Meeting No. 00-21
A regular meeting of the City Council of the City of
Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant
City Center on the 16th day of October, 2000, at 7:00 p.m.

Notice of the meeting was posted at the Bondurant City
Center, Break Pointe Store, Casey’s General Store, and Farmers Savings Bank on
October 13, 2000. All proceedings here
after shown were taken while the convened meeting was open to the public.
Mayor
Ihde called the meeting to order at 7:00 p.m.
Roll call was taken and a quorum was declared.
Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve the agenda as presented. Roll call: Cordes-Yes, Valentine-Yes, Thomas-Yes, Bailey-Yes, Williams-Yes. Motion carried.
Guest present was Ms. Shawn Hoffman, Bondurant-Farrar PTO representative. Ms. Hoffman reported to the Council that they are planning a new playground for the Central Campus and asked the Council if there would be interest in making this a community project. Mayor Ihde referred the matter to the Park and Recreation Advisory Board.
Motion made by Council Member Williams, seconded by Council Member Valentine, to approve the consent items consisting of the City Council Minutes of October 02, 2000, Keep Central Iowa Beautiful Meeting Notes of September 21, 2000, Metro Mayors Minutes of September 11, 2000 and September 25, 2000, Polk County Aviation Authority Minutes of September 07, 2000 and September 13, 2000, the Claims Report and Tax Abatement Application for Benjamin Fuller, 105 – 7th Court, Southeast, Bondurant, Polk County, Iowa. Roll Call: Williams-Yes, Valentine-Yes, Bailey-Yes, Thomas-Yes, Cordes-Yes. Motion carried.
Polk County Sheriff’s Department representative asked for clarification of the City of Bondurant’s open burning. Council Member Valentine reported to Polk County Sheriff’s Department that clothes and drug paraphernalia are on Northeast 64th Street.

Motion made by Council Member Williams, seconded by Council Member Bailey, to approve Resolution No. 00-84, a Resolution approving the streetlight proposal for Deer Ridge Crossing Plat No. 2 – Phase

Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve Resolution No. 00-85, a Resolution approving the appointment of Angie Neville to the Bondurant Community Library Board of Trustees. Roll Call: Cordes-Yes, Valentine-Yes, Williams-Yes, Thomas-Yes, Bailey-Yes. Motion carried.
Sergeant Neil Shultz, Polk County Sheriff’s Department, presented to the Council the Law Enforcement Services Agreement extending law enforcement services through June 30, 2001. In the future, Law Enforcement Services Contracts between the City of Bondurant and Polk County Sheriff’s Department will be effective for the City’s fiscal year. Discussion was held.
Motion made by Council Member Williams, seconded by Council Member Cordes, to approve Resolution No. 00-86, a Resolution approving the Law Enforcement Services Agreement. Roll Call: Williams-Yes, Cordes-Yes, Thomas-Yes, Bailey-yes, Valentine-Yes. Motion carried.
Motion made by Council Member Thomas, seconded by Council Member Valentine, to approve Resolution No. 00-87, a Resolution approving the Iowa Retail Cigarette Permit for Singh’s Self Service IV, 1111 Lincoln Street, Southeast, Bondurant, Polk County, Iowa. Roll Call: Thomas-Yes, Valentine-Yes, Williams-Yes, Cordes-Yes, Bailey-Yes. Motion carried.

Motion made by Council Member Bailey, seconded by Counci Member Thomas, to approve Resolution No. 00-89, a Resolution approving the Employment Contract and Agreement between the City of Bondurant and Darrel Steven Carlyle. Roll Call: Bailey-Yes, Thomas-Yes, Williams-Yes, Valentine-Yes, Cordes-Yes. Motion carried.
City Administrator Carlyle reported that Street Sweeping will be November 8th, 9th and 10th. Residents will be notified through the Bondurant City Connection and a message will be posted on the Community Sign at the City Center.

City Administrator Carlyle reported that the Safety Coalition of Central Iowa Cities (SCCIC) is currently updating employee handbooks and job descriptions. SCCIC is also involved in safety issues and city staff training.
Motion made by Council Member Valentine, seconded by Council Member Bailey, to approve Resolution No. 00-91, a Resolution approving the 28E Agreement for the Safety Coalition of Central Iowa Cities (SCCIC) Shared Services Agreement. Roll Call: Valentine-Yes, Bailey-Yes, Williams-Yes, Cordes-Yes, Thomas-Yes. Motion carried.
Mayor Ihde updated Council on the Iowa Events Center Project. Mayor Ihde reported that projections show that 50 to 75 more events will come to the area per year with the new Events Center. Mayor Ihde reported that no solution has been made regarding the 8 or 9 cities in Polk County with no Hotel/Motel tax. Mayor Ihde will keep the Council informed on future meetings.

q Informed Council that he has no influence on the replacement of streetlights in the City.
q Highlighted invitation to Special Presentation on the Economic Development Fair Play Agreement on October 23, 2000 at 7:00 p.m. at the Prairie Rose Room at Prairie Meadows.

v Informed Council that a public hearing will be held on
November 16, 2000 at 7:00 p.m. to present the Comphrensive Plan for the City of
Bondurant.
v Highlighted Bondurant Development, Inc. correspondence
regarding “Gateways” to Bondurant.
v Highlighted Water Rate Comparisons prepared by Des Moines
Waterworks.
v Informed Council that first phase of water/sewer meter
change outs is now complete. Only three
properties have not been changed out.
Direct pay participants will be changed out on October 25th and October
26th.
v Informed Council that the Underground Company did start
construction today on the Water Main Improvements Project.
