Meeting No. 01-05
A regular meeting of the City Council of the City of
Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant
City Center on the 05th day of March, 2001, at 7:00 p.m.

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Farmers Savings Bank on March 02, 2001. All proceedings here after shown were taken while the convened meeting was open to the public.

Ihde called the meeting to order at 7:00 p.m.
Roll call was taken and a quorum was declared.
Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve the agenda as presented. Roll Call: Bailey-Yes, Cordes-Yes, Thomas-Yes, Valentine-Yes. Motion carried.
Motion made by Council Member Thomas, seconded by Council Member Bailey, to approve the consent items consisting of the City Council Minutes of February 19, 2001, Planning and Zoning Commission Minutes of January 25, 2001, Library Board of Trustees Minutes of November 02, 2000 and January 11, 2001 and the Claims Report. Roll Call: Thomas-Yes, Bailey-Yes, Cordes-Yes, Valentine-Yes. Motion carried.
Polk County Sheriff’s Department Lt. Jorgenson introduced Deputy Tim Schuster. Deputy Schuster, a member of the department for eight years, will be the assigned deputy to the City of Bondurant.
Stanley Consultants, Inc. Representative Edwin R. Slattery, P.E. gave the council an overview of the 2nd, 3rd, 4th, and Railroad Streets, Southeast improvements project. The base plan includes total re-construction of 2nd, 3rd, and 4th Streets, Southeast and Water Main Replacement on Main Street, Southeast between 2nd Street, Southeast and 3rd Streets, Southeast. Additional components of the project include re-surfacing of Railroad Street, Southeast and 1st Street, Southeast, each for a block. Said components will be bid as alternates. Both Mr. Slattery and City Administrator Carlyle entertained questions from Mayor Ihde and Members of the City Council. Discussion was held on street improvement assessments.
Motion made by Council Member Valentine, seconded by Council Member Thomas, to close the regular City Council meeting and open a Public Hearing in consideration of amending the Bondurant Urban Renewal Area and Approving Urban Renewal Plan Amendment #3. Roll Call: Valentine-Yes, Thomas-Yes, Bailey-Yes, Cordes-Yes. Motion carried. City Administrator Carlyle reported no written or verbal

comments have been received. On February 22, 2001, by Resolution, the Planning and Zoning Commission approved the Bondurant Urban Renewal Area and Approving Urban Renewal Plan Amendment #3. City Administrator Carlyle advised that a consultation meeting was held on February 15, 2001. Motion made by Council Member Cordes, seconded by Council Member Bailey to close the Public Hearing and re-open the regular City Council meeting. Roll Call: Cordes-Yes, Bailey-Yes, Valentine-Yes, Thomas-Yes. Motion carried.
Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve Resolution No. 01-22, a Resolution declaring the necessity and establish an Urban Renewal Area, pursuant to Section 403.4 of the Code of Iowa and Approve Urban Renewal Plan Amendment #3 for the 2001 Addition to the Bondurant Urban Renewal Area. Roll Call: Cordes-Yes, Valentine-Yes, Thomas-Yes, Bailey-Yes. Motion carried.
Motion made by Council Member Bailey, seconded by Council Member Thomas, to suspend the first and second readings of Ordinance No. 01-202 and to approve Ordinance No. 01-202, an Ordinance providing for the Division of Taxes Levied on Taxable Property in the 2001 Addition to the Bondurant Urban Renewal Area, pursuant to Section 403.19 of the Code of Iowa as the third and final reading. Roll Call: Bailey-Yes, Thomas-Yes, Valentine-Yes, Cordes-Yes. Motion carried.
Public Financial Management Representative Jon Burmeister, C.P.A, presented to the Council an overview of the Sale and Issuance of $565,000 General Obligation Urban Renewal Bonds. He reported that six bids were received and he recommended UMB Bank, Kansas City, MO due to the low interest rate and an overall interest savings of $24,500.
Motion made by Council Member Cordes, seconded by Thomas, to approve Resolution No. 01-23, a Resolution providing for the sale and issuance of $565,000 General Obligation Urban Renewal Bonds, Series 2001, and providing for the levy to taxes to pay the same. Roll Call: Cordes-Yes, Thomas-Yes, Bailey-Yes, Valentine-Yes. Motion carried.
No action taken on Resolution No. 01-24.
Motion made by Council Member Valentine, seconded by Council Member Bailey, to approve Resolution No. 01-25, a Resolution approving an Agreement between the City of Bondurant and the Bondurant-Farrar School District, pertaining to the location of a certain Property Boundary Line. Roll Call: Valentine-Yes, Bailey-Yes, Thomas-Yes, Cordes-Yes. Motion carried.
