A regular meeting of the City Council of the City of
Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant
City Center on the 20th day of November, 2000, at 7:00 p.m.
Present: Mayor Allen G. Ihde

Notice of the meeting was posted at the Bondurant City
Center, Break Pointe Store, Casey’s General Store, and Farmers Savings Bank on
November 17, 2000. All proceedings here
after shown were taken while the convened meeting was open to the public.
Mayor
Ihde called the meeting to order at 7:00 p.m.
Roll call was taken and a quorum was declared.
Mayor Ihde asked that consent item #J be removed from the consent item list and that said item will be entertained as a stand alone agenda item. Motion made by Council Member Valentine, seconded by Council Member Thomas, to approve the agenda, as amended. Roll call: Valentine-Yes; Thomas-Yes; Cordes-Yes; Bailey-Yes; Williams-Yes. Motion carried.
Motion made by Council Member Bailey, seconded by Council Member Thomas, to approve the consent items consisting of the City Council Minutes of November 06, 2000, Keep Iowa Beautiful Minutes of October 19, 2000, Metro Mayors Minutes of November 06, 2000, Eastern Polk Regional Development Minutes of September 14, 2000 and October 23, 2000, Polk County Aviation Authority Minutes of October 05, 2000, Des Moines Area MPO Minutes of October 19, 2000 and the Claims Report. Roll Call: Bailey-Yes, Thomas-Yes, Cordes-Yes, Williams-Yes, Valentine-Yes. Motion carried.
Motion made by Council Member Williams, seconded by Council Member Valentine, to approve Tax Abatement Application for Boyce and Michele Bailey, 129 Patterson Street, Southeast, Bondurant, Polk
County, Iowa. Roll Call: Williams-Yes, Valentine-Yes, Cordes-Yes, Thomas-Yes, Bailey-Abstain. Motion carried.
Polk County Sheriff’s Department representative was present with nothing to report.
City Attorney Brick arrived at 7:04 p.m.
Mr. Stanley E. Siebke, CPA, Poock and Siebke, presented the Council with an overview of the City of Bondurant 2000 Financial Report and Supplementary Data.

Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve Resolution No. 00-95, a Resolution accepting the Financial Statements and Supplementary Data, for the City of Bondurant, Polk County, Iowa, for the fiscal year ended June 30, 2000. Roll Call: Cordes-Yes, Bailey-Yes, Thomas-Yes, Valentine-Yes, Williams-Yes. Motion carried.
Motion made by Council Member Valentine, seconded by Council Member Thomas, to approve Resolution No. 00-96, a Resolution approving the City of Bondurant 2000 Financial Report, for the Fiscal Year Ended June 30, 2000. Roll Call: Valentine-Yes, Thomas-Yes, Bailey-Yes, Williams-Yes, Cordes-Yes. Motion carried.
Mayor Ihde reported to the Council that the Metropolitan Advisory Council meets once a month. The Mayor and one Council Member will serve as representatives from the City of Bondurant. . There is no 28E Agreement necessary and also there would be no cost to the City. Written communication from City Administrator Carlyle, regarding to the subject matter, was presented.
Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve Resolution No. 00-97, a Resolution approving the Memorandum of Understanding to participate in the Metropolitan Advisory Council. Roll Call: Cordes-Yes, Valentine-Yes, Williams-Yes, Bailey-Yes, Thomas-Yes. Motion carried. A representative from the City Council to serve with Mayor Ihde on said Council will be selected in January, 2001.
Mayor Ihde lead a discussion with Council regarding the Iowa Events Center. Mayor Ihde reported that an Iowa Events Center representative(s) will be giving a presentation at the next Council Meeting on December 04, 2000.
Mayor Ihde presented the Council with Legislative Priorities 2001. Mayor Ihde and Council members will discuss TIF and Property Tax Issues at the next Council Meeting.
