal comments have been received.  No comments were voiced from the audience.  Motion made by Council Member Valentine, seconded by Council Member Bailey, to close the Public Hearing and open the regular City Council meeting.  Roll Call:  Valentine-Yes, Bailey-Yes, Thomas-Yes, Williams-Yes, Cordes-Yes. Motion carried.

 

Stanley Consultants, Inc. Representative Edwin R. Slattery, P.E. presented the Council with the Bid Evaluation for the 2001 – 1st, 2nd, 3rd, 4th and Railroad Streets, Southeast Reconstruction Project. The lowest base bid of $415,530.70 was submitted by Sternquist Construction, Inc. (SCI) of Indianola, Iowa. SCI also provided bids for Alternative #1 - Railroad Street, Southeast in the amount of $24,831.25 and Alternative #2 – 1st Street, Southeast in the amount of $21,980.00.

Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution No. 01-42, a Resolution awarding contract for the 2001 – 1st, 2nd, 3rd, 4th, and Railroad Streets, Southeast Reconstruction Project.  Roll Call: Bailey-Yes, Cordes-Yes, Thomas-No, Valentine-Yes, Williams-Yes. Motion carried.

Stanley Consultants, Inc. Representative Edwin R. Slattery, P.E. presented the Council with the Bid Evaluation for the 2001 – Sanitary Sewer Improvements Around Anderson Elementary School Project.  The lowest bid of $103,046.00 was submitted by Eco-Tech Construction, LLC of Grimes, Iowa.

 

Motion made by Council Member Bailey, seconded by Council Member Williams, to approve Resolution No. 01-43, a Resolution awarding contract for the 2001 – Sanitary Sewer Improvements Around Anderson Elementary School Project.  Roll Call:  Bailey-Yes, Williams-Yes, Thomas-Yes, Valentine-Yes, Cordes-Yes.  Motion carried.

 

 

The following item(s) were discussed as part of City Attorney Brick’s comments:

 

·        Updated Council on H. Dean Courtney case

·        Informed Council that the necessary easements are being processed for Anderson Elementary School  Expansion project.

 

The following item(s) were discussed as part of Mayor Ihde’s comments:

 

ü      Updated Council on the Wolf Creek Project and informed Council of a Special Council Meeting to be held on Thursday, April 26, 2001, relating to such.

ü      Informed Council that AT&T Broadband will be providing Internet and Cable services to the City Center.

ü      Informed Council that he has requested full voting rights for Bondurant with the MPO.

 

The following item(s) were discussed as part of City Administrator Carlyle’s comments:

 

v     Informed Council that city staff is doing road maintenance.

v     Informed Council that Emergency Sirens have been tested.

v     Referenced correspondence(s) regarding the intersection of U.S. Highway 65 and Iowa Highway 945 (Grant Street).

v     Updated Council on schedule of ditch repairs on 2nd Street, Northwest.

v     Updated Council on Fire Hydrant Replacement Project.

 

 

The following item(s) were discussed as part of Council Members’ comments:

 

§         Council Member Bailey – apoligized for being late, reported that she will not be attending the May         07, 2001 Council Meeting and expressed concerns about traffic during Anderson Elementary School Expansion Project.

§         Council Member Cordes – Asked if southern connection of Des Moines Water Works Project  is operational at this time.

§         Council Member Thomas – No comment.

§         Council Member Valentine – No comment.

§         Council Member Williams – Asked for update on Fire Hydrant Replacement Project and  would like to set a deadline in H. Dean Courtney case at the next council meeting.

 

 

Motion made by Council Member Bailey, seconded by Council Member Valentine, to adjourn said meeting at 8:30 p.m.  Roll call: Ayes: 5.  Nays: 0.  Motion carried.
