Meeting No. 01-02

 

A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 22nd day of January  2001, at 7:00 p.m.

Notice of the meeting was posted at the Bondurant City Center, Ampride Store, Casey’s General Store, and Farmers Savings Bank on January 19, 2001.  All proceedings here after shown were taken while the convened meeting was open to the public.

 

Mayor Ihde called the meeting to order at 7:00 p.m.  Roll call was taken and a quorum was declared. 

 

Motion made by Council Member Williams, seconded by Council Member Thomas, to approve the agenda as presented.  Roll call: Williams-Yes, Thomas-Yes, Valentine-Yes, Cordes-Yes. Motion carried.

 

Council Member Bailey arrived at 7:02 p.m.

 

Motion made by Council Member Cordes, seconded by Council Member Thomas, to approve the consent items consisting of the City Council Minutes of January 08, 2001, Des Moines Area MPO Minutes of December 21, 2000, Metro Waste Authority Minutes of December 20, 2000, Polk County Emergency Management Minutes of December 07, 2000, and the Claims and Financial Reports.  Roll Call:  Cordes-Yes, Thomas-Yes, Bailey-Yes, Valentine-Yes, Williams-Yes. Motion carried.

 

Polk County Sheriff’s Department representative was present with nothing to report.

 

Des Moines Water Works Representative L.D. McMullen, P.E. presented the Council with an overview of the Central Iowa Regional Drinking Water Commission Agreement.  He explained this agreement will improve future services to the City of Bondurant, such as: joint billing; collections; leak detection; etc.  This is an effort of Central Iowa communities working together to provide improved services at lower cost for residents.

 

Motion made by Council Member Bailey, seconded by Council Member Williams, to approve Resolution No. 01-07,    a  Resolution  approving  a “Letter of Intent”  for the Central Iowa Regional Drinking Water

State Representative Geri Huser presented the Council with an update on U.S. Highway 65 and Iowa Highway 945 Proposed Improvement Project.  She has received many calls from concerned citizens regarding this issue.  The Iowa Department of Transportation is working on the preliminary design for re-construction of this intersection.  The entire U.S. Highway 65 corridor is being studied due to increasing traffic flow.  Safety funds through the MPO, State of Iowa and Polk County will be available in the future.

 

Public Financial Management Representative Scott Sanders and City Administrator Carlyle presented the Council with an overview the proposed General Obligation Urban Renewal Bonds – 2nd, 3rd, 4th, Railroad Streets, Southeast Improvements Project.  He highlighted the TIF Cash Flow Analysis.  Sale date of these bonds will be March 05, 2001 and delivery of funds is tentatively set for March 14, 2001.

 

Motion made by Council Member Cordes, seconded by Council Member Williams, to approve Resolution No. 01-08, a Resolution fixing a public hearing date for the issuance of not to exceed $575,000.00 G.O. Urban Renewal Bonds. Roll Call: Cordes-Yes, Williams-Yes, Bailey-Yes, Thomas-Yes, Valentine-Yes. Motion carried.

 

City Administrator Carlyle reported to the Council that the Compost It! program designed by the Metro Waste Authority is a cooperative effort between communities to develop a metro-wide yard waste bag program.  Approval of this resolution authorized the City Administrator to initiate whatever steps are necessary to implement said program.

 

Motion made by Council Member Williams, seconded by Council Member Cordes, to approve Resolution No. 01-09, a Resolution authorizing the City Administrator to initiate whatever steps are necessary to implement said program.  Roll Call: Williams-Yes, Cordes-Yes, Bailey-Yes, Thomas-No, Valentine-Yes, Motion carried.

 

Motion made by Council Member Bailey, seconded by Council Member Thomas, to suspend the first and second reading of Ordinance No. 01-200 and to approve Ordinance No. 01-200, an Ordinance amending the Code of Ordinances of the City of Bondurant, Iowa, 1996, by amending provisions pertaining to handicap parking spaces in the City of Bondurant, Polk County, Iowa, as the third and final reading.  Roll Call: Bailey-Yes, Thomas-Yes, Valentine-Yes, Cordes-Yes, Williams-Yes. Motion carried.

City Administrator Carlyle presented to the Council the first draft of the City of Bondurant’s Budget for Fiscal Year 2001/2002.  He gave an overview of each department’s budget.  Discussion was held among the Mayor, Members of the City Council, City Administrator Carlyle, Members of the Library Board of Trustees and Fire Chief Poffenberger, relating to the proposed budget.   Council Members Cordes and Bailey expressed appreciation to City Administrator Carlyle on the preparation and presentation of said proposed budget

 

Motion made by Council Member Bailey, seconded by Council Member Thomas,  to adjourn said meeting at 9:37 p.m.  Roll call: Ayes: 5.  Nays: 0.  Motion carried.
