A regular meeting of the City Council of the City of
Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant
City Center on the 02nd day of October, 2000, at 7:00 p.m.
Present: Mayor Allen G. Ihde
Council Member Michele R. Bailey

Council Member Terry F. Thomas
Council Member James M. Valentine
City Administrator Darrel Steven Carlyle

Notice of the meeting was posted at the Bondurant City
Center, Break Pointe Store, Casey’s General Store, and Farmers Savings Bank on
September 30, 2000. All proceedings
here after shown were taken while the convened meeting was open to the public.

Ihde called the meeting to order at 7:00 p.m.
Roll call was taken and a quorum was declared.
Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve the agenda as presented. Roll call: Cordes-Yes, Valentine-Yes, Thomas-Yes, Bailey-Yes. Motion carried.
Motion made by Council Member Cordes, seconded by Council Member Thomas, to approve the consent items consisting of the City Council Minutes of September 18, 2000, Planning and Zoning Commission Minutes of August 31, 2000, Park and Recreation Board Minutes of August 31, 2000, the Claims Report and Tax Abatement Application for Steve Heidebrink, 308 – 2nd Street, Northwest. Roll Call: Cordes-Yes, Thomas-Yes, Bailey-Yes, Valentine-Yes. Motion carried.
Polk County Sheriff’s Department representative was present. Council Member Bailey asked Polk County Sheriff’s Department to monitor illegal parking at Lake Petocka and possible vandalism at the Soccer Fields.
Mr. Gary Hemmen and Mr. Greg Hemmen presented to the Council the Site Plan for Hemmen Company
Office/Shop. Mr. Greg Hemmen explained that they will be fabricating wood wall panels for homes.
Motion made by Council Member Valentine, seconded by Council Member Bailey, to approve Resolution 00-79, a Resolution approving the Site Plan for the Hemmen Company Office/Shop. Roll Call: Valentine-Yes, Bailey-Yes, Cordes-Yes, Thomas-Yes. Motion carried.
Motion made by Council Member Thomas, seconded by Council Member Bailey, to approve Resolution
00-80, a Resolution approving a Memorandum of Agreement between the City of Bondurant, Polk County, Iowa and Polk County, relating to “Routine Surface Maintenance”. Roll Call: Thomas-Yes, Bailey-Yes, Cordes-Yes, Valentine-Yes. Motion carried.

City Administrator Carlyle reported to the Council that the Construction Permit for the Des Moines Water Works Water Main project was received today and a pre-construction meeting will be held on Tuesday, October 03, 2000. Construction will be starting this week.
Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution 00-81, a Resolution relating to financing of a proposed project to be undertaken by the City of Bondurant, Polk County, Iowa; establishing compliance with reimbursement bond regulations under the Internal Revenue Service. Roll Call: Bailey-Yes, Cordes-Yes, Valentine-Yes, Thomas-Yes. Motion carried.
Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve Resolution 00-82, a Resolution establishing an informational hearing date, relating to the Water Main Improvements Project; Connection to Des Moines Waterworks Water Main. Roll Call: Cordes-Yes, Valentine-Yes, Thomas-Yes, Bailey-Yes. Motion carried.
A sub-committee consisting of Council Member Bailey, Council Member Cordes and Mayor Ihde was established to review the proposed renewal employment contract and agreement for City Administrator Carlyle.
The following item(s) were discussed as part of Mayor Ihde’s comments:
· Highlighted written communication from Public Entity Risk Services of Iowa regarding
personal use of city equipment.
· Highlighted a resignation letter from Roger Ohde, from Bondurant Development, Inc.
· Informed Council that a special meeting will be held regarding the Economic Fair Play Agreement on Monday, October 23, 2000, in the Prairie Rose Room at Prairie Meadows.

discussed as part of City Administrator Carlyle’s comments:
v Highlighted correspondence from Eastern Polk Regional
Development, Inc.
v Highlighted written communication addressed to Fire Chief.
v Highlighted invitation to Open House at the Bondurant Family
Practice Clinic.
v Informed Council of positive comments received on recent
Water/Sewer Meter Change Outs.
v Reported to Council that tires will now be accepted during
Fall Cleanup Days.
