A regular meeting of the City Council of the City of
Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City
Center on the 07th day of August, 2000, at 7:00 p.m.

Notice of the meeting was posted at the Bondurant City
Center, Break Pointe Store, Casey’s General Store, and Farmers Savings Bank on
August 04, 2000. All proceedings here
after shown were taken while the convened meeting was open to the public.
Mayor
Pro-tem Thomas called the meeting to order at 7:00 p.m. Roll call was taken and a quorum was
declared.
Motion made by Council Member Williams, seconded by Council Member Valentine, to approve the agenda as presented. Roll call: Williams-Yes; Valentine-Yes; Thomas-Yes, Cordes-Yes. Motion carried.
Motion made by Council Member Cordes, seconded by Council Member Williams, to approve the Consent Items consisting of the City Council Minutes of July 17, 2000; Planning and Zoning Commission Minutes of June 22, 2000, the DSM Area Metropolitan Planning Organization Minutes of June 22, 2000, the Claims Report, and Tax Abatement Application for Paul and Paula Carter, 103 – 7th Court, Southeast, Bondurant, Polk County, Iowa, as presented. Roll call: Cordes-Yes; Williams-Yes; Valentine-Yes; Thomas-Yes. Motion carried.
The Polk County Sheriff’s Department representative distributed the Bondurant Monthly Activity Summary for June 2000. City Administrator Carlyle highlighted correspondence from Deputy Anderson regarding the incident on July 6, 2000, and reported that traffic control is being monitored on Lincoln Street, Southeast. City Administrator Carlyle also thanked Polk County Sheriff’s Department for coverage during Ragbrai 2000. Council Member Valentine reported a possible stolen Des Moines Register Paper Machine on Northeast 70th Avenue.

Motion made by Council Member Valentine, seconded by Council Member Cordes, to approve Resolution 00-58, a Resolution establishing a Public Hearing Date of August 21, 2000 for consideration of approval of the Preliminary Plat for Deer Ridge Crossing Plat No. 2. Roll Call: Valentine-Yes, Cordes-Yes, Thomas-Yes, Williams-Yes. Motion carried.
Motion made by Council Member Williams, seconded by Council Member Valentine, to approve Resolution 00-59, a Resolution approving the Renewal Retail Liquor License, Wine or Beer Permit for Highway Convenience, LLC d/b/a Ampride Break Pointe, 1111 Lincoln Street, Southeast, Bondurant, Polk County, Iowa. Roll Call: Williams-Yes, Valentine-Yes, Thomas-Yes, Cordes-Yes. Motion carried.
Motion made by Council Member Cordes, seconded by Williams, to close the regular City Council meeting and to open the Public Hearing to consider the environmental impacts of the proposed Water Main Improvements Project-Connection of DMWW Water Main. Roll Call: Cordes-Yes, Williams-Yes, Thomas-Yes, Valentine-Yes. Motion carried.
Mr. Edwin R. Slattery, P.E. representing Stanley Consultants, Inc., gave an overview of the SRF loan application procedures. The application requires a description of the project including conversion of the well system to the Des Moines Water Works connection, pipeline work, hydrant replacement, evaluated tank demolition, chlorination of water and miscellaneous engineer and legal fees. Construction cannot begin until the DNR requirements are satisfied. The DNR requires an environmental assessment, which will explain the need for the project, the description of the project and the environmental impact of said project. The environmental assessment will be prepared by Stanley Consultants, Inc. and reviewed by the DNR. Mr. Slattery also explained the various clearances needed before construction can begin. Mayor Pro-tem asked for any communication from the public. No verbal communication was offered. City Administrator Carlyle reported that no written or verbal comments had been received in his office.
Motion made by Council Member Valentine, seconded by Council Member Cordes, to close the Public Hearing and open the regular City Council meeting. Roll Call: Valentine-Yes, Cordes-Yes, Williams-Yes, Thomas-Yes. Motion carried.
Water Superintendent Patrick Collison explained the benefits and cost adjustment of the proposed Des Moines Waterworks Connection Project Change Order No. 1 to the Council. Motion made by Council Member Williams, seconded by Council Member Valentine to approve Resolution 00-61, a Resolution approving Change Order No. 1, relating to the Water Main Improvements Project-Connection to Des Moines Waterworks Water Main. Roll Call: Williams-Yes, Valentine-Yes, Thomas-Yes, Cordes-Yes. Motion carried.
Motion made by Council Member Cordes, seconded by Council Member Valentine, to approve Resolution 00-62, a Resolution approving a Proclamation declaring “Responsible Gaming Education Week.” Roll Call: Cordes-Yes, Valentine-Yes, Williams-Yes, Thomas-Yes. Motion carried.
Motion made by Council Member Cordes, seconded by Council Member Valentine, to close regular City Council meeting and to open the Public Hearing in consideration of a request to approve the Final Plat for Meadow Brook North Commercial Plat No. 1. Roll Call: Cordes-Yes, Valentine-Yes, Williams-Yes, Thomas-Yes. Motion carried.

v Reported that City Wide Cleanup Day is being scheduled for
Mid-October. Rules and Regulations are
being drafted and the Bondurant Men’s Club will be asked to assist in this
cleanup effort.
v Informed the Council of preliminary figures for Ragbrai,
2000.
v Shared with the Council an e-mail message from Mayor Ihde
from Germany.
v Reported that MidAmerican Energy will be addressing the road
condition in front of 92 and 94 Grant Street, North.
