A regular meeting of the City Council of the City of Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City Center on the 19th day of June, 2000, at 7:00 p.m.

Notice of the meeting was posted at the Bondurant City Center, Break Pointe Store, Casey’s General Store, and Farmers Savings Bank on June 16, 2000.  All proceedings here after shown were taken while the convened meeting was open to the public.

 

Mayor Ihde called the meeting to order at 7:00 p.m.  Roll call was taken and a quorum was declared. 

 

Motion made by Council Member Williams, seconded by Council Member Valentine, to approve the agenda as presented.  Roll call: Williams-Yes; Valentine-Yes; Thomas-Yes; Cordes-Yes.  Motion carried.

 

Motion made by Council Member Thomas, seconded by Council Member Cordes, to approve the Consent Items consisting of the City Council Minutes of June 05, 2000 and June 12, 2000; the Claims Report and Financial Reports; and Tax Abatement Application for Ricardo and Deborah Newell, 203 – 5th Street, Southeast and Robert Rahto, 311 –2nd Street, Northwest, Bondurant, Polk County, Iowa, as presented. Roll call: Thomas-Yes; Cordes-Yes; Valentine-Yes; Williams-Yes.  Motion carried.

 

Council Member Bailey arrived at 7:05 p.m.

 

The Polk County Sheriff’s Department representative was asked to monitor the following issues:  overnight campers at Lake Petoka, illegal parking at Lake Petoka and on Patterson Street, SE.  The Sheriff’s Department reported parking citations have been issued on Jr. Haines Parkway.  The Sheriff’s Department will be available for traffic control during Summerfest.

 

Motion made by Council Member Cordes, and seconded by Council Member Valentine, to approve Resolution No. 00-45 – a Resolution approving a retail cigarette permit for Highway Convenience, L.C. d/b/a Break Point Stores, 1111 Lincoln Street, Southeast, Bondurant, Polk County, Iowa.  Roll call:  Cordes –Yes, Valentine – Yes, Bailey – Yes, Thomas – Yes, Williams – Yes.  Motion carried.

Ms. Marsha Cory, representing Iowa Codification, Inc., presented the Council with an overview of their codification services.  Iowa Codification, Inc. has provided services to over four hundred (400) cities in the State of Iowa. Their proposal for the City of Bondurant included new 2001 Code Books with a new style, format, and numbering system.  They will continue to provide a continuing supplement service, an annual legislative update, and sample ordinances from other cities.

 

Motion made by Council Member Bailey, and seconded by Council Member Cordes, to approve Resolution No. 00-46 – a Resolution approving the proposal for codification services, from Iowa Codification, Inc., in the amount of $5,800.00.  Roll call: Bailey –Yes, Cordes – Yes, Valentine – Yes, Thomas – Yes, Williams – Yes.  Motion carried.

 

Mr. Edwin R. Slattery, representing Stanley Consultants, Inc., presented the Council with an overview of the Bid Evaluation for the Water Main Improvements Project, the connection to the Des Moines Water Works Water Main.  Stanley Consultants provided the Council with copies of all bids received and commented the bidding process went extremely well.  Stanley Consultants recommended the City of Bondurant enter into a contract with The Underground Company.

 

Motion made by Council Member Williams, and seconded by Council Member Bailey, to approve Resolution No. 00–47 – a Resolution awarding contract for the Contract 2000-1: Water Main Improvements Project; Connection to DMWW Water Main. Roll call: Williams –Yes, Bailey – Yes, Valentine – Yes, Cordes – Yes, Thomas – Yes.  Motion carried.

 

Motion made by Council Member Williams, and seconded by Council Member Valentine, to approve Resolution No. 00–48 – a Resolution approving the professional services, from Yaggy Colby Associates, Inc., to draft proposed policies and procedures related to financial incentives for the City of Bondurant, Polk County, Iowa.  Roll call: Williams – Yes, Valentine – Yes, Bailey – Yes, Cordes – Yes, Thomas -  Yes.  Motion carried.

 

Motion made by Council Member Cordes, and seconded by Council Member Thomas, to approve Resolution No. 00–49 – a Resolution approving the City of Bondurant municipal employee salary schedule for the Fiscal Year 2000 / 2001.  Roll call: Cordes – Yes, Thomas – Yes, Bailey – Yes, Valentine – Yes, Williams – Yes. Motion carried.

 

Motion made by Council Member Cordes, and seconded by Council Member Williams, to approve Resolution No. 00-50 – a Resolution approving a 28E Agreement between the City of Bondurant and the City of Altoona for building inspection services.  The agreement shall remain in effect until June 30, 2001.  The Building Inspector while working for Bondurant shall be under the supervision of the Bondurant City Administrator.  Roll call: Cordes – Yes, Williams – Yes, Bailey – Yes, Valentine – Yes, Thomas – Yes.  Motion carried.

 

Motion made by Council Member Valentine, and seconded by Council Member Thomas, to approve Resolution No. 00 – 51 – a Resolution granting permission to the Bondurant Men’s Club to close certain streets within the City of Bondurant during Summerfest.  Roll call: Valentine – Yes, Thomas – Yes,  Bailey – Yes,  Cordes – Yes, Williams – Yes.  Motion carried.

 

Motion made by Council Member Cordes, and seconded by Council Member Williams, to approve Resolution No. 00 – 52 – a Resolution authorizing and directing the City Administrator to write-off as

uncollectible certain emergency medical services accounts.  All collection in-house and outside collection efforts have been exhausted.  Roll call:  Cordes – Yes, Williams – Yes, Bailey – No, Valentine – Yes, Thomas – Yes.  Motion carried.

 

Motion made by Council Member Thomas, and seconded by Council Member Valentine, to approve Resolution No. 00 – 53 – a Resolution establishing a public hearing date Meadow Brook North Plat No. 14 and Meadow Brook North Commercial Plat No. 1 – Final Plat Consideration.  Roll call: Thomas – Yes,  Valentine – Yes,  Bailey – Yes,  Cordes, -Yes,  Williams – Yes.  Motion carried.

 

Motion made by Council Member Cordes, and seconded by Council Member Valentine, to approve Ordinance No. 00 – 200 – a Ordinance pertaining to Junked Vehicles, Trailers and Semi-Trailers; and Outdoor Storage of Motor Vehicles within the Corporate Limits of the City of Bondurant, Polk County, Iowa.  This is the third and final reading of this Ordinance.  Mr. David Nesheim, 507 10th Court, SE, Bondurant, Iowa was present and inquired about the complaint process regarding this ordinance.  Roll

call: Cordes – Yes, Valentine – Yes, Bailey – Yes, Thomas – Yes, Williams – Yes.  Motion carried.

 

The following item(s) were discussed as part of Mayor Ihde’s comments:

 

¨      Updated Council on the recent rainfall in the City and the problems with our sanitary sewer system.  He suggested the City begin the process of determining which property owners are draining their sump pumps into our sanitary sewer system.   Newsletter articles and/or courtesy letters to residents are possible ways of getting started.

¨      Informed Council of new Economic Fair Play Agreement between all cities in the Greater Des Moines area.  No action has been taken yet on this agreement and the Mayor will keep us informed with the progress.

¨      Informed Council that a new Metropolitan Advisory Council is now being formed.  This Council will share ideas with other  communities.  The Mayor will keep us informed with the progress.

v     Notified Council that a Grant Application has been made to Prairie Meadows.

v     Informed Council that the Census Bureau has thanked us for use of Bondurant City Center.

v     Notified Council that he will be presenting an Economic Development Presentation at the Altoona Chamber of Commerce Luncheon on Wednesday, June 21, 2000.

v     Informed Council that the City of Bondurant has received Reimbursement for Fire Fighting Training and possible future reimbursements will be available.
