A regular meeting of the City Council of the City of
Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant
City Center on the 18th day of September, 2000, at 7:00 p.m.

Notice of the meeting was posted at the Bondurant City
Center, Break Pointe Store, Casey’s General Store, and Farmers Savings Bank on
September 15, 2000. All proceedings
here after shown were taken while the convened meeting was open to the public.

Ihde called the meeting to order at 7:00 p.m.
Roll call was taken and a quorum was declared.
Motion made by Council Member Williams, seconded by Council Member Cordes, to approve the agenda as presented. Roll call: Williams-Yes, Cordes-Yes, Bailey-Yes, Thomas-Yes, Valentine-Yes. Motion carried.
Guest present was April Goodwin, Des Moines Register Staff Writer. Ms. Goodwin will provide coverage of the Bondurant City Council Meetings.
Council Member Thomas asked for a correction to the City Council Minutes of September 07, 2000. Roll Call for approval of Resolution 00-69 should read: Cordes-Yes, Bailey-Yes, Valentine-Yes, Thomas-No.
Motion made by Council Member Cordes, seconded by Council Member Bailey, to approve the consent items consisting of the corrected City Council Minutes of September 07, 2000, Des Moines Area MPO Minutes of April 17, 2000 and the Claims Report and Financial Reports. Roll Call: Cordes-Yes, Bailey-Yes, Williams-Yes, Thomas-Yes, Valentine-Yes. Motion carried.
Polk County Sheriff’s Department representative reported that an arrest was made on a recent burglary.
Polk County Emergency Management representative Robert Goldhammer and A. J. Mumm presented the council with a proposal to assist the City of Bondurant in developing a comprehensive multi-hazard mitigation plan. The first part of the proposal involves completing a hazard identification and vulnerability analysis. The second part of the proposal is to use this analysis to formulate mitigation strategies. Mr. Goldhammer explained that this planning process is designed to identify a variety of alternatives that can make Bondurant more resistant to natural and technological hazards. The

Bondurant Fire Chief, Public Works Department, Planning and Zoning Commission, City Administrator and the Mayor’s Office would all be involved in the planning process.
Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve Resolution 00-75, a Resolution retaining the professional services of the Polk County Emergency Management Department for the Comprehensive Multi-Hazard Mitigation Plan. Roll Call: Bailey-Yes, Cordes-Yes, Williams-Yes, Thomas-Yes, Valentine-Yes. Motion carried.
Motion made by Council Member Williams, seconded by Council Member Bailey, to close regular City Council Meeting and open Public Hearing to propose action to institute proceedings to enter into a Loan and Disbursement Agreement and borrow money in a principal amount not to exceed $972,000.00. Roll Call: Williams-Yes, Bailey-Yes, Thomas-Yes, Valentine-Yes, Cordes-Yes. Motion carried.
City Administrator Carlyle reported that no written or verbal comments have been received. Mr. Carlyle also reported that the money will be available in November and the contractor is still on schedule to complete project by January 01, 2001.
Motion made by Council Member Bailey, seconded by Thomas, to close Public Hearing and open regular City Council Meeting. Roll Call: Bailey-Yes, Thomas-Yes, Williams-Yes, Cordes-Yes, Valentine-Yes. Motion carried.
Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve Resolution 00-76, a Resolution taking additional action to enter into a Loan and Disbursement Agreement. Roll Call: Cordes-Yes, Valentine-Yes, Bailey-Yes, Thomas-Yes, Williams-Yes. Motion carried.
Motion made by Council Member Valentine, seconded by Council Member Thomas, to approve Resolution No. 00-77, a Resolution approving the 1999-2000 City of Bondurant Road Use Tax Report. Roll Call: Valentine-Yes, Thomas-Yes, Bailey-Yes, Cordes-Yes, Williams-Yes. Motion carried.
Motion made by Council Member Williams, seconded by Council Member Valentine, to approve Resolution 00-78, a Resolution waiving the right to review the Final Plat for Oak Estates Plat No. 01, in rural Polk County, Iowa. Roll Call: Williams-Yes, Valentine-Yes, Bailey-Yes, Thomas-Yes, Cordes-Yes. Motion carried.
Mayor Ihde held a discussion with the Council regarding a Funding Request for The Mayor’s Annual Ball. No action taken.
The following item(s) were discussed as part of Mayor Ihde’s comments:
· Highlighted various Mayor’s Group Minutes.
· Updated the Council on Des Moines General Hospital.
· Informed the Council that work on Northeast 62nd Avenue is now complete.

· Informed the Council of meeting for development of plans for the Iowa Events Center on September 20, 2000 at the Polk County Convent Complex.
· Informed the Council that annual City Hall Day will be held October 11, 2000 at the Des Moines Botanical Center.
· Updated Council on E911 Board. This board has not met for the past few years and will be meeting again on September 28, 2000 to discuss 911 emergency issues.
